SAN DIEGO (CNS) - Starting today, the Port of San Diego is conducting an over-water lighting field test as part of the San Diego-Coronado Bay Bridge Lighting Project -- the next step in a process to artistically illuminate a portion of the 2.1-mile bridge span from the Coronado shoreline to Harbor Drive in San Diego.The testing is scheduled to occur between 6:15 p.m. and midnight from Sunday to Saturday, Nov. 14. To allow the testing, 170 computer-programmable color LED luminaires and controllers are being temporarily installed on three of the tallest columns near the center of the bridge span.Each night during the live technical testing, lighting in different colors, combinations, sequencing and arrangements will be intermittently visible on the three columns. Occasional periods of darkness will occur as other aspects of the installation are tested.``This bridge lighting test provides San Diego a unique opportunity to see what's possible and how the infusion of technology and art can make people feel connected to, and inspired by, our beautiful waterfront,'' said Marshall Merrifield, port commissioner. ``Our goal is to ignite the imaginations of every person in the San Diego region, and after years of dedicated time to the project, bring forward a viable, beautiful addition to the nighttime skyline.''The week of technical testing is intended to evaluate the lighting design that has been developed to date, its technical functionality and its ability to effectively display the range of artistic color lighting as originally envisioned.During the testing, the project team and design consultants will take measurements, collect data, and identify adjustments that may be necessary as the project's design development continues. The testing will also help in better understanding the project's feasibility and capabilities, answer questions related to engineering, design, sustainability, and be used to create an adequate project description for environmental review.This is the second test of the project. The first took place in April 2019 and tested lighting on two columns over land on the San Diego side of the bridge. After the first test was complete, the Port received a Coastal Development Permit in October 2019 for the overwater testing allowing the Port to move forward with this upcoming test.Following a worldwide competition, an international design team consisting of lead artist Peter Fink of Studio Fink LTD, architectural lighting specialists Speirs+Major Associates and Buro Happold Consulting Engineers, was selected to design the artistic lighting concept for the project.As a follow-up to the lighting tests, the Port plans to invite community members to share their input and have conversations with the design group to ensure communication and collaboration and to further develop a signature, bay-spanning illuminated artwork for the region.In addition to public input, and once the upcoming lighting test is complete, the Port will initiate plans to proceed with environmental review as the next step of the project. 3074

SAN DIEGO (CNS) - The county Board of Supervisors Tuesday unanimously approved a moratorium on evictions for both residents and small businesses located in the unincorporated area in the wake of the coronavirus outbreak.The policy, which was put forward in a resolution sponsored by Supervisors Nathan Fletcher and Kristin Gaspar, will give authority to the county's chief administrative officer to work with financial institutions to halt foreclosures and foreclosure-related evictions; and allow the county Housing Authority to extend the deadline for recipients, including those who receive Section 8 support.Fletcher said the proposal will provide relief for four months, up to May 31. The protections are provided retroactively to March 4, when Gov. Gavin Newsom proclaimed a state of emergency over the pandemic.Fletcher said the resolution "is a prudent step to protect folks in a period of economic distress."The supervisors voted remotely, abiding by the social distancing guidelines established by health officials to prevent further spread of the virus. County staff members, including Chief Executive Officer Helen-Robbins- Meyer, were in board chambers but kept their distance from one another.The county resolution does include one change, in terms of the amount of time renters have to inform their landlord about their economic situation, from 15 days to one week.Gaspar said that change will align the county with the city of San Diego's policy. She said that as a land owner and tenant, she's "sensitive to all sides of this proposal.""I believe we need to give the most vulnerable the tools they need," she added.Supervisor Dianne Jacob said while she fully supported the resolution, it was also important to protect landlords, and that she wanted to hear from rental property owners in her district. However well-intended, there can be unintended consequences from such a proposal to help renters, Jacob said.Before approving the resolution, supervisors heard from residents, most of whom were in favor.Real estate and property owner representatives said while they support relief for people in financial distress, it was also important to work with renters who could afford to pay. SAN DIEGO (CNS) - Police Sunday identified a 24-year-old man who was fatally wounded in a shooting in Emerald Hills on Wednesday.The victim was identified as Gai Wal, who died of his wounds in the early morning on Friday, according to Lt. Matt Dobbs of the San Diego Police Department.At 5:51 p.m. Wednesday, police received a ShotSpotter activation in the area of 6100 Imperial Ave. It was soon followed by a second ShotSpotter activation near 6300 Imperial Ave. The SpotShotter is a device used by police to locate and alert whenever it detects the sound of gunshots.When patrol officers arrived on the scene, they found a man down in the parking lot of a business with an apparent gunshot wound to his upper body, Dobbs said.The officers rendered aid to the man, who was transported to a local hospital in critical condition, the lieutenant said. SAN DIEGO (CNS) - The average price of a gallon of self-serve regular gasoline in San Diego County rose seven-tenths of a cent today to .567, its highest amount since Aug. 26, 2015.The average price has risen 21 times in the past 26 days, increasing 13.3 cents, including seven-tenths of a cent on Thursday, according to figures from the AAA and Oil Price Information Service.The average price is 2.1 cents more than one week ago, 15.9 cents higher than one month ago and 54.9 cents greater than one year ago. It has risen 44.5 cents since the start of the year."Underlying gasoline wholesale prices have wavered within a range of about 10 cents for about the past month, allowing pump prices to remain relatively stable for this time of year," said Jeffrey Spring, the Automobile Club of Southern California's corporate communications manager."Barring any major incidents affecting supply or oil prices, it seems unlikely right now that price averages will push as high as a gallon this spring." 1014
