SAN FRANCISCO (AP and KGTV) — California's state auditor says the California State University system kept .5 billion in discretionary reserves while raising tuition at its 23 campuses and lobbying the Legislature for more funds.Auditor Elaine Howle says in a report released Thursday that CSU put the money, which came primarily from student tuition, in outside accounts rather than in the state treasury.It says CSU accumulated the surplus from 2008 to 2018. That is during the same time it nearly doubled student tuition. CSU did not fully inform legislators and students about its surplus.CSU Chancellor Timothy White said in a statement the report is misleading. SAN DIEGO (KGTV) --Lanes of the southbound 805 freeway were closed Friday night, after a major crash north of the Home Avenue exit. San Diego police confirm an officer was nearly hit by a car while responding to the accident and made an urgent call for backup.The blue, four-door sedan involved in the crash was smashed up against an embankment when the 10News crew got to the scene. 10News Anchor Brian Shlonsky posted on the southbound 94, near the onramp to the 805, where officers were flagging traffic to notify them of the closure.  566

The City of San Diego is making good on its commitment to bring business opportunities to under-served communities. This morning the City of San Diego opened the doors to its new business accelerator. "Connect All @ the Jacobs Center" provides entrepreneurs the tools they need to jump-start their business. Out of 60+ applicants, 13 were chosen for the inaugural cohort. Rosa Adam, the founder of Shukor Bella, started her natural hair and skin care line, inspired by her Ethiopian culture. But she needed help turning her dream into a reality. "There's so much more than just getting a product and putting it in a package and delivering it," says Adam. Kelvin Crosby came up with the "Smart Guider" to help the visually impaired, after losing his sight at 19 years old. "The dog is great, the cane is great, but I needed more," says Crosby. Connect All offers 4,300 square feet of co-working space, expert mentoring, and business management assistance — all free of charge. The program is a .5 million investment located in the heart of District 4. "We have been under-served," says City Council member Monica Montgomery. "If we don't have an economic component, then we don't have real success." The start-ups are committed to hiring low-to-moderate income San Diego residents. "It's nice to see that there is a program in place right now that's bringing back more of those mom and pop type of businesses," says Adam. "I do believe that the Connect All program will fix that."All applicants for the program have to be residents of the City of San Diego and serve businesses within the city limits. SAN DIEGO — Football icon Drew Brees gave a Temecula, California teenager the gift of a lifetime this week.The New Orleans Saints QB surprised Alex Ruiz at a Del Mar flag football event with a prosthetic leg."Surprise," Brees yelled into a microphone.Ruiz suffered a severe leg injury while playing football in October 2017. The quarterback at Linfield Christian School in Temecula was rolling out of the pocket when he was tackled and injured. The injury forced an amputation of Ruiz's foot.Brees presented the teen with a walking prosthetic Friday."If there's anything above cloud nine that's where I'm at right now," Ruiz said, all smiles after Brees asked him what he planned to do first with his new prosthetic.Brees added that once Ruiz gets the hang of it, he'll receive an athletic prosthetic as well with which to begin athletic training. But that didn't stop the two quarterbacks from sharing a quick pass."It's going to allow him to walk around, get around, and then eventually get to the point where he's able to play football again," Brees said. SAN FRANCISCO (AP) — A California state appeals court has thrown out the sole conviction against an immigrant who fatally shot a woman on the San Francisco waterfront in 2015.The 1st District Court of Appeal on Friday overturned a gun conviction against Jose Inez Garcia-Zarate because the judge failed to instruct the jury on one of his defenses.Garcia-Zarate was acquitted of murder in the killing of Kate Steinle, who was on a pier with her father when she was shot in the back in July 2015.The case of Garcia-Zarate, who was in the country illegally and had been deported five times, touched off a fierce immigration debate.He said he unwittingly picked up the gun wrapped in a T-shirt and it fired accidentally.Garcia-Zarate is in custody and facing federal gun charges. 783
