As Fire Chief John Alston Jr. spoke to reporters in New Haven, Connecticut, about a spate of drug overdoses on Wednesday, he heard shouting coming from behind him."We're getting another call of a person," Alston said.He quickly helped coordinate the response, and then returned to the microphone. That scene occurred the same day that 76 people were believed to have overdosed on some form of K2, or synthetic marijuana, officials in New Haven said. Officials responded to 19 additional reports of overdoses on Thursday, bringing the total to 95 cases, according to Rick Fontana, New Haven Emergency Operations Director.Almost all of the overdoses occurred in New Haven Green, a large park in the city's downtown. On Wednesday, 72 people were transported to the hospital and four people refused treatment, according to Fontana. There have been no deaths from the spate of overdoses. New Haven police said one person is in custody. 935

Antwone Berry was found shot and killed in January in Milwaukee, two weeks after he went missing.Milwaukee police say 34-year-old Skylard Grant is accused of killing Berry. According to police and family members, the two were close friends around each other a lot. That's why this killing is senseless to them.“It's just ridiculous, to come to find out that someone that's very close to you and be the one to hurt you," said Tashe Lee, Berry’s cousin."He didn't deserve that, you know that was the wrong thing," said Steve Lee, another cousin.Berry went missing on Christmas Eve, for two weeks his family searched all over for him in the cold.He was found shot to death two weeks later on Jan. 7 in a wooded area in Milwaukee.According to the criminal complaint, witnesses say Grant was drunk and began arguing with Berry about not sending him money when he was previously in jail.Grant allegedly shot and killed Berry with his own gun. Grant tried to then sell Berry's gun to another friend, who declined and asked of Berry's whereabouts. Court documents show that's when Grant said."....you ain't gonna be seeing him no more, I had to take care of him," he allegedly said. "That wasn't fair to him it wasn't fair to us for somebody to be getting taken away from us," Tasha Lee said.  "Just hoping for the best, hope that he gets life, that’s what I want for him to have life, he took my cousin's life, he deserve to have life."Grant was actually arrested for this case on Jan. 4. Investigators analyzed phone records placing grant near the area where berry's body was found. Surveillance video also showed Grant's SUV near the scene the day Berry went missing.Homicide numbers from Milwaukee Police for this year indicate that of 32 homicide cases so far in Milwaukee this year, 14 remain open. 1834

As Congress heads back to Washington D.C., the idea of a second stimulus check being sent out before 2020 comes to an end seems to drift further and further away for Americans going through financial hardships due to the coronavirus pandemic.According to CNN, lawmakers want to send out another round of payments. Still, they can't seem to agree upon a broader economic aid package as they did back in March when Americans received ,200 checks.CBS News reported that Congress could still pass a scaled-down stimulus bill by Dec. 11, which could still include some relief programs. On Monday, Senate Majority Leader Mitch McConnell said on the Senate floor that there aren't many reasons as to why Americans shouldn't receive another relief package, CBS News reported.According to CBS News, one issue lawmakers cannot agree to send hundreds of billions in funding to states and cities that were hit by declining tax revenues amid the pandemic. 951

