MEMPHIS, Tenn. (AP) — Two Tennessee men are accused of raping a 9-month-old girl and filming the attack.News outlets report 19-year-old Isiah Dequan Hayes and 22-year-old Daireus Jumare Ice were indicted by a grand jury Tuesday on charges including especially aggravated sexual exploitation of a minor.A Shelby County District Attorney General's office release says the men were reported to police in 2016 when the girl's mother found footage of the attack. She was able to identify the men from the video.The release says investigators determined Hayes was in the video and Ice filmed it. Hayes also was indicted on a charge of aggravated rape of a child. Ice also was indicted of being criminally responsible for the conduct of another person in the aggravated rape of a child. 797

LUMBERTON, N.C. (AP) — The FBI says a body has been found in an area of North Carolina where searchers have been looking for a missing teenager for three weeks.A news release Tuesday said FBI agents and detectives of the Lumberton Police Department found the body around 4:45 p.m. near a road east of Interstate 95 and south of Lumberton.Officials would not say immediately if the body found was that of 13-year-old Hania Aguilar, who was kidnapped Nov. 5 from a mobile home park after going outside to start a relative's SUV to prepare to leave for the school bus stop. Police say a man then forced the teenager into an SUV and drove off.The SUV was later found in Lumberton, several miles from the mobile home park. 725

MAPLE HEIGHTS, Ohio — Maple Heights Mayor Annette Blackwell believes northeast Ohio's shortage of affordable housing is having a tragic impact on the academic development of children. Blackwell told WEWS the affordable housing shortage is causing too many families to move from school district to school district and, in some cases, multiple moves are made in one school year.Blackwell said housing insecurity is playing a major factor in hindering the education of children, especially children from African-American families living in Cleveland and the inner-ring suburbs."It is an issue here in northeast Ohio, it is an issue here in the school district in Maple Heights," Blackwell said. "These children have to deal with the stress when they see their parents negotiating with the landlord, they see mom's rejection, they are part of that rejection when the application gets turned down, or the eviction notice comes.""All of these things add to the heightened sense of anxiety and stress. It's overwhelming on a daily basis."Blackwell pointed to a Harvard Medical School?study indicating that multiple moves contribute to a critical loss of learning.Blackwell said too many families simply can't afford to find good, stable housing."They make between and an hour, they have three kids, they have a car they're trying to maintain and they have to work two jobs to do that," Blackwell said.Professor Ronnie Dunn, Cleveland State University chief diversity and inclusion officer, told WEWS the toxic stress caused by multiple moves and a lack of affordable places to live are hurting young children and families more and more."In Cleveland, we average about 11,000 evictions annually," Dunn said. "A lot of that stems from living in inadequate, poor housing. It has a very dire and adverse effect."Blackwell believes possible solutions include creating tax credits to give developers incentives to create new affordable housing, and municipalities and developers working together to re-purpose existing square footage."There's a lot of ugly empty buildings, gut them," Blackwell said. MACOMB TOWNSHIP, Mich. — A Michigan model for American Girl Dolls is opening up about her health. Alyea Rourke, who has modeled as the Hawaiian American Girl doll Nanea Mitchell, says she's been diagnosed with a disease so rare it took nearly two years to diagnose."It seemed like a giant dream to me. I was just so scared I immediately thought I will never be able to skate again," the now 14-year-old said.Alyea was diagnosed with chronic recurrent multi-focal osteomyelitis (CRMO), a potentially serious and unique form of bone disease that can be long-lasting. Right now, there's no known cure, doctors say. "They described to us was possibly an ear issue, or it was an infection in the jaw or it could’ve been a tooth decay or something like that. So we went probably through about seven doctors before we got an answer," said Lynda Rourke, Alyea's mother. Despite the pain affecting her ability to skate and chance to live a regular teen life, the 14-year-old has tried to stay positive. "I'm not letting it stop me from skating and doing what I love," she said.Alyea's family has set up a GoFundMe?account for support with medical expenses.  1216

  

Mayor Megan Barry has surrendered the passcode for her personal phone to the Tennessee Bureau of Investigation, her attorney says in a statement released Friday morning."This morning I spoke with TBI Director Mark Gwyn to provide the TBI with the passcode for Mayor Barry's personal cell phone," Jerry Martin said in the statement."This is her personal phone, not her Metro issued phone.
