SAN FRANCISCO (AP) -- A coded letter mailed to a San Francisco newspaper by the Zodiac serial killer in 1969 has been deciphered by a team of amateur sleuths from the United States, Australia and Belgium.The San Francisco Chronicle reports Friday the cipher is one of many sent by a killer who referred to himself as Zodiac in letters sent to detectives and the media.According to code-breaking expert David Oranchak, the cipher's text includes: "I am not afraid of the gas chamber because it will send me to paradise."The Zodiac terrorized Northern California communities and killed five people in the Bay Area in 1968 and 1969. 637

San Diego's affordable housing crisis has been getting more dire over the last five years because there's a lack of resources, a new report from the California Housing Partnership says. The report, released Wednesday, says the county needs 143,800 more affordable rental homes to meet current demand. However, there's less money and resources going to them. The average rent in the county is now up to ,992, and about the city's lowest income renters are spending 70 percent of their money on housing. Stephen Russell, who heads the San Diego Housing Federation, said the region took a hit in 2012, when the state eliminated redevelopment funds - 20 percent of which were reserved for affordable housing. Now, as cost of living rises, there are nearly 10,000 homeless San Diegans, thousands of them sleeping on the streets.Bruce Carron, 72, was one of them, until he got into Talmadge Gateway, a new 60-unit complex for low-income seniors with ongoing medical needs."It's just more than what I thought I deserved, but somewhere along the line God wanted me to win somewhere in this crazy life that we have," Carron said. The city will soon decide whether to place a property tax bond on the November ballot to pay for more affordable housing. SAN DIEGO (KTGV)— A homeless man and convicted rapist accused of sexually assaulting a woman at an East Village bar in November faced his accuser in San Diego Superior Court. Gary Cushinberry, who's accused of multiple counts of sexual assault and attempted rape, pleaded not guilty. The judge ordered all media to conceal the victim’s identity, and to refer to her as Jane Doe. Jane Doe took the stand and recalled what happened on the evening of November 5th. She said she was at Amplified Kitchen and Beer Garden in East Village, celebrating with some colleagues.After having a few drinks, she headed to her car. She admitted she was drunk at the time, and her memory was hazy. But she did remember the moment her bottom touch the ground.“He was touching underneath the blanket, and I just remember being shocked. Uh, next he further proceeded to put his hand in my pants,” Doe said. While he attacked her on the ground underneath a dirty blanket, he tried to drug her with what she thought was a meth pipe, Doe continued. Detective Carlos Munoz of the San Diego Police Department also spoke in open court. After the case was assigned to him, he monitored surveillance cameras in the area. The detective found footage of a homeless man fitting Gary Cushinberry’s description, pulling Jane Doe into a bush next to her car. The two were not in frame for the next 25 minutes, until video captured Jane Doe speeding away from the parking lot, back into Amplified, where she later reported the assault.“It’s like you imagine a fight or flight. And I didn’t really fight and I didn’t flight. I just froze,” Doe said. Cushinberry, who is already a convicted rapist in Indiana, returned to the frame, just two minutes later. “When he walks up toward the intersection, or the corner, he is adjusting his belt, he is adjusting his waist,” Detective Munoz said. The next day, Jane Doe provided information for a suspect sketch.Officers also took her to Palomar Hospital to run a rape kit. DNA Criminalist Adam Dutra of the San Diego Police Department Crime Lab tested the DNA swab taken from the front button and zipper of Jane Doe’s shorts.“There was strong support for the inclusion of Mr. Cushinberry as the 98% contributor,” Dutra said. Cushinberry’s past convictions include rape in 1995, sexual battery in 1997, and recently, felony robbery in San Diego.His next court appearance is on December 19th. 2407

The comparison showed more than 20 cases where income was more than what was allowed at the time.Representatives with the housing commission said it is possible for people to be above the limit.  "We also have less than a quarter of one percent of our families who may exceed the 80 percent gross income, and that's a natural progression,” said Azucena Valladolid, Senior Vice President, Rental Assistance and Workforce Development. “Over the course of the time on our program, they may have increased their earnings.”RELATED: San Diego City Council passes affordable housing ordinanceValladolid explained that federal regulations require the San Diego Housing Commission to provide rental assistance to those families for an additional six months before they transition them off of the program.She said someone working for the housing commission determines whether or not someone qualifies for the voucher program.
