(KGTV) — San Marcos is taking a stricter stance on pet control.A newly passed ordinance allows the city to label people “irresponsible pet owners” and levy harder penalties.The city or the San Diego County Humane Society can impound the animals of people who are declared “irresponsible owners” under the ordinance and ban hem from owning any animals for up to three years.According to the rules, an “irresponsible owner” is an individual who has received three of more citations in the last two years for an unrestrained animal, guard dog, dangerous animal or nuisance violation.Dangerous animals per the ordinance are those that have attacked a person or another domestic animal two times within four years, or have injured or killed a person once within four years. 795

SEATTLE (AP) — Greyhound, the nation's largest bus company, says it will stop allowing Border Patrol agents without a warrant to board its buses to conduct routine immigration checks. The company announced the change Friday, one week after The Associated Press reported on a leaked Border Patrol memo confirming that agents can't board private buses without the consent of the bus company. Greyhound had previously insisted that even though it didn't like the immigration checks, it had no choice under federal law but to allow them. (KGTV) - A pedestrian was hit and killed Saturday morning while on a sidewalk in San Marcos, according to the San Diego Sheriff’s Department.The woman was walking on the 500 block of E. Mission Road around 11 a.m. when she was hit by a black BMW that jumped the curb. Skid marks show the car first tried to stop on the asphalt, then hit the curb, a teenage girl, a tree then a wall. Witnesses said the driver is a baseball player and senior at Mission Hills High School.7-Eleven employees told 10News, the victim is also a student. They said she was at school Saturday morning for dance team rehearsal and walked over to the 7-11 on Mulberry on her break to buy some snacks. On her walk back to school, they said she was hit and killed.Friends of the young woman gathered at the crash site to pay their respects, lay flowers and light candles Saturday night. The driver was not injured and stayed on scene to cooperate with investigators.The cause of the crash is under investigation.Students say that stretch of Mission Road is known for speeding. While the limit is 45 mph, they say the flow of traffic is often 10 miles above that. 1206

SAN YSIDRO (KGTV) - Dozens of migrants filled out paperwork in Tijuana, getting ready to file for asylum ahead of the caravan.The Mexican city already flooded with migrants waiting for their turn to be processed at the San Ysidro Port of Entry.Lilia Velasquez, an Immigration Specialist and Lawyer, said the process could take months or even years. First, she said a group of about 10 migrants get a number. When they're called, they are processed and detained.It could take months to get to that step, which is why a group is given the same number. Velasquez explained many decide not to go through the process, or to find another way over the border.Next an agent is assigned to their case and conducts a credible fear interview, determining whether the migrant falls under 5 classifications; facing persecution for religion, ethnicity, nationality, political opinion, or being a member of a special group.READ RELATED:?First group of migrants from caravan arrive in TijuanaThen, the migrants face a judge. Whether or not they are granted asylum, the migrants then face another judge on charges for entering the country as a foreign citizen. Other groups, like churches, help the migrants once they enter San Diego.One migrant mother who filled out the paperwork Friday morning said she is not afraid, she is filled with hope that they're almost across the border and she thinks it will be easy to get asylum with her son. Two thousand to 3,000 more migrants involved in the caravan are expected to arrive by the end of the weekend.The migrants who filled out paperwork consist of the LGBTQ group who split from the caravan due to discrimination, Central Americans and Mexicans seeking asylum. 1845
