SAN DIEGO (KGTV) - One CHP officer is dead, two were injured in a shootout in Riverside Monday and one CHP officer was injured in El Cajon by a hit-and-run drunk driver Tuesday night. CHP is now examining their protocols, seeing if there are lessons to be learned from Riverside.10News spoke with a veteran CHP officer to find out what protocol is in place to protect officers.Veteran CHP officer Phil Konstantin dedicated a decade to the force and has many stories to tell. "Crashed into by vehicles, I've had to jump out of the way of vehicles, and I've been shot at," he said.Around 10:30 p.m. Tuesday night a CHP officer was trying to remove debris from the 94 freeway when officers say a man drove into the center divide multiple times. The officer tried to wave the man down and was hit. The man drove away and was stopped a short time later.He was driving 13 mph in the shoulder with his hood obscuring the windshield. Our 10News Breaking News Tracker recorded the driver stumbling during his field sobriety test. The man was arrested for DUI.His girlfriend drove to the scene and was also arrested for DUI.Konstantin says a traffic stop is one of the most dangerous parts of their job.He said when they pull a car over, officers turn their wheels away from the shoulder so if their car is hit, it rolls into traffic instead of into the car the officer pulled over or the officer. He also said he kept a vigilant eye on the people in the car and on traffic."All of the sudden if I lose sight of you and you're jumping into the car very quickly, are you going for a gun like with what happened in Riverside?" He said being vigilant will save your life.In 1987 Konstantin's training was put to the test. "As soon as the car stopped moving someone got out of the passenger side and shot at us.'' He and his partner were working the graveyard shift and pulled over what they thought was a drunk driver. It turned out being a pair who had kidnapped a restaurant owner they robbed and they were trying to go to the man's home to ransack it."The guy aims at the car in general and then at someone who would've been standing by the driver's side door. Has I been standing at the driver's side door, I would've been hit by buckshot," he said staying in the car and ducking saved his life.He said any driver can help an officer by keeping their hands on the wheel, listening to an officer's directions, and telling an officer if they need to reach somewhere to get their license, so they don't think you will harm them. 2524

SAN DIEGO (KGTV) - Neighbors in Allied Gardens had a front row seat to a woman’s retirement.The group gathered outside a home as a pre-built granny flat was lifted into the backyard with a crane.Tula Striffler chose the option as a way to be close to her daughter.“I think it’s an economical way for me to still live my life fully and do it on a retirement budget,” said Striffler.Michael Avery owns Instant Guest Homes. He says many of his customers are using the homes for secondary income, or a way to expand their family’s living space.“These home are start to finish 90,000 dollars, everything is included except for the permit fees,” Avery said.Earlier this year, the City of San Diego reduced the cost of granny flat permits, which ranged from ,000 to ,000.After a steady process, Striffler’s home was gently placed in her daughter’s backyard. SAN DIEGO (KGTV) - Neighbors renewed their concerns over jets rattling their neighborhood less than a week before the F-35 arrives at Marine Corps. Air Station Miramar.The same concerns from University City neighbors voiced in letters to Miramar date back to at least 2012, according to MCAS Miramar Director of Communications Capt. Matthew Gregory.READ RELATED: Neighbors concerned with F-35 coming to MCAS MiramarHe pulled out a map of San Diego County's air space. He pointed to a gray square and said that entire area over the base up to 10,000 feet is controlled by the Federal Aviation Administration.Right off the end of the flight deck sits University City, where tragedy struck more than a decade ago. An F/A-18 crashed after having engine trouble, killing four and destroying two homes.With the F-35 coming to MCAS Miramar next week, neighbors are concerned the single-engine jet poses a higher risk.Capt. Gregory says the aircraft is arguably safer, "it is much easier to diagnose any issues and fix those issues."Neighbors are also concerned where the F-35 will fly, "the goal is to have flights as much as possible follow the approved flight paths," San Diego Council President Pro Tem Barbara Bry said.She was referencing a map with different colored flight paths. The Marine Corps. stated that map is from 2005, and shows average flight paths based on 5,000 annual operations. They said the map is disproportional and it is solely meant to illustrate the average flight paths for land developers.That came as news to Bry, "I don't think the community understands that. They understand that these are the flight paths they will take."When it comes to noise, "the Navy and Marine Corps have been flying F-18s here in San Diego for the past 30-35 years, so it's going to be very noticeable when the F-35s get here and start taking off," Capt. Gregory said.He added the Navy flew more jets when they ran the base.Overall, the F-35s are expected to make the area slightly quieter.Neighbors are having a meeting later this month, where a representative from Bry's office as well as MCAS Miramar will be present. 2130

SAN DIEGO (KGTV) -- More than a dozen migrants were apprehended after 150 migrants tried to climb the border fence in San Diego, according to U.S. Customs and Border Protection. The incident happened New Year’s Eve at an unspecified time. According to the agency, 45 migrants turned back due to CBP’s increased presence at the border before another group of migrants started throwing rocks at agents. Border Patrol agents added that the group tried to lift toddler-sized children over the concertina wire, but agents were unable to help the children because too many rocks were being thrown. Agents used pepper spray upwind and tear gas of the migrants to try and deter them from throwing rocks. CBP says the measures weren’t aimed at the migrants and “successfully suppressed the rock throwers causing them to flee the area.”Most of the migrants returned to Mexico through a hole under the fence and by climbing back over the fence. A total of 25 migrants were apprehended. Under CHP’s use of force policy, the incident is being reviewed. The incident comes on the heels of another recent event at the border in which hundreds of migrants tried to rush the border, forcing the hours-long closure of the San Ysidro Port of Entry.
