SAN DIEGO (KGTV) -- San Diego Police have identified the man shot and killed in Encanto Wednesday night as 24-year-old Gai Wal.Police were called to the 6100 block of Imperial Avenue just before 6 p.m. on December 23 after receiving reports of shots fired.When they arrived, officers found Wal in the parking lot of a nearby business with an apparent gunshot wound to his upper torso.RELATED: San Diego police: Man shot in Encanto neighborhoodWal was taken to the hospital in critical condition. SAN DIEGO (KGTV) -- San Diego police arrested a man in connection with the murder of a man on the I-15 freeway early Saturday morning.Police said 21-year old Brandon Acuna was in jail for his involvement in the murder of 21-year old Curtis Adams of San Diego.According to jail records, Acuna was booked for murder.Police did not confirm if he is directly responsible for Adams' death.Adams and his girlfriend were driving southbound on the freeway near the northbound I-5 on-ramp in Mountain View at around 2:20 a.m. on Saturday when they spotted a stranded car.The couple stopped their vehicle to help, said San Diego police homicide Lt. Anthony Dupree. Adams exited his vehicle and approached the other car.Someone inside the vehicle opened fire on Adams then fled the scene.Adams, an active-duty service member in the Navy, was taken to UCSD Medical Center, where he died from his injuries. Police said Acuna was also involved with an incident that happened 10 minutes earlier in a Mount Hope neighborhood.They say the suspect(s) in that incident shot at a victim after trying to break into his car near 600 Boundary Street. The latest round of wet weather is expected to be the heaviest in San Diego County, bringing between half an inch to an inch of rain to the coast. According to the National Weather Service, parts of San Diego County could see heavy snow. RELATED: Check today's forecast in your areaA Winter Weather Advisory is scheduled to take effect for the mountains at 3 p.m. Monday and last until 12 p.m. Tuesday. The NWS says elevations will be between 5,000 to 5,500 feet for the region's mountains. Elevations above 5,500 feet could see between five and 10 inches of snow accumulation. “Highest amounts will be southeast of Big Bear in and around Mt. San Gorgonio, over Mt. San Jacinto, and over Mt. Laguna where locally up to a foot is possible,” the National Weather Service said. Meteorologists are warning about slippery roads in areas where snow is expected. SAN DIEGO (KGTV) - San Diegans are signing up to build accessory dwelling units, or granny flats, in numbers that haven’t been seen in years. According to the city’s development services department people, more than 200 people went through the permitting process in 2018. “It fits for us to build an additional unit, the ADU since the council changed their ordinances,” said San Diego resident Efrain Conrique. Efrain Conrique has been in the same house since the 1960s but is now planning to build a 1,100 square foot accessory dwelling unit in his backyard. The house is for his granddaughter. "Now this way she can not pay for the rental of an apartment and live here,” Conrique said. “So that's a personal thing, but it would work no matter what.” RELATED: Woman builds granny flat to finance retirementThe ease in regulations is having an impact on the building community. He says since the City of San Diego streamlined the ADU process, nearly half calls he gets are people looking to build.
