BALTIMORE — Baltimore Police are investigating a Friday night incident that left 54-year-old Jacquelyn Smith dead.At about 12:34 a.m., patrol officers were called to a Baltimore-area hospital for a report of a walk-in stabbing victim. When they got to the hospital, they found Smith with a stab wound to her chest.Despite the doctor’s efforts, she died.Investigators tell WMAR Smith and her family were driving in the 1000 block of Valley Street when they noticed a woman that looked to be about 20 years old, 5 feet 4 inches tall and wearing a brown jacket. It looked like she was carrying a baby, or had something wrapped up to look like a baby, and was holding a cardboard sign that said, "Please help me feed my baby."Smith, who was in the passenger seat, rolled down her car window so that she could give the woman some money. At that moment, a man, about 30 years old and 6 feet tall with a goatee, approached the car to thank the family for the money.The male suspect then reached in to grab Smith's wallet, which is when a struggle began. Police say the man stabbed Smith in the torso before he and the female suspect that was holding the sign ran away."I'm not going to stop my car. You know, the way times are you don't know who to stop the car for," said Odella Taylor, a Baltimore resident."Think twice, look twice. It says the change is not only frightening legally entitled immigrants from applying for public programs but impeding otherwise eligible immigrants from entering the country in the first place.The lawsuit says the changes allow consular officers to consider whether green card applicants or their relatives, including U.S. citizens, ever benefited from non-cash benefits such as housing vouchers, subsidized school lunches or free vaccinations. Federal law has long required those seeking green cards to prove they won't be a burden — or a "public charge" — but new rules detail a broad range of public programs that could disqualify them.Maryland's biggest city asserts that immigrants are already fearful of using government programs that they or their families need. BONSALL, Calif. (KGTV) — Friday marks one year since the devastating Lilac Fire tore through northern San Diego County. More than 100 families lost their homes in the fire."Everything seems different,” said Bonsall resident Marci Grihalva. “I don't know what it is, but it's almost surreal.”Staring out at the landscape, Grihalva surveys her neighborhood."I think everyone was just really surprised how fast this fire went. It was just here,” she said.Grihalva lives in the Rancho Monserate community. It’s just west of the Interstate 15 in the Bonsall area. Last year, the Lilac Fire turned her home and most of her neighborhood to ash."If I think about it, what I lost, it's almost too much,” Grihalva told 10News. “I just can't handle it. It's too hard; it's too hard.”The homes in Rancho Monserate were some of the first to go. Grihalva said she and her husband watched the destruction on television. In the end, 114 homes were destroyed, 55 more damaged, and 45 horses died.Following the fire, the County of San Diego issued a fire response report. It breaks down the sequence of events and focuses on response efforts. The report also highlights successes and offers recommendations on how to be better prepared."The county is constantly improving,” said Holly Crawford, director of the county's Office of Emergency Services. “What we do here in my office is we don't just learn lessons from our own disasters, we look at disasters that happened elsewhere.”Team 10 asked Crawford about each of the recommendations listed in the report and whether or not the county is moving forward with them.
