Shutoffs forced closures in seven districts including Alpine, Dehesa, Lakeside, Poway, and Cajon Valley.In Mira Mesa, winds toppled a tent that one restaurant had set up for outdoor dining. The owner of Golden Island Dim Sum and Asian Cuisine was left cleaning up the mangled mess Thursday morning in hopes of welcoming customers back later that day.In Julian, employees at the Villa Chardonnay Horses with Wings sent out a plea for help after their power was shut off.They have about 350 animals on their property including horses and dogs. Without a generator, they say they can’t give their animals any water.“We need electricity to pump the wells,” said Cindy Montgomery. “I've got a generator in the back of this car right now but it's a small one that will suffice for now, but we need an industrial size generator.”Montgomery says they have a solar-powered unit as a backup but it isn’t working.“There are no generators anywhere,” said colleague Billie Feldman. “We need an industrial size generator. Any help that we can get please let us know please contact us as soon as possible.”SDG&E says these are some of the strongest winds they’ve seen since they began installing their network of weather stations nearly a decade ago. SAN DIEGO (KGTV) — San Diego Police Friday arrested a fugitive sex offender from New York who was reportedly spotted in the area this week.Dale Dulac, 57, was arrested just after 1:40 p.m. Friday in the 1500 block of Imperial Ave. peacefully. Dulac was reported in the area after fleeing New York and violating his parole.He was charged with felony vehicle theft and receiving stolen property by San Diego Police. According to the United States Marshals Service, Dulac was also being held on a fugitive warrant for violating his parole when he left Niagara Falls, New York, on Sept. 20. 596

SAN DIEGO (KGTV) - San Diego photographers are taking advantage of the serene and luminous glow of the surf this week.Eerie neon blue waves have been seen against San Diego's shore this week, creating some rare photo opportunities for locals. The phenomenon is created when a red tide, which is algae bloom filled with phytoplankton called "dinoflagellates," rolls off waves onto or near the shoreline.The organisms react with a bioluminescent chemical reaction when jostled as a way to warn predators, to lure prey, or communicate within their species. The blue glow can be created by a simple step in the water or crash of a wave.IN SAN DIEGO...The current red tide is being caused by massive numbers of dinoflagellates including "Ceratium falcatiforme" and "Lingulodinium polyedra," according to the Scripps Institution of Oceanography at UC San Diego.Researchers do not know how long this current red tide will last or "the full spatial range of the bloom." SAN DIEGO (KGTV) -- San Diego Police are investigating an attempted kidnapping after a man reportedly tried to grab a woman holding an infant in La Jolla Wednesday afternoon.Police say the woman was on the 5100 block of La Jolla Hermosa Avenue around 4:30 p.m. when a man walked by and grabbed her arm as she held a 1-year-old.The man then left the area on a bicycle that didn’t have any tires before ditching the bike and running away on foot.The woman, identified as the child’s nanny, received a scratch on her arm, but the baby is uninjured, police say.The suspect was arrested after running into the water and floating. Lifeguards helped police get the man out of the water. Police identified the suspect as 51-year-old Michael Hudson. Jail records show Hudson was booked on four counts, including felony kidnapping and battery.Hudson is being held on 0,000 bail. An Oct. 30 date has been scheduled for his arraignment. 935

SAN DIEGO (KGTV) - Real estate company Zillow launched a new service in San Diego Monday that gives homeowners another option for selling their property.The service, called Zillow Offers, will present a cash offer to homeowners who want to sell their home as-is, without the need for open houses or renovations.This is the second market in California that Zillow has offered the service. In the last quarter, Zillow charged an average fee of 7.5% on transactions in the cities it currently operates.“Are they going to get top dollar? No, they are not,” said Mark Goldman, a loan officer and a former real estate professor.On the flip side, Goldman realizes the advantage comes in the form of convenience.“What they are getting is turning the house into cash very quickly and with the least amount of hassle,” said Goldman.In San Diego, realtor Kyle Whissel will be working with Zillow on the ground to act as Zillow’s buying agent as well as their selling agent once the home is market-ready.“We’ll give [Zillow] our opinion of value, they’ll punch that into their algorithm and that will spit it out a price to the homeowner,” Whissel said.The homeowner will then decide if they want to sell at that price, after which they can set a close date within as little as 5 days.“Zillows goal is to come in at market value, make a little bit of improvements, similar to improvements someone would make to put their home on the market,” said Whissel. “Once those are made, we’ll put it back on market at the new market value.” 1527
