YEKATERINBURG, Russia, June 15 (Xinhua) -- Chinese President Hu Jintao met here Monday night with Indian Prime Minister Manmohan Singh.     Hu said China has always striven, steadfastly and from a strategic and long-term perspective, to promote good neighborliness and friendly cooperation with India, an important neighbor of China and also a fast-growing emerging power.     The Chinese side is ready to work with the Indian side to maintain the sound momentum for development of the bilateral strategic and cooperative partnership, make greater efforts to implement the "10 strategies" reached between the leaders of the two countries, enhance mutual political trust and reciprocal cooperation in various fields, take into consideration each other's concerns and core interests, and strengthen coordination and cooperation on major international and regional issues, said Hu. The two sides should continue to tap potentials, encourage two-way investments, expand cooperation in contracted projects, and strive to realize the target of 60 billion U.S. dollars in bilateral trade in the year 2010.     The third is to work together to respond to the impact of the international financial crisis. The Chinese side will strengthen communication and coordination with the Indian side, maintain close cooperation within the frameworks of BRIC, the five developing nations and the Group of 20, safeguard the common interests of the developing countries, and strive to contribute to economic recovery and development of Asia and the world at large.     The fourth is to strengthen bilateral defense cooperation which is an important component of overall bilateral cooperation. The two sides should make concerted efforts to strengthen cooperation in this regard.     The fifth is to strengthen cultural exchanges. Both sides should make good planning and preparations for a series of activities, such as those marking the 60th anniversary of bilateral diplomatic ties and concerning The Chinese Festival in India and the Indian Festival in China. Both sides will continue to receive each other's delegations consisting of young people, officials, and people from news media and different localities, promote friendly exchanges in various fields and at various levels through visa facilitation and increasing direct air flights.     On border issues, Hu expressed the hope that the two sides would continue to advance the negotiating process in the spirit of peace and friendship, equal consultations, mutual respect and mutual accommodation so that the border issues could be properly resolved at an early date.     Both sides should do their utmost to ensure that the border issues do not undermine the overall situation of bilateral ties, he said.     Before these issues are eventually resolved, both sides should make joint efforts for maintaining peace and tranquility along the border region, he said.     With the efforts of both sides, Hu said, the Sino-Indian strategic and cooperative partnership will see sound development and the growth of bilateral relations will bring benefits to the two peoples.     Singh said the two countries forged the strategic and cooperative partnership during his tenure as prime minister. Bilateral ties have been     deepening, he said.     India will give top priority to its relations with China and is committed to advancing bilateral cooperation in various fields on the basis of progress made in the past, he said.     He expressed his appreciation for the increasingly important role China is playing in international affairs and China's important contributions to world peace and development.     He said China is not a competitor and that there is enough room in the world for the two countries to achieve development. The two countries share the desire to promote their bilateral ties and there are also potentials for them to cooperate on global and regional issues, he added.     Singh described economic cooperation as an important "pillar”of the overall bilateral relationship and said enhanced economic ties could     give an impetus to the development of bilateral ties.     On military-to-military exchanges, Singh said that steady growth in exchanges between the armed forces of the two countries is to enhancing mutual trust and mutual understanding.     He also said that India and China share common interests on such issues as global trade and investment, climate change and the reform of the international financial order and should strengthen consultation and cooperation in addressing these issues.     On border issues, he said the Indian government is seeking a solution that should be fair, reasonable and acceptable to both sides. Before the issues are finally resolved, efforts should be made to ensure peace and tranquility along the border region, he said.     India recognizes the Tibet Autonomous Region as part of the territory of the People's Republic of China and will not allow anyone to carry out anti-China political activities in Indian territory, he said.     He said a healthy and stable bilateral relationship serves the interests of the two countries and also conforms to the interests of the region and the world at large.     Hu and Singh are here to attend the annual summit of the Shanghai Cooperation Organization (SCO) and the first meeting of BRIC, scheduled to be held in Russia's third largest city Wednesday.     Indian is one of the four observers of the SCO, a regional organization now groups China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. BEIJING, June 27 (Xinhua) -- China always opposes trade protectionism and will not take protectionist actions against overseas companies or foreign goods, Minister of Commerce Chen Deming said here Friday.     He made the remarks when he met the Minister of Knowledge Economy of the Republic of Korea (ROK), Lee Youn Ho.     Chen said that media reports were incorrect when they equated China's latest circular to boost domestic demand and step up supervision on construction projects with protectionism.     Chen said in China's government procurement, the term "domestic products" also include products produced by legally established foreign-funded companies in China.     "China applied to join the World Trade Organization's agreement on government procurement a couple of years ago, which allowed member countries to bid on each other's government tenders." Chen said. "We hope China might join the agreement soon so as to further open up the government procurement market," he said.     "China would like to maintain stable development in economic and trade cooperation with the ROK," Chen said.     Lee said that China's trade policies were fair and transparent, and his country would like to work with China to oppose trade protectionism.

