BEIJING, March 29 (Xinhua) -- Vice Premier Zhang Gaoli on Tuesday urged local authorities to improve the way in which they plan their urban environments.

All government departments and localities must attach great importance to the work and properly address the people's legitimate and lawful petitioning through legal, policy, economic and administrative means, said Xi, also general secretary of the Communist Party of China (CPC) Central Committee.

In the same period, exports to the United States and the Association for Southeast Asian Nations, China's second- and third-largest trade partners respectively, both declined 3.5 percent.

Politics and religions must be separated, Xi stressed. "In no way should religions interfere with government administration, judiciary and education," he said.
