UNITED NATIONS, Aug. 20 (Xinhua) -- China on Friday announced its decision to provide an additional 50 million RMB yuan (about 7. 37 million U.S. dollars) worth of humanitarian supplies to the Pakistani government as "the latest developments suggest that the flooding in Pakistan may pose an unprecedented humanitarian challenge."The announcement came as Li Baodong, the Chinese permanent representative to the United Nations, was speaking at a plenary General Assembly session on flood-devastated Pakistan, which entered its second day here on Friday. Chinese permanent representative to the United Nations Li Baodong speaks at the plenary General Assembly session on flood-devastated Pakistan at the UN headquarters in New York, the United States, Aug. 20, 2010. BEIJING, Aug. 7 (Xinhua) -- Prosecutors will have to obtain approval from a higher-level prosecutorate before they order arrest warrants for suspects accused of defamation, officials with China's Supreme People's Procuratorate (SPP) announced Saturday. The move came only days after police of Suichang County in Zhejiang Province canceled a warrant for Qiu Ziming, a reporter from the Economic Observer News, who was accused of defamation by a publicly-listed company. The quality of handling criminal cases is the "lifeline" of the work in investigating, supervising and examining police applications to arrest persons implicated in a crime, according to a statement issued by the SPP."To issue low-quality or even incorrect arrest warrants not only violates people's legitimate rights, but also severely undermines the credibility of prosecuting authorities and tarnishes the image of the Communist Party of China and the government," it says.China's Criminal Procedural Law delegated different responsibilities to the three branches of the justice system -- the courts, the prosecutors and the police. Before formally issuing an arrest warrant, prosecutors are required to examine police applications and investigations. In Qiu's case, the reporter had been wanted by the police of Suichang after Zhejiang Kan Specialty Material Co., Ltd. (Kan) accused him of defaming the company by reporting fabricated stories. However, police of Lishui City, which administers Suichang, ordered the county's public security bureau to cancel the warrant for Qiu after a review found the warrant failed to meet statutory requirements.

BEIJING, Aug. 23 (Xinhuanet) --Traffic authorities were still struggling to cope with days-long congestion on a major national expressway, nine days after traffic slowed to a snail's pace, and nearby residents are profiting on the latest traffic snarl by overcharging drivers for food.Since August 14, thousands of Beijing-bound trucks have jammed the expressway again, and traffic has stretched for more than 100 kilometers between Beijing and Huai'an in Heibei Province, and Jining in Inner Mongolia Autonomous Region, China National Radio (CNR) reported Sunday.Small traffic accidents or broken-down cars are aggravating the jam, the report said."Insufficient traffic capacity on the National Expressway 110 caused by maintenance construction since August 19 is the major cause of the congestion," a publicity officer with the Beijing Traffic Management Bureau, told the Global Times on condition of anonymity Sunday.Under current traffic regulations, the National Expressway 110 (G110), heading northwest from Beijing to Zhangjiakou in Hebei Province, and then heading directly west, is available to trucks with a carrying capacity of eight tons and above. The road suffered serious damage due to the greater volume of heavy trucks. This month there have been more trucks carrying excessive coal or fruit, but the Beijing section of the Beijing-Tibet Expressway is available only to trucks with a weight of less than four tons. The congestion is expected to last for almost a month, since the construction is due for completion September 13.Traffic congestion and road safety have become major concerns for Chinese motorists. For drivers, suffering the congestion on the Beijing-Tibet Expressway is nothing new. In a similar scene this July, traffic was also reduced to a crawl for nearly one month. Some killed time by playing cards, while some could only wait idly by.In the latest bout of congestion on the Huai'an section, a truck driver surnamed Huang, told the Global Times that he suffered "double blows.""Instant noodles are sold at four times the original price while I wait in the congestion," he said.

BEIJING, July 30 (Xinhua) -- China's gross domestic product (GDP) is expected to expand more than 9 percent in 2010, Yi Gang, head of the State Administration of Foreign Exchange (SAFE), said Friday.Yi, also deputy governor of the People's Bank of China, the central bank, made the remarks in an interview with China Reform magazine, which is posted on the SAFE website Friday.China's GDP grew 11.1 percent in the first half of 2010 from the same period of last year.Yi said China's economic growth rate will eventually slow down because its economic base is expanding, while the country's development faces huge pressure in fields of environmental protection, resources and energy."The restriction caused by environmental factors has been unprecedented, such as underground water, air, and carbon emission," Yi said.Yi said the priority of China's economy is the quality of the growth."That's why we have to restructure and transform growth modes -- for improving the growth quality and the efficiency," Yi said.
