An eruption from the Kilauea volcano's summit shot ash and smoke into the air early Thursday on Hawaii's Big Island, and the resulting plume is expected to cover the surrounding area, according to the Hawaiian Volcano Observatory.Nearby residents are being asked to shelter in place if they are in the path of the ash plume, which the wind is carrying to the southeast of the volcano."Driving conditions may be dangerous so if you are driving pull off the road and wait until visibility improves," an alert from the observatory warned.Thursday's eruption is just the latest volcanic activity contributing to the nightmare on the Big Island since the volcano first went off May 3.An ash plume Wednesday rose roughly 12,000 feet into the air, and on Tuesday, the US Geological Survey issued a red alert, which means a major eruption is imminent or underway and ash could affect air traffic.It is not clear if this was a phreatic eruption, which US Geological Survey officials have been saying is capable of sending ash plumes as far as 12 miles away from the summit.These are steam-driven explosions that occur when water beneath the ground or on the surface is heated by magma, lava, hot rocks or new volcanic deposits, the USGS says. The intense heat may cause that water to boil and result in eruptions.The lava lake in the crater has been dropping since May 2, which increases the chances for a phreatic explosion, but it will be difficult to warn residents who may be in the path of such an eruption.Phreatic eruptions are "notoriously hard to forecast, and can occur with little or no warning," Hawaiian Volcano Observatory geologist Janet Babb said.While the ash being launched into the sky is not poisonous, Hawaii County officials have warned residents about toxic sulfur dioxide seeping out of 21 fissures caused by the volcano."Severe conditions may exist such as choking and inability to breathe," the county's Civil Defense Agency said Wednesday. Americans will soon have one more alternative to Obamacare, thanks to the Trump administration.Officials Tuesday proposed regulations that will make it easier to obtain coverage through short-term health insurance plans by allowing insurers to sell policies that last just under a year. The new rules stem from an executive order President Donald Trump signed in October aimed at boosting competition, giving consumers more choices and lowering premiums."Americans need more choices in health insurance so they can find coverage that meets their needs," said Health and Human Services Secretary Alex Azar. "The status quo is failing too many Americans who face skyrocketing costs and fewer and fewer choices. The Trump Administration is taking action so individuals and families have access to quality, affordable healthcare that works for them."The proposal would reverse an Obama administration decision to limit the duration of short-term health plans to no more than 90 days in order to make them less attractive.Such plans could roil the Obamacare market, drawing healthier consumers away from the exchanges and pushing up the premiums for those who remain.Short-term health plans, which have been available for years and were originally designed to fill a temporary gap in coverage, are likely to be cheaper than Obamacare policies. But that's because they don't have to adhere to Obamacare's consumer protections, allowing them to do such things as exclude those with pre-existing conditions and base rates on applicants' medical history.Also, they don't have to offer comprehensive coverage. Typically, short-term policies don't provide free preventative care or maternity, prescription drugs and mental health benefits. They can also impose annual or lifetime limits, meaning they may only pay out a set amount -- often million or less -- leaving the policyholder on the hook for the rest. And, unlike Obamacare policies, they don't have to cap consumers' cost-sharing burden at ,350 for 2018.Young and healthy folks may like these plans because they come with lower monthly premiums. But those who actually need care could find themselves having to pay more out of pocket for treatment and medications. It will require insurers to notify consumers that the plans are not required to comply with all of Obamacare's mandates.The administration will accept comments on the proposed rule for the next 60 days.Those with short-term policies are not considered insured under the Affordable Care Act and are subject to the penalty for not having coverage. But this will not be an issue after this year since Congress effectively eliminated the individual mandate -- which requires nearly all Americans to be insured or pay a penalty -- starting in 2019 as part of its tax overhaul bill.The proposed regulations are the latest step in the Trump administration's quest to weaken Obamacare. "Then we started to get more serious about it, bringing in planters, and gardening, and making it look much more refined. The finished product is beautiful."Parts of the park are opening for retail and dining as an extension of the Downtown Disney District. Reservations won't be accepted, but a mobile wait list system will be in place when the restaurant is at capacity.Diners can choose to provide their name and mobile number to receive a text message when it's time to return. America's Paralyzed Veterans are urging disabled voters to make a plan for Election Day, and to read up on their rights before heading to the polls.Al Kovach has been there. As in, he tried to vote, and couldn't.“About 20 years ago, I went to cast a vote assuming the place would be wheelchair accessible and I was wrong and I was unable to vote, I was basically denied my right to vote,” Kovach said.Fast forward to today, and he says, we're still talking about polling and voting challenges for the disabled. Ever since that experience, he's opted for mail-in ballots. This year, he's urging everyone to plan ahead.“Unfortunately, there’s no ADA police going around and enforcing the law so when it comes to polling stations, if you go to a polling station and you can’t get in, your only recourse is to go to Department of Justice and file a complaint, but that doesn’t help you in that moment to cast your vote," said Kovach.As if it weren't complicated enough, he's reminding everyone to be mindful of the coronavirus. The disabled are medically fragile, he says, and more susceptible to serious implications from the coronavirus.“We are seeing a lot of people calling us with trouble with voting,” Kovach said. “I know in San Diego, we had someone who tried to vote last week and was unable to get inside the polling station and another gentleman in Chicago sat in line in his wheelchair for hours around people not socially distancing or wearing a mask.”The U.S. Government Accountability office sampled 178 polling places in 2016 and found that 60% had accessibility impediments, including steep ramps, lack of signage, and poor parking or paths. Federal law requires that polling places be accessible to all voters.“Election officials need to comply with not only the Help America Vote Act... but also the Americans with Disabilities Act, so it is important to make sure that all Americans are able to vote independently and privately,” said Ben Hovland, chairman of the U.S. Election Assistance Commission, which focuses on election administration and how elections are run around the country.Hovland says elections officials everywhere are scrambling.
