OCEANSIDE, Calif. (KGTV) - A fire that broke out Friday afternoon in Oceanside burned one victim, fire officials said.The flames were reported about 3 p.m. in the 600 block of Sleeping Indian Road. Oceanside Fire reported the "main fire has been knocked down" by 4:15 p.m., however crews expected to be on scene for several more hours.One person was burned and is being taken to the hospital, according to Oceanside Fire.Officials said the fire started in an area of RVs and spread to mulch. A neighbor told 10News the mobile homes belong to people who work in the area. Hazmat crews were called in after firefighters learned of previous drug activity on the property. There was also a concern about fuel and propane on site. However, Hazmat crews did not find any hazardous materials present. Five brush rigs and four engines were sent to the scene, fire officials said. Oceanside may convert two of its elected city positions into City Council appointed ones, leading to concerns that the city is taking key decisions away from voters. The Oceanside City Council will decide Wednesday whether it should have the authority to appoint the City Clerk and City Treasurer. The city says the positions have become “significantly more complex” due to state laws and regulations. “Both positions perform critical City functions, and they require specialized education and experience to property discharge their many duties that likely cannot be properly achieved (or guaranteed) via an elected position.” The City Treasurer position has been a controversial one in Oceanside. In 2016, incumbent Gary Ernst died just weeks before the election, leaving Oceanside resident Nadine Scott as the lone living person on the ballot. However, multiple City Council members campaigned on Ernst’s behalf because they said Scott wasn’t qualified. Ernst won, clearing the way for the council to appoint Rafe Edward Trickey Jr. Scott said Monday she was troubled by the decision before the council. Current treasurer Victor Roy defeated Tricket Jr. in the 2018 election, and currently holds the office. City Clerk Zeb Navarro was recently appointed after Zack Beck stepped down to take a position in Escondido. Oceanside Mayor Peter Weiss said the jobs are part time and pay about ,000 a year. OPEC is losing one of its members.The small, gas-rich state of Qatar said Monday that it will leave the oil cartel on January 1 after nearly 60 years of membership. The country's state oil company, Qatar Petroleum, made the announcement in a series of tweets."The withdrawal decision reflects Qatar's desire to focus its efforts on plans to develop and increase its natural gas production," Saad Sherida Al-Kaabi, the country's minister of state for energy affairs, was cited as saying in one of the tweets.Qatar is the world's leading exporter of liquefied natural gas, accounting for about 30% of global demand.For a year and a half, Qatar has been under an economic embargo by some of its neighbors including OPEC's de facto leader, Saudi Arabia. In response, Qatar increased its gas production, the mainstay of its economy, last year.It will be the first Middle Eastern country to pull out of OPEC, which only deals with crude oil production. Qatar's contribution has been marginal compared to some of the cartel's biggest producers like Saudi Arabia and Iraq. It pumps about 600,000 barrels a day of the almost 25 million barrels a day from all OPEC members."Qatar is a fairly small producer ... it was not making very much so it's not that significant in itself," said Robin Mills, CEO of Qamar Energy, a consultancy firm based in Dubai. "But it's a disappointment for OPEC because they've been trying to attract members."OPEC has been expanding in Africa, with Congo and Equatorial Guinea joining recently. The U.S. surpassed the 3,000 death mark for the first time on Wednesday when 3,088 deaths linked to the virus were recorded.Johns Hopkins University, which uses different methods in recording deaths, reports that 2,993 Americans died of the virus on Thursday. Both the COVID Tracking Project and Johns Hopkins report that Wednesday and Thursday marked the top two deadliest days since the start of the pandemic.The 3,000+ deaths represent more lives lost than in U.S. tragedies like the Sept. 11, 2001 terror attacks and the attack on Pearl Harbor prior to U.S. involvement in World War II.And while consecutive days of 3,000 death represent a level of loss not yet seen since the pandemic began, health officials warn that it could become the new normal — at least in the coming weeks. A spike in deaths typically trails a few weeks behind spikes in new cases and hospitalizations — both of which have been steadily increasing without respite for more than a month. Since Nov. 1, the seven-day average of new COVID-19 has exploded from 80,538 a day to 205,425 a day.
