SAN DIEGO (KGTV) - Days after Governor Gavin Newsom signed a new law aimed at child sex abuse, three San Diego women came forward to announce a lawsuit against the Diocese of San Diego. The three women say they were abused by Monsignor Gregory Sheridan as children. Sheridan worked in this diocese for 35 years and is on the diocese’s list of credibly accused abusive priests. This new measure gives survivors of childhood sexual assault, regardless of their age, a three-year “window” to bring a civil lawsuit against any perpetrator and employer or third party that was aware of misconduct that created a risk of childhood sexual assault. The new law also extends the statute of limitations for survivors of childhood sexual assault, giving survivors more time to file civil lawsuits: up to their 40th birthday (previously their 26th birthday) or within five years (previously three years) from the date of discovery of an adult psychological injury caused by the childhood sexual assault. One of the victims told 10News, "It doesn’t mean you don’t love God, doesn’t mean you don’t support your church, it means this priest was a bad apple."10News reached out to the Diocese of San Diego and they sent a statement that reads in part, "There is no crime or sin worse than a priest abusing the young people he is sworn to serve and protect. Mike Holden with SDPD. “In this case, we gave plenty of notice, and unfortunately, we had to effect for arrest.”Police say it is permissible to protest on the property but it is against the law to impede the flow of business.Shortly after the arrests, those who were not taken into custody held a rally outside City Hall. Organizers would like for San Diego leaders to implement rules locally that will endorse Rose’s law, which is an animal bill of rights.Rose’s law extends the rights of animals, like those found on a farm, to free, not owned; to not be exploited, abused or killed by humans; to have their rights represented in court; and the right to be free.City leaders are currently not taking up the issue. 1761

SAN DIEGO (KGTV) - Community leaders and residents gathered Friday to remember a San Diego civic icon.Reverend George Walker Smith died on Feb.15 at the age of 91. A memorial to honor Smith at Christ United Presbyterian Church, where he led mass for decades, was held at 11 a.m. Friday."We kind of thought of Rev. Smith as the black godfather of San Diego, and of this church, because he helped so many people," Delores McNeely, a church member of 30 years, told 10News in February.Smith was the first African American to be elected in the city when he won the race for the San Diego Board of Education in 1963. He also started the Catfish Club, where weekly lunches served as a gathering for locals interested in civic or political issues in the community.The forums began at the church, but were eventually moved to Channel 10 when the attendance became too large."All the political leaders in the community came, and we had this huge forum, and they listened to him. And if something were going on in the community, the first person that they would call was Rev. Smith," said McNeely. "His legacy is going to help the community to grow, everything he did, and wanted to do." 1185

SAN DIEGO (KGTV) — At age 41, Ryan Bartell had already achieved so much: He was a two-time all-state runner, served in the Coast Guard, and was helping autistic children alongside his wife. He also had a son of his own. “Ryan called me on March 1 of last year to say that he had been diagnosed with stage IV pancreatic cancer," remembers Jim Bartell, Ryan's father. The cancer was aggressive and chemotherapy wasn't working, Ryan was in a lot of pain. “They had him on morphine and fentanyl, two very serious opioids, and because of those two drugs he was asleep most of the time to deal with the pain," said Jim. Jim says that lasted for about four weeks until Ryan asked for cannabis. “He went from being asleep most of the time with fentanyl and morphine to being alert and being able to communicate, text, talk to friends, have visitors, while he was on the cannabis medicines."Jim says the cannabis gave Ryan a decent quality of life in his final weeks; he passed away seven weeks after the initial diagnosis. “While medical cannabis has been proven to help with reducing nausea, vomiting, and pain, hospitals in our state are expressly prohibited from providing it to patients," said State Senator Ben Hueso.Because of the Federal Drug-Free Workforce Act, hospitals have adopted policies prohibiting cannabis in their facilities. Hueso wants to change that with SB 305 or Ryan’s Law: Compassionate Access to Medical Cannabis in Healthcare Facilities Act.Healthcare facilities which treat terminally ill patients would be required to allow the use of medical cannabis, meaning patients could bring their product inside the hospital.The patient would be required to provide the facility with a copy of their medical marijuana card or recommendation by a physician.The bill excludes vaping or smoking but edibles, oils, topicals, etc. would be allowed. New York already has a similar law. “I felt something had to be done so that that didn’t happen to other people who wanted a higher quality of life near the end of their life," said Jim, who initiated the legislation. 2082

WalletHub ranked states based on feedback from psychology, social work and child studies experts at several universities, and statistics from each region. States were given grades in categories including the cost of housing, child care, and unemployment. California ranked 19th overall.