As a massive caravan of migrants treks north, US officials have been negotiating with Mexico about how to handle the caravan should it reach the US border.Officials are weighing the legality of certain steps the Trump administration could take and looking at whether any processes could be changed to speed up the removal of migrants who have no legal basis to remain in the US, according to a senior Department of Homeland Security official. The official says the administration hasn't made any "firm decisions" about how to respond if the caravan reaches the border.Among the topics being discussed with Mexico is whether migrants from the caravan could be held there before entering an official port of entry, the DHS official said. The official said this is already being done to some extent, and described this as a more official process of what is known as "metering," when Customs and Border Protection officers keep immigrants in Mexico to limit the flow into the US. This process has been sharply criticized by advocates, who accuse officials of illegally trying to block immigrants from claiming asylum.A spokesperson for Customs and Border Protection referred all questions on the caravan to DHS.Additionally, the US is negotiating with Mexico about whether migrants from the caravan could be deported there, regardless of their country of origin. This process, known as "return to territory," which was included in President Donald Trump's January 2017 executive order on border security, isn't currently carried out by Immigration and Customs Enforcement, because Mexico would need to agree to take foreign nationals back."A lot of these (options) depend on cooperation and discussions with Mexico," the official said. There were 401 claims for asylum from the caravan that made its way to the US last spring, with 374 of those receiving "credible fear referrals," which is the initial screening to ensure a claim could have merit, according to Citizenship and Immigration Services data.ICE has been talking with contractors to discuss the possible need for additional detention capacity, according to the DHS official. ICE is also preparing for the possibility that it might need more officers at the border, the official said, stressing that while officials are preparing for various possibilities, they have not taken action.DHS has not responded to a request for comment on these policy considerations, but on Tuesday, DHS spokesperson Tyler Houlton tweeted that "stopping the caravan is not just about national security or preventing crime, it is also about national sovereignty and the rule of law. Those who seek to come to America must do so the right and legal way."On Tuesday, another senior administration official said the "administration wants the ability to return whole entire Central American families and also minors after apprehension."This official called the asylum system the "world's largest immigration loophole.""You simply come up to the border, you make a totally fraudulent assertion and it puts you into a legal system that takes more time to play out than we can detain you for, and so it becomes a ticket to catch and release," said the official on Tuesday. 3211

An officer has been dismissed following the shooting of an unarmed Black man in Columbus, Ohio, on Tuesday.Columbus Police said that the man was 47 years old, and that the man was holding a cell phone at the time of his death, based on a review of one of the responding officer's body-worn camera footage. Police said the man walked toward the officer with a cell phone in his left hand while his right hand was not visible. Officers were called to the area for a report of a man sitting in an SUV, continually turning on and off the vehicle. Officials have not released the name of the person killed, as of Tuesday afternoon. WCMH-TV reported that the officer who fired the fatal shot was Adam Coy, an 18-year veteran of the Columbus Police. According to the Columbus Dispatch, Coy was involved in an excessive force complaint that resulted in the City of Columbus paying a ,000 payout. Coy was suspended for 160 hours for the 2012 incident, but kept his job. The shooting was the second time a citizen was killed by law enforcement within the city. Three weeks ago, Casey Goodson Jr. was shot and killed by Franklin County Sheriff Deputy Jason Meade. Authorities said that investigators recovered a weapon on the scene, but a family attorney told CNN that Goodson was holding a sandwich at the time of the shooting. No charges have been filed in that case, and investigation is still ongoing.“We are still raw from the killings of George Floyd, Breonna Taylor and less than 3 weeks ago, Casey Goodson Jr. Early this morning we learned of the killing of another African American at the hands of law enforcement,” Columbus Mayor Andrew Ginther said in a news conference on Tuesday.During the shooting death of Goodson, deputies were not wearing body-worn cameras. During Tuesday’s shooting, Ginther said that officers did not turn on their body-worn cameras until after the shooting occurred.Ginther said that the body-worn cameras worn by Columbus Police have a 60-second “lookback” feature that captured video of the shooting. The lookback feature does not capture the audio."The Division invested millions of dollars in these cameras for the express purpose of creating a video and audio record of these kinds of encounters. They provide transparency and accountability, and protect the public, as well as officers, when the facts are in question," Police Chief Thomas Quinlan said. WBNS reported that the cruiser’s dash camera was not activated as police were responding to a non-emergency call that did not require lights and sirens.“Our community is exhausted,” Ginther added. “While it is very early in the investigation, there is one fact that disturbs me greatly. The officer involved did not turn on their body-worn camera until after the shooting.”Ginther said that the officer’s badge and gun has been turned in, but would continue getting paid during the investigation due to contractual obligations. The family of the man killed on Tuesday will be shown the body-worn camera footage before it is released to the public. Ginther estimates the video will be made public by Wednesday. 3105
