SAN DIEGO (KGTV) - Concerns and questions remain about why the County of San Diego won't release the locations of restaurants or grocery stores where employees have tested positive for COVID-19. The big question is, does the public have a right to know about specific locations where workers have tested positive? 10News continued on Tuesday to try to get answers since County officials confirmed on Sunday that multiple local food handlers have tested positive. On Monday, Sprouts confirmed that two employees from its Carlsbad store tested positive.It comes after the County confirmed that an Escondido Albertson's employee tested positive after 10News independently confirmed it Saturday.The County also reported that four local restaurant workers tested positive, but wouldn't say where.During Monday's press conference, 10News asked the County, “Should the public have a right to know which restaurants may have workers who have tested positive?” Dr. Nick Yphantides eventually said in part, “As far as the naming of the restaurants and so forth, it is only appropriate and relevant if there is actionable data upon which we are looking for members of the public or individuals to follow up on.”In the same press conference, Dr. Eric McDonald clarified that in certain disease cases, the County does provide names and locations, adding, “It's because it's specifically for the public to do something. We did that in Hepatitis A. We specifically named a restaurant so that individuals who patronized that restaurant could get shots to prevent illness.”He stressed that with coronavirus, it's different, saying, “In the case of COVID-19, because of the widespread community transmission, the advice to the public in a specific named restaurant would be no different than what we're giving already to the general public which is to stay at home [and] to social distance.”The County sent 10News the following statement on Tuesday afternoon."The County does not share the names of specific restaurants or grocers who have employees who test positive, but does not prohibit or discourage the respective entities from reporting the information if they feel it is in the interest of public health. We don’t report the names because, unlike in cases of TB, there is no additional action the public needs to take. Restaurants have very clear guidelines and have been diligent about following those guidelines as well as CDC protocols. Consumers need to take the same precautions to protect themselves at every restaurant they choose to pick up from by social distancing, regularly washing their hands and self-isolating if they develop any symptoms. Each restaurant worker case reported to County DEH is investigated by public health and DEH. In every case, an evaluation is made to determine if the worker worked while symptomatic and if their duties involved food handling that might put the public who ate at the restaurant (or purchased food at a grocery store) at any greater risk than general community exposure. In all instances thus far, no greater risk has been identified. It is important to note the CDC has said that currently there is no evidence to support transmission of COVID-19 associated with food. [cdc.gov]If the public is concerned about what their grocer or take out restaurant is doing to make their location safe, they should ask... most will be happy to tell you. And so far, in all identified instances, these entities have done everything RIGHT in terms of actions for public health.... notice, cleaning, job analysis. There is no need for the public to do anything different based on this information about the grocers who have reported cases so far...indeed, one could argue that would be one of the safest places to shop, given their transparency on this case." 3796

SAN DIEGO (KGTV) -- Caltrans Friday unveiled a new study aimed at reducing delays on freeways throughout San Diego County.The study is being held on State Route 78 between Vista Village Drive and Interstate 15.In order to reduce stop-and-go traffic, the study will use seven electronic speed limit signs that will tell drivers the speed that will optimize their commute.“The aim of synchronizing traffic is to gradually slow traffic in advance of a bottleneck in order to keep traffic moving and avoiding stop and go traffic,” said State Route 78 Corridor Director Allan Kosup. “Essentially we are asking motorists to slow down to go faster.”Kosup equated the idea to pouring water into a funnel. Pouring it fast causes it to overflow, while pouring it more slowly gets all the water through efficiently. The signs will display advisory speeds at increments and decrements of 5 miles per hour based on traffic conditions.Drivers expressed skepticism at the program working."Even if I was to go that speed, the other people would be honking their horns behind me," said Michael Ciuzak, who said he tries to avoid the 78 on his commute to San Marcos. Caltrans noted that the speeds are not enforceable, but should help reduce delays. SAN DIEGO (KGTV) -- At least nine parked vehicles has their windows smashed with a bat in Oak Park early Monday morning. The vandalism happened on the 5600 block of Redwood Street around 1 a.m. Car windows along Redwood Street and Thorn Street were smashed. A witness told 10News he was returning home when he noticed shattered pieces of glass on the ground and spotted two suspects trying to get away in a white car with no license plates. The man says he followed the suspects down Thorn Street before they got away. Police are searching for the suspects and say nothing appears to have been stolen from the vehicles. 628

SAN DIEGO (KGTV) -- Beaches in San Diego are expected to be packed for the Fourth of July weekend as other nearby counties shut down their beaches over coronavirus concerns.Local law enforcement agencies are prepared for the influx in beachgoers, but many are hoping and wondering if people will follow San Diego County’s facial covering and social distancing requirements.On Friday, ABC 10News crews observed visitors at Mission Beach keeping their distance from each other and most of them wearing facial coverings.Many visitors came to the beach early to secure spots for what will likely be a busy weekend.The Cotus family, visiting San Diego from Arizona, heard about Gov. Gavin Newsom closing beaches where coronavirus numbers are rising. But the family took the chance that San Diego beaches would stay open.“We figured this morning we got the kids up. OK, let’s take a chance; either we can get to the beach or we can’t. If not, there’s a pool at the hotel,” Edward Cotus said.Law enforcement agencies said they will be out this weekend reminding people about the rules. However, they say it will be up to the public to follow them.The Cotus family said they understand why people don’t like wearing the face coverings, but they believe it’s everyone’s responsibility to do their part in controlling the spread of this virus.“We all have to be responsible and just try to really implement social distancing on our own. It seems like a lot of the public doesn’t understand; you just have to do that on your own,” Cotus said. 1539

SAN DIEGO (KGTV) -- Bike the Bay celebrated its 11th annual ride on Sunday but this year it added some safety changes. Roughly 3,000 people participated in the popular bike ride. The ride is 25 miles and takes cyclists over the Coronado Bridge, through Coronado, Imperial Beach, Chula Vista and National City. It's the only day of the year where bikes are allowed on the iconic bridge. This year, the event made some changes after an accident during the ride last year. Christina Rocheleau who was not participating in the ride collided head-on with a participant who was trying to pass cyclists along the trail. Rocheleau suffered a fractured nose and three fractured vertebrae. She hasn't been on a bike since. At the time of the accident, organizers told us that they take safety very seriously. This year, they added more signs along the route, more volunteers to guide cyclists and made the route all one-way. All of the proceeds for the ride go towards the San Diego County Bike Coalition, an organization that promotes bicycles as a form of transportation and advocates for safer roads for cyclists.   1156
