WASHINGTON (AP) — U.S. intelligence officials believe that Russia is using a variety of measures to denigrate Democratic presidential candidate Joe Biden ahead of the November election and that individuals linked to the Kremlin are boosting President Donald Trump’s reelection bid. That's according to a rare public statement Friday from the country's counterintelligence chief, William Evanina. The statement also says that U.S. officials assess that China prefers that Trump not win a second term and that Beijing has accelerated its criticism of the president and its efforts to shape American opinion and public policy.Evanina's statement also links Moscow’s disapproval of Biden to his role in shaping Obama administration policies supporting Ukraine, an important U.S. ally, and opposing Russian leader Vladimir Putin. That assertion conflicts with the narrative advanced by Trump, who has made unsubstantiated claims that Biden’s actions in Ukraine were intended to help the business interests of his son, Hunter. 1028

We’re getting a clearer picture of housing inequalities minority families are facing.Two economists analyzed more than a decade of tax assessment and sales information for nearly 120 million homes across the country. They focused on areas where every homeowner theoretically faces the same tax rate.What they found was that minority homeowners still ended up paying a ten to 13 percent higher tax rate on average. For the median Black or Hispanic household, that could be an extra to 0 a year.They also looked at property tax appeals in Chicago, and found Black homeowners were significantly less likely to appeal their property tax assessment. So, you know, if you’re white and middle class in this country and you feel like your property tax bill is off in a way that doesn’t benefit you, your experience with government has probably been ‘oh, if I appeal or either that there's probably a process by which i can go get that wrong righted and i'll be given a fair shake at that,’” said Chris Hoene, with the California Budget and Policy Center.Hoene said Black Americans overall have had a far different experience with government, and the idea a Black homeowner would go and appeal and be treated fairly is not something they would consider.Hoene suggests creating systems that are less dependent on showing up in person to make their case, possibly allow appeals through an online system.The economists who looked at the nationwide data suggest assessors to look at zip code level home price indexes to reduce overtaxation. They said doing that could reduce the total inequality in property tax assessments up to 70 percent. 1807

WEST ORANGE, New Jersey (WPIX) — A snowstorm that caused chaos for commuters Thursday also left hundreds of students stranded in New Jersey schools overnight.School buses were unable to get to schools in West Orange, forcing the district to keep the children overnight into Friday.Eight West Orange Public School District schools, including a preschool, had students spend the night.More than 200 students in all slept at West Orange schools.Liberty Middle School housed the most students, with about 25 teachers looking after about 100 students overnight.The school’s principal kept the public updated with pictures and the latest information on their students, who were kept entertained and fed.As of 5:30 a.m. Friday, staff began serving students French toast for breakfast.District officials hoped roads would be clear Friday morning so buses could return the students home, but snow began to fall again.Police escorted students home who were not able to be picked up by their family, school officials said.A handful of students remained at school as of 9 a.m.West Orange public schools will be closed Friday. 1121
