CHULA VISTA, Calif. (KGTV) -- Pastor Art Hodges stood on the steps of Chula Vista City Hall Wednesday, surrounded by about 50 people of faith. "Hear our prayer. Forgive our sin," Hodges said during the group prayer.The people were rallying against a program that calls for drag queens to read to children. Drag Queen Story Hour is scheduled to start Tuesday at the Chula Vista Civic Center Library. At the rally, those opposing the program said it would harm a child's growth and development. They also demanded public hearings."If there are parents that want drag queens to come read books to their children, they have that right. They're the parents, we're not protesting their right," said Hodges. "But they should do that privately, on their own time, in their own place, on their own dollar."Supporters say the program promotes tolerance and acceptance. Chula Vista Mayor Mary Salas called it "preposterous" to have a City Council vote for a one-hour reading program, which she said would not be canceled. "The City of Chula Vista is proud to celebrate the diversity of our community in all of our programs," Salas said in a statement. "The purpose of this event is to encourage children to use their imagination and creativity and most importantly to read."The tone of Wednesday's rally was much different than one held last week, in which tempers flared from the start. This time, only a handful of Drag Queen Story Hour supporters watched the rally from the side. Supporter Shelley Rudd, a retired teacher, said the drag queen reading program benefits children. "I think that it really helps those children who may be questioning, an opportunity to see that there are options and that it's okay," Rudd said. Last week, a different rally organized by a group called Mass Resistance got heated, with police stepping between both sides on two separate occasions. The Southern Poverty Law Center designated Mass Resistance an anti-LGBT hate group. Its California leader attended Wednesday's rally but did not speak at the podium. 2042

CHULA VISTA (KGTV) – A Chula Vista man says he could have been seriously hurt by a razor blade attached to the handlebar of a shopping cart.Jason Rodriguez says he was with his wife and young daughter, shopping at the Walmart on Eastlake Parkway Wednesday morning.“Normally we put her in the shopping cart, but I’m glad we didn’t this time,” Rodriguez said.Rodriguez discovered the blade when he went to wipe down the cart handle.  It was attached by magnets to the bottom of the handlebar.“I could have been cut. I could have caught a disease of some sort,” Rodriguez said. “There are crazy people out there who do dumb things for who knows what reason.”Rodriguez says he alerted store management to the incident. He added that he doesn’t blame Walmart because whoever hid the blade could have just as easily put it on other store’s carts.However, he hopes that stores and people will be more vigilant going forward.Walmart gave 10News the following statement: 979

CHULA VISTA, Calif. (KGTV) - As the City of Chula Vista prepares to license legal recreational marijuana sales, law enforcement and a handful of other agencies are cracking down on illegal pot shops.In the last three years, they've shut down 44 of them. The city's cannabis information page on its website also lists a handful of locations that are currently facing lawsuits or other "enforcement actions."City officials say they're trying to make sure that when recreational marijuana sales become legal, only licensed stores are selling."That's our goal," says Deputy City Manager Kelley Bacon. "Our goal is to get 100% of the illegal operations shut down, and that's what we're working towards."The city has used a combination of zoning laws, fire inspections and other unspecified methods to shut down illegal shops. Recently, a SWAT raid at 1274 Third Avenue helped close a store operating on what some people have nicknamed the "green mile" because of a prevalence of marijuana-related businesses.Business owners in the neighborhood say they were glad to see the city take action."It was bad for us," says Paolo Passuello, who works at Ted's Garage on Third. "We'd come in the morning, and our driveway would be flooded with joints and little containers that the pot comes in. We're glad the city stepped in and did what they did."After the passage of Proposition 64 in 2016, which legalized recreational marijuana sales in California, individual cities had the discretion to decide how and when they'd allow it. Chula Vista chose to wait a few years and research what other cities and states did. They talked with people from across California, Colorado and other places to see what worked."We learned that you need to take it slow," says Bacon. "You need to make sure you write good, tight regulations and ordinances."In November of 2018, voters passed a city sales tax that allowed Chula Vista to start the process of licensing shops. The city plans to allow 12 shops total, 3 in each City Council district. Also, they'll only allow 2 of those shops to have store-fronts. They will also allow ten indoor cultivation businesses, which will be limited to 20,000 square feet each.The application process for those licenses will start sometime in January. A specific date will be posted on the city's website (see link above). Applicants will only have five days to submit an online application.Bacon says anyone who has already been known to operate an illegal shop will not be eligible to apply for a legal license.Even after the new, legal stores open, Bacon says the city will still target illegal shops."It's a little bit like whack-a-mole," she says. "You close one down and sometimes by the end of the day they've opened up in a different location."The city also has plans to start a criminal prosecution unit within the City Attorney's office explicitly targeting illegal shops and their owners. 2916

