SAN DIEGO (KGTV) -- Crews quickly put out a brush fire that erupted near Interstate 15 in the Rainbow area of north San Diego County.The fire was reported in an area off I-15, near Old Hwy 395 and Rainbow Valley Boulevard, just after 1:30 p.m. Monday, according to the California Highway Patrol.According to Cal Fire San Diego, the fire burned at least one acre with a moderate rate of spread. SAN DIEGO (KGTV) -- California’s new gig economy law was meant to help rideshare drivers and other freelance workers get better benefits, but some critics say it’s threatening the spirit of Christmas itself.Those critics are mall Santas, who have traditionally been hired as independent contractors through third-party bookers or employment agencies.Under Assembly Bill 5, authored by Assemblywoman Lorena Gonzalez (D-San Diego), those workers must be reclassified as employees with insurance and other benefits.“Lorena Gonzalez, she might kill all the Santas. She might kill the Easter Bunnies,” said Steve Schafer, the president of the San Diego chapter of the Fraternal Order of Real Bearded Santas.Some Santas warn that bookers may go to great lengths to avoid paying employee benefits. “I don't know how someone can justify this,” said Jerry Tamburino, a Santa who has worked for more than a decade at a large commercial store.Tamburino said his agent notified him Tuesday that she would replace him and other Santas at a chain of California retail stores with out-of-state St. Nicks.“That's what [the booker is] being forced to do to address -- or evade -- or stay in business with this stupid law,” he said.Bringing in out-of-state workers to skirt AB-5 would violate California law, since labor laws apply to anyone performing work in the state, said Gonzalez’ office. Included in the reforms would be a mandate that companies disclose the full cost of each ticket, including additional fees, up front.In the current environment, most ticket sites show only the cost of the ticket up front, but add the fees after the customer has begun the process of purchasing the tickets.San Diego Congressman Scott Peters is on the committee considering the bill and questioned leaders from the major ticketing companies during a congressional hearing Wednesday. What he didn't know know: he wasn't alone. When Castillo got out of the shower after 20 minutes, the screen door which had been locked was completely open. Surveillance video revealed why. In it, a man pauses at the door and somehow gets past the screen door, before quietly raiding the apartment. Among the items stolen were speakers and a safe from a bedroom closet. Inside the safe: cash, personal documents and jewelry, including a silver pendant containing the ashes of her mother. She passed away in 2015 from an accidental drug overdose."I can't replace that. It's the last thing of my mom and now I don't have anything," said Castillo.The thief who snatched it was in and out in about five minutes. He was seen driving off in a sedan. Castillo say the burglar had to have heard the shower running and went in anyways."He didn't think twice about it. SAN DIEGO (KGTV) - Clothing retailer Forever 21 announced Tuesday it may close three stores in San Diego County as part of its Chapter 11 bankruptcy restructuring. The affected locations, which include Fashion Valley, University Towne Center, and Parkway Plaza in El Cajon, could be shut down "pending the outcome of continued conversations with landlords,” according to court documents. Attorneys also said the list of store closures could change pending restructuring efforts.Forever 21 has 800 stores worldwide and plans to close almost 200. "We do however expect a significant number of these stores will remain open and operate as usual, and we do not expect to exit any major markets in the US," the company said. The chain was founded in 1984 in a small Los Angeles store by South Korean immigrants Do Won Chang and his wife, Jin Sook.
