SAN DIEGO (KGTV) - It's been more than a month since the big ship fire in San Diego Bay.The flames are out but the boat is still there.It's become a sort of "morbid tourist attraction." The smoke hung over Seaport Village sickening those nearby."As workers, we all started having headaches. We had to just leave," Moore recalled.Now it's early November and many are wondering why the boat is still parked in front of the Greek Islands Cafe - which Moore's family owns.RELATED: Questions remain after investigation into boat fire at San Diego HarborThe Port of San Diego told 10News they were working with the U.S. Coast Guard to move the ship as soon as possible. Contractors were disposing of chemicals on board.The Coast Guard cautioned there was no immediate leak or threat to the environment.Where did the ship come from?...10News learned the Norton Sound - which now has gaping holes in it - was originally owned by an American company in Seattle. It sailed into our bay in March.A San Diego shipping agent found it a place to dock. And then it was sold to a company in Mexico.Since the fire, a company employee has met with the Port and the Coast Guard at least once."I never did hear what was exactly in there," Moore said.No cargo was listed on the paperwork. San Diego Fire-Rescue said the cause of the fire was still under investigation, but there is currently no reason to suspect arson.So what now?...For now, the pier is locked off - which frustrates Moore."That is something people like to walk down," Moore said.RELATED: Mystery surrounds fishing boat that erupted in fire on San Diego BayStructural engineers must inspect it, according to the Coast Guard, and said the owner may not be able to afford to pay for the Norton Sound's removal.The Coast Guard is planning to use money from a special clean-up fund - paid for by a tax on oil refineries - to remove the ship. SAN DIEGO (KGTV) - Infrastructure improvements will halt Coaster and Amtrak rail service this weekend in San Diego County.During the March 3 - 4 closures, neither Amtrak or Metrolink will be available to commuters in Oceanside, according to North County Transit District (NCTD). Connecting bus service will require an Amtrak reservation, however.There will be no connecting bus service for Coaster commuters, though passengers can use Breeze Route 101 or MTS connecting service, NCTD says.10NEWS TRAFFIC CONDITIONSCoaster and Amtrak service will be canceled on March 10 - 11 as well due to an emergency exercise. The exercise will be held at the Carlsbad Poinsettia Coaster Station from 10 a.m. to 3 p.m. Those in the immediate area should expect to see emergency vehicles.On the Friday following each closure, southbound Amtrak Rail 2 Rail trains A792 and A796, scheduled to depart Oceanside at 10:05 p.m. and 12:01 a.m., will complete their trips to Santa Fe Depot, but Amtrak train A590 will be canceled.The Monday following each closure, rail service will re-open, though trains may be delayed up to fifteen minutes.For future closure information, visit NCTD's website. 1196

SAN DIEGO (KGTV) — Lime is rolling its dockless scooters and bikes out of San Diego, a month after a hearing officer ruled the company could keep its operating permit.Lime announced Thursday they would not be renewing their permit to operate in San Diego but would monitor the opportunity to return in the future.“As part of our path to profitability, Lime has made the difficult decision to exit San Diego and focus our resources on markets that allow us to meet our ambitious goals for 2020," a statement from Lime said. "We’re grateful to our team members, riders, Juicers and communities who supported us throughout this journey. We appreciate the partnership we’ve enjoyed with San Diego and remain hopeful we can reintroduce Lime back into the community when the time is right."RELATED: City Council committee OKs changes to dockless scooter, bike lawThe company said it tried to work with city leaders on compliance and safety concerns, but was instead forced to defend its permit — which it did successfully. SAN DIEGO (KGTV) – Military officials have confirmed to 10News that the man suspected of gunning down more than two dozen people at a Texas church Sunday served 12 months in San Diego in 2014. Devin Patrick Kelley, 26, is accused of killing 26 people and wounding 20 others at a Texas church on Sunday. Authorities said he was wearing tactical gear and a black mask with a white skull face.RELATED: Texas shooter was charged with animal crueltyKelley was a member of the Air Force, serving at Holloman AFB from 2010 until his discharge in 2014. In 2012, Kelley was court-martialed for two counts of assault on his then-wife and their child, the Air Force confirmed. He was sentenced to 12 months of confinement and a rank reduction. He and his wife divorced that year."Kelley was convicted by a general court-martial on two charges of domestic assault against his wife and step-son under Article 128 of the Uniform Code of Military Justice. He then served 12-months in confinement at Naval Consolidated Brig Miramar in California before being released with a Bad Conduct Discharge in 2014. He was also reduced in grade to E-1.