(KGTV) - The family of the man found in a barrel in San Diego Bay, near Chula Vista, is working toward closure two years after he disappeared.Omar Medina’s body was found Oct. 12, 2017, after a diver found a white, 55-gallon drum floating in the bay. She's the oldest of three and stepped in as an extra parent growing up, as they didn't have a father."This is the thing I cared about most growing up, he [Omar] was like a child to me," Villegas said.Thinking about her 28-year-old brother, she dreams of what could have been, "going to his wedding. I miss not meeting my nieces and nephews, I miss not having cousins for my kids." She spoke publicly for the first time this year at Chula Vista Police's Evening with Heroes fundraiser."Once they came in I felt a weight lifted off my shoulder[s] and that's what they've meant to me, they have definitely been that strength I'm not," she said police showed her family kindness and empathy."[Detectives] who put their photo on their desk and said they're out there. They're going to find who's responsible for killing Omar," Chula Vista Police Chief Roxana Kennedy said."I slept under this very table here in the office because that's how important it is and how much dedication we need to put in these cases," Sergeant Lavar Brown said in a video played during the fundraiser.Chief Kennedy explained the annual event funds programs the department would otherwise have to do without, "for instance our Canine program, our Senior Volunteer program, our Explorer program," she said their innovative Drone program is also funded through donation dollars.The work they did on Medina's case, will felt by the family long after it's closed."I know I'm just a kid," Omar's nephew Arturo Jr. said at the podium, "but what happened to my uncle hurts me just as much as it did the rest of my family and I'm glad I got to share it with you." (KGTV) – The Chula Vista Elementary School District’s appearance on a website list of applicants seeking to reopen schools was determined to be a mistake, the district told ABC 10News.CVESD never applied for a waiver, stating on their Facebook page on Thursday night:“We are aware of a ‘Chula Vista Elementary’ fraudulently being listed as an applicant for a school reopening waiver. Our District has NOT applied for a waiver to reopen our schools. As a part of the waiver process, we would consult with labor units, parents and community organizations first. Our District is working with investigative authorities to determine how documents were submitted purporting ‘Chula Vista Elementary’ is a waiver applicant with the San Diego County Health and Human Services Agency.”District officials said the 2020-21 school year will begin Aug. 31 with distance learning.On Friday, a district spokesperson told ABC 10News that the listing was the result of an error made by an independent charter school that selected the Chula Vista district name on the San Diego County Health and Human Services website.The spokesperson said the HHSA informed the district of the mistake and the website has since been corrected.Meanwhile, at least 27 schools in San Diego County have already been given the green light to begin in-person learning, with dozens of other schools still waiting for approval.Those schools that have been approved have several things in common, including the ability to maximize outdoor space.The Rancho Santa Fe School District is on the list of those that can bring students back to campus, and Superintendent Donna Tripi said preparing for this was not an easy task."We had to work on the class groupings, we had to do training for staff, training for parents, we had to write up all the protocols and really think out every move that everyone makes on campus,” Tripi said.San Diego County was removed for California's virus monitoring list on Aug. 18, beginning the 14-day countdown the county needs to stay off the list in order to reopen K-12 schools in-person.On-campus classes could resume as soon as Sept. 1, depending on the school district. 2188
