The Chicago Police Department is under fire after a video surfaced showing department officers helping the Norfolk Southern Police in an operation that used "bait trucks," container trucks filled with goods left to attract potential thieves.The Facebook video, shot last week by community activist Charles McKenzie, shows a white unmarked truck parked in the largely black Englewood neighborhood."The police parked a truck with boxes of Nike shoes in front of kids ... and when people hop in the truck the police hopping out on them," McKenzie wrote on Facebook.The truck was part of a surveillance operation, nicknamed "Operation Trailer Trap" by police, used to target individuals who had been breaking into freight containers at Norfolk Southern rail yards, Norfolk Southern told CNN. The rail company has its own police force.A man was arrested on August 2 as part of the sting and charged with burglary. The Cook County State's Attorney's Office said the charges against the suspect were dropped on Thursday. The office did not provide additional details about why the suspect was no longer being charged. According to the Chicago Tribune, the suspect is deaf and communicates through sign language, and told police he had entered the trailer to take food.Norfolk Southern dismissed claims that youths were targeted in the operation, adding the suspect apprehended "cut open the safety seal with box cutters, broke into the back of the trailer and only then did they find retail shoes in unmarked brown boxes, previously secured and hidden inside.""Norfolk Southern has the responsibility to ensure the freight we are transporting is safely delivered and does not pose a risk to the communities in which we operate," Norfolk added in a statement. "This week's police operation was intended to directly combat such unacceptable thefts."Chicago Police Superintendent Eddie T. Johnson acknowledged in a news conference on Thursday the department assists local law enforcement agencies with this type of operation."At the end of the day, just because it's out there and it's not yours, that doesn't mean you're supposed to take it," Johnson said. The Columbus Dispatch reported it obtained a copy of a police incident report where Courtney Smith, the ex-wife of now fired Ohio State football assistant coach Zach Smith, claimed that Ohio State lawyers told her not to press charges.The police report was obtained from an anonymous source and not directly from the Powell, Ohio Police Department. The Dispatch said that Powell Police Chief Gary Vest did not dispute the authenticity of the report. The report, which was dated Oct. 26, 2015, Officer Ben Boruchowitz of the Powell Police wrote, "The victim states that last year, the suspect choked her until she could not breathe. The victim states that the suspect tells her all the time that he will kill her.”In the report, according to the Dispatch, Courtney Smith told Boruchowitz that OSU lawyers were "convincing her to drop the charge because it would embarrass OSU if she proceeded with the prosecution.”After the Dispatch's report came out, Courtney Smith told ESPN that she had not seen a copy of the incident report, but that the claim that OSU lawyers told her to drop the charges was not accurate. OSU officials told the Dispatch it was unaware of the allegation and would investigate. Ohio State head football coach Urban Meyer, who was aware of the 2015 incident, did not fire Zach Smith until last month when he was made aware that Courtney Smith had filed a protection order against Zach Smith. Meyer claimed that because charges were not filed against Zach Smith, he was not obligated to notify Ohio State.After a three-week investigation, Meyer was suspended for three games for mishandling Zach Smith's employment with Ohio State. The Department of Justice on Monday filed complaints against 11 individuals believed to be members of the?Central American migrant caravan, accusing them of illegally entering the United States.After a month-long journey by bus, train and on foot, about 100 migrants arrived at the San Ysidro port of entry on the US-Mexico border on Sunday evening, preparing to claim asylum. About 20 to 30 migrants spent the night inside an immigration processing center in Tijuana, Mexico.An organizer of the caravan vowed they would remain at the immigration processing center until "every last one" is admitted into the United States.Two Salvadorans, six Hondurans, and three Guatemalans face charges, a federal law enforcement official told CNN.Ten of them face a misdemeanor charge for allegedly entering the US illegally. Another individual is alleged to have entered the country after they were previously deported, and faces a felony charge.The probable cause statement alleges many of those charged were seen in an area known as Goat Canyon, about 4 miles to the west of the San Ysidro port of entry, on the US side of the border, the official said. Others were seen on the US side of the border about 2 miles west of San Ysidro in an area known as "W-8." 1263

The end of July is expected to be a busy time for courts where eviction cases are handled across the country.As the funding from the CARES Act is closing in on its end so is reprieve for renters, who have had difficulty making their monthly rent payments.“There’s a lot of fear,” said attorney Zach Neumann. “People are really concerned about where they’re going to go when that [eviction] demand is placed on their door.”According to the U.S. Census Bureau Pulse Survey, approximately 30 percent of renters have little to no confidence that they can make their next housing payment.CBS News reported during the month of May, 20 percent of renters failed to pay rent on time.“I think you have people who are behind on their rent right now, who haven’t been able to make full payment,” said Neumann. “I think the bigger source of [eviction] filings is going to be in early September when we are definitively out of the CARES Act money window.”To help renters and homeowners with mortgages in Colorado, Neumann started the COVID-19 Eviction Defense Project in late March. He said after seeing people post on Facebook that they were worried about their payments, he put up a post saying he would help them free of charge. Overnight, he says he got more than 500 direct messages asking for his services.“I think the reason that this is going to lead to so many more evictions is because it’s longer-lasting,” said Neumann. “Also, the financial hit is uniform across groups of people.”To give renters more time, the CARES Act instituted a 60-day moratorium on evictions for people living in federally financed rentals, which covers 25 percent of all rentals in the United States, according to the Urban Institute. That moratorium is set to expire on July 26.Cities across the country also put their own eviction moratoriums into place, but many of those are set to expire at the end of July as well.Nine thousand evictions cases resumed in Memphis, once its moratorium ended last month. In Virginia, 12,000 eviction cases were filed when its moratorium was lifted.“There are people in serious crisis and our neighbors are suffering,” said Tammy Morales, who serves as a city commissioner in Seattle.In May, Morales introduced legislation banning landlords from using eviction history as grounds to deny tenancy to renters for up to six months after the pandemic. The bill passed in with all but one commissioner voting yes.“There are cascading effects of this crisis, and this is one piece that we are able to do at the local level to help people,” said Morales.“It’s harder to hold onto your job. It’s harder to keep your kids in school.
