HANOI, Dec. 11 (Xinhua) -- Chinese and Vietnamese people kicked off a four-day mass gala here Saturday in Vietnamese capital city of Hanoi to celebrate 60 years of bilateral diplomatic ties.Tong Thi Phong, Secretarty of the Communist Party of Vietnam Central Committee, said at the opening ceremony that bilateral friendly relations between Vietnam and China are the treasure of two peoples, and the two countries have seen strengthened cooperation in various fields in recent years.Phong said the four-day big gathering of the Vietnamese and Chinese people will strengthen mutual understanding between the two countries, enrich bilateral comprehensive strategic cooperative partnership and advance bilateral ties.Chen Haosu, president of the Chinese People's Association for Friendship with Foreign Countries, said at the opening ceremony that China and Vietnam are good and close neighbors.Chen said this year marks the 60th anniversary of the establishment of bilateral diplomatic relations and China-Vietnam Friendship Year. UNITED NATIONS, Dec. 16 (Xinhua) -- China on Thursday voiced its hope that parties in the north and south Sudan will make continuous efforts for a peaceful, free, transparent and just referenda in Sudan in accordance with the 2005 Comprehensive Peace Agreement (CPA), and called for international efforts to create favorable conditions for the January referenda.The statement came as Yang Tao, the counsellor of the Chinese Permanent Mission to the United Nations, was addressing an open Security Council meeting on Sudan."We hope the north and south Sudan will keep up the momentum, speed up the preparation for the referenda and ensure that the referenda are conducted in a peaceful, free, transparent and just manner in accordance with the CPA," Yang said.A referendum on self-determination for southern Sudan is scheduled to be conducted on Jan. 9, 2011, as it was stipulated in the CPA inked between north and south Sudan in 2005, which ended a two-decade civil war between the two sides."We call on the international community to create a favorable condition for the referenda and refrain from prejudging the outcome," he said. "No party should take unilateral action. No matter what outcome of the referenda might be, peace and stability in Sudan and the region must be ensured."Inhabitants of the south will vote on Jan. 9, 2011 on whether to secede from Sudan or remain united with the rest of the country. On the same day, residents of Abyei, located in the center of the country, will vote separately on whether to retain Abyei's special administrative status in the north or become part of Bahr el- Ghazal state in the south.Since the Security Council held the high-level open meeting on Sudan last month, the peace process in Sudan continues to register positive progress, Yang noted."Voter registration for the referenda for southern Sudan has been concluded smoothly, we commend the north and south Sudan, the African Union and the UN Secretariat for the efforts to this end," he said."Maintaining the peace, stability and development in Sudan is in the interest of the Sudanese people, and it is also conducive to the peace and development in the region and in the African continent," Yang said."China hopes that the north and south will cherish the peace that was hard to come by, and continue their equal dialogue and consultation in order to reach an early agreement on the border demarcation, Abyei and wealth sharing and other outstanding issues, " he said. "This is of great significance to the maintenance of the long-term peace and stability in Sudan and the region."

BEIJING, Dec. 14 (Xinhua) -- The Communist Party of China (CPC) has announced that it would publicize the affairs of grassroots Party organizations by the end of 2011, a further step in its effort to push forward intra-party democracy.The decision was made public on Tuesday by He Guoqiang, secretary of the CPC Central Commission for Discipline Inspection, during a national meeting in Beijing where he laid out a five-point plan on the publication of affairs of grassroots Party organizations.He said Party organizations at all levels should fully understand and implement a guiding document that was issued by the General Office of the CPC Central Committee in September.The document called openness in Party affairs the life of the Party and an essential part of the intra-Party democracy, and defined openness in Party affairs as "publication of content, procedures, results and other aspects of Party affairs within a certain scope."Publishing affairs of grassroots Party organizations was an important measure to expand democracy within the Party at the grassroots level, safeguard the democratic rights of Party members, strengthening intra-Party supervision, and regulating the use of power, the document said.He urged Party organizations at all levels to meticulously draw up implementation schemes to ensure that the policy of openness in Party affairs would begin in grassroots Party organizations, including those in enterprises, rural areas, government institutions and schools.He said grassroots Party organizations should willingly publicize its affairs, such as its resolutions, the implementation of these resolutions, and official appointments, in a timely manner except for those concerning classified information of the Party and the state.
