SAN MARCOS, Calif. (KGTV) - A San Marcos woman is speaking out for the first time about her ,000,000 claim against San Diego County.She told 10News that two sheriff's deputies knocked on her door in the middle of the night last August for a welfare check. There was no problem and they left but she said Deputy Richard Fischer returned alone an hour later, saying he needed to use her restroom; then told her she was cute and hugged her, several times."It wasn't an okay hug. I was stunned, shocked. It was very fast and confusing."She resisted. "Yeah, I felt very vulnerable, intimidated, felt weak. I felt little. It's just a mess! Everything is a mess! This is hard to do. He shouldn't have come back to my house and I don't ... everything's a mess!"Three months later, she said she's still frightened."Would I open the door anymore? No. I think he's bad for law enforcement and bad for me. I think he's a bad guy!"Dep. Fischer was placed on administrative duties after the complaint was filed. An investigation is ongoing, now with two more women talking to investigators.Another San Marcos woman told a similar story. SAN YSIDRO (CNS) - A 32-year-old man was wounded in a shooting early Wednesday morning in a San Ysidro parking lot, police said.It happened shortly after 3:45 a.m. on East Beyer Boulevard, north of Camino De La Plaza, San Diego police Officer Tony Martinez said.The victim had parked his vehicle in a public parking lot, then entered Mexico on foot through a pedestrian crossing, Martinez said. After the 32-year-old man returned from Mexico, a man confronted him and pointed a gun at him as he was getting into his vehicle."(The victim) ignored the suspect and the suspect shot at him numerous times," the officer said. "One of the bullets struck the front windshield of the vehicle and struck (the victim) in the chest."The victim called 911 and was taken to a hospital for treatment of his injuries, which were not believed to be life-threatening, Martinez said. The gunman fled the area on foot.The suspected gunman was described as a 6-foot Latino in his 30s, about 200 pounds, with a bald head and a goatee. (KGTV) — U.S. Marines from Camp Pendleton joined troops at the U.S.-Mexico border in San Ysidro Thursday ahead of the potential arrival of a migrant caravan.About 1,100 Marines were deployed in support of U.S. Customs and Border Protection, according to 2nd Lt. Fredrick D. Walker, public affairs officer for Special Purpose Marine Ground Force Task 7.Specifically, Marines were working alongside 93rd Military Police Battalion soldiers from Fort Bliss, Texas, to harden fencing in the area to "make it less scalable," Walker said.10News live video from the border:The deployment is part of a larger effort to place troops at the southern U.S. border ahead of the expected arrival of a migrant caravan from Honduras. (KGTV) — San Marcos is taking a stricter stance on pet control.A newly passed ordinance allows the city to label people “irresponsible pet owners” and levy harder penalties.The city or the San Diego County Humane Society can impound the animals of people who are declared “irresponsible owners” under the ordinance and ban hem from owning any animals for up to three years.According to the rules, an “irresponsible owner” is an individual who has received three of more citations in the last two years for an unrestrained animal, guard dog, dangerous animal or nuisance violation.Dangerous animals per the ordinance are those that have attacked a person or another domestic animal two times within four years, or have injured or killed a person once within four years. 795

(KGTV) — CAL FIRE San Diego firefighters quickly knocked down a brush fire in San Marcos on Thursday, amid Santa Ana winds and dangerous fire weather conditions throughout the county.The 3-acre fire, dubbed the Sycamore Fire, ignited near Sycamore Dr. and Cox Rd. just before 12:30 p.m., according to CAL FIRE. Fire crews reported the fire began in heavy fuel and had a moderate rate of spread, but were able to halt its spread within about 30 minutes.Firefighters will remain on the scene for several hours to mop-up and further contain the fire.Thursday, dry Santa Ana winds created high fire danger throughout the county. A Red Flag Warning was in effect Thursday through 10 p.m. on Saturday for the county's valleys, foothills, and mountains. The combination of near-record low fuel moisture, strong winds, and low humidity dropping between 6 and 12% will create critical fire conditions.A High Wind Warning will be in effect for the same areas until 6 p.m. on Thursday. Northeasterly wind gusts of 30 to 60 mph are expected with isolated higher gusts in the wind-prone areas.