BEIJING, May 23 (Xinhua) -- China is strongly committed to a world without nuclear weapons, Gareth Evans, co-chair of the International Commission on Nuclear Non-proliferation and Disarmament (ICNND), told a press conference on the sidelines of the North-east Asia Regional Meeting of the ICNND here Saturday.     The regional meeting, which was held Friday and Saturday, allowed the ICNND to engage in intensive action with key nuclear experts providing insights on global and regional nuclear issues and challenges, including proliferation threats and the safe and secure management of the peaceful uses of nuclear energy.     Evans said, "There is a need to energize a very high-level global political debate on what remains very important risks and threats for the future of this world."     According to Evans, threats come from the existing nuclear weapons, new countries acquiring such weapons in the future, nuclear weapons and material falling into the hands of terrorists and non-state actors who have the intention and capability of causing catastrophic damage. Moreover, the multiplication of new power plants around could also create problems.     Evans said, besides some large countries, there has to be very strong engagement by all the other significant players and countries in the international community.     In terms of the non-proliferation of nuclear weapons, the issue involving the Democratic People's Republic of Korea (DPRK) occupied a lot of time in the discussions.     This is a very important regional security issue relating to disarmament and non-proliferation, said Yoriko Kawaguchi, the other co-chair of the ICNND, adding that China has played an important role as an intermediator.     "The DPRK should abide by the United Nations' resolutions," she said.     Evans said that it is essential to keep the door open for dialogue and continue to explore the probability for resolving this thing peacefully.     Yoriko Kawaguchi echoed Evans by saying that there was a consensus on the importance of the object of the six-party talks on the denuclearization of the Korean Peninsular.     Evans stressed that it is important for all nuclear weapon states under the Treaty on the Non-proliferation of Nuclear Weapons (NPT) to agree on a strong statement going into the NPT review conference about their commitment to a nuclear weapon-free world and the determination to take serious steps toward that goal.     A review conference has been held every five years since the 1968 NPT came into force in 1970. It has been ratified by nearly all the members of the United Nations. The exceptions are India, Israel, and Pakistan which neither signed nor ratified the accord and have developed nuclear weapons. The DPRK ratified it but withdrew in 2003.     The ICNND is an independent global initiative established in 2008, supported by the governments of Australia and Japan. It is designed to re-energize the debate about the need for a nuclear weapons-free world and all the interrelated issues of nuclear disarmament, non-proliferation and the future of civil nuclear energy in the run up to the 2010 NPT Review Conference.

BEIJING, July 1 (Xinhua) -- Chinese Premier Wen Jiabao called for attention to "institutional and management loopholes" discovered in the auditing of central government budget in 2008 here Wednesday.     Wen made the comment at the executive meeting of the State Council, China's Cabinet.     All related authorities should take more effective measures to correct these problems, including revising the budget law, strengthening the monitoring and supervision of the new investment projects of the central government, and enhancing transparency in government affairs, Wen said.     He also called for establishment of accountability mechanism and building of effective monitoring, alarm, emergency system directing at major economic risks.     The correction result should be reported to the State Council by the end of October, Wen said.     Wen also said that the execution and management of the central budget had made substantial improvement in general, and highlighted the importance of audit supervision.     The meeting also approved plans to develop the coastal economic belt in northeastern Liaoning Province in an effort to rejuvenate the traditional industrial base.     The zone comprises coastal cities of Dalian, Dandong, Jinzhou, Yingkou, Panjin and Huludao, which opened navigation services to more than 140 countries and regions.     The economic zone should work to boost the opening up of northeast China, promote the shipping and logistics services, and push for the development of advanced manufacturing in the area.
