SAN DIEGO (KGTV) - On Wednesday, ABC10 News interviewed San Diego County Superior Court Presiding Judge Lorna Alksne about this week's first criminal jury trial since all jury trials were halted in March.“We summoned 800 jurors and about 250 or so postponed their service like we told them to do if they felt uncomfortable or had a conflict or co-morbidity or something like that and of the remaining jurors we called in, only 41 showed,” she told ABC10 News and added, “The system doesn't work without jurors.” She went on to say, “I can only anecdotally think that people are unsure of public transportation or coming back Downtown to serve.”Wednesday marked the second day of the trial which was for an elder abuse case.Judge Alksne said that the courts have sufficient safety measures in place for jurors. “When they went back into the courtroom, they had these plexiglass barriers in between them if they're more than six feet apart and everyone wore masks and there was hand sanitizer everywhere. It's as safe as going to Costco,” she told ABC10 News. The courts have maintained that the only way to address the backlog of cases is with cooperation from San Diegans who are called for duty. She added, “What I [asked] the jurors yesterday was if you had a loved one who was incarcerated [and] pending trial and nobody showed up to do jury trial, how would they ever get their chance for their day in court?”Judge Alksne said that another trial is scheduled for next week and two are scheduled for the following week. The numbers of summonses will continue to increase. She explained that there's no plan to penalize people who do not appear for jury duty but that could change if turnout continues to be low. 1721

SAN DIEGO (KGTV) - One of four teenagers accused of fatally beating a man near Petco Park was charged Tuesday with murder and torture.San Diego Police said Dominick Wells, 19, and three juvenile females aged 14, 15 and 17 attacked Edward Starland near a bridge behind the ballpark the afternoon of Nov. 18.Witnesses said Starland had been fighting with the group before he was thrown to the ground and beaten. The group ran off down Imperial Avenue. Starland’s sister Catherine flew to San Diego from Florida to be by his side when he was on life support in the hospital. She said her brother had a heart condition and a pacemaker, and didn’t know why anyone would attack him."I came here for my brother because I don't want him to be alone. I want him to know I'm by his side; when he wakes up he knows I'm here,” she said. Starland, 56, died of his injuries Dec. 3.Police later arrested the teens. Wells is currently being held on a first-degree murder charge at San Diego Central Jail. SAN DIEGO (KGTV) - President Donald Trump said San Diego "needs a wall" while he toured eight border wall prototypes along the county's southern border Tuesday.During his visit, the president stopped intermittently during his inspection of the structures to discuss the wall and, at times, slam the state over its immigration policies."For the people that say no wall, if you didn't have walls over here you wouldn't even have a country," Trump said at the prototypes. "And, by the way, the state of California is begging us to build walls in certain areas. They don't tell you that."RELATED: Customs and Border Protection details reasons for San Diego border wall testingTrump went on to view more of the prototypes, before stopping once again to discuss the new structures."A part of San Diego needs a wall, they want a wall very desperately," Trump said. "They're willing to do anything to get it. I said 'nope, approve the whole wall, California.'"Trump said he favors a wall with see-through capabilities with steel and concrete. He added that Border Patrol had "done a fantastic job" in constructing the prototypes.RELATED: Timeline: A look at President Trump's border wallThe president was asked about comments from California Governor Jerry Brown, who has slammed Trump's border wall and called for other projects to receive funding."I think Gov. Brown has done a very poor job of running California ... The place is totally out of control," Trump criticized.Trump went on to slam Oakland Mayor Libby Schaaf, who reportedly urged undocumented immigrants in the area to take precautions ahead of a series of immigration raids.RELATED: Trump slams California hours before arrivalBefore heading back to MCAS Miramar to speak with service members, Trump stopped to deliver his final remarks on his tour and the wall."The border wall is truly our first line of defense. It'll save thousands and thousands of lives. Save taxpayers hundreds of billions of dollars by reducing crime, drug flow, welfare fraud, and burdens on schools and hospitals," the president said.Trump called on Congress to fund the border wall but did not say whether he would veto a measure that doesn't include a punishment for so-called "sanctuary states."The president tweeted about the border wall just before his plane landed in Los Angeles. 2358
