Experts say all of the ingredients are there for this election to be highly contested.“There are a lot of different reasons why the election may not be decided by the morning of November 4, and a lot of lawsuits may start to fly once that happens,” said Claire Finkelstein, law professor and director of the Center for Ethics and the Rule of Law at the University of Pennsylvania.With a record number of ballots coming in by mail, Finkelstein says the counting period will be lengthy.If a candidate declares victory on election night, but then more results come in, there could be calls for recounts, especially in states where the results are close. That could mean litigation over the counting procedures.Each states' elector will cast their vote on December 14. Then Congress meets on January 6 to count those votes and name the winner.If no candidate has a majority of the electoral votes, or if the counting period goes on and the election is still undecided, it is possible that the House of Representatives must decide.Finkelstein says that would be extraordinary and complicated.“It would likely be very contested as well, but one way or another by January 20, there needs to be a new president being sworn in,” said Finkelstein.The professor says this election is also entangled with the new Supreme Court justice.Like for Pennsylvania, which could now see a new decision on allowing mail-in ballots received up to three days after Election Day, the Supreme Court could also be involved in recounts, as happened in Florida in 2000. 1659

As Baby Boomers age, and start losing loved ones, loneliness can take its toll.The issue is becoming such a concern some national organizations are stepping in.“This was the one thing I said when I retire, I want to do Meals on Wheels,” says volunteer Donna Reuss.Reuss has been volunteering for the organization Meals on Wheels for six years. She not only brings seniors a free meal, but she’s often the only person they really interact with for weeks at a time.“One of the things that really surprised me when I first started this was how many seniors live alone,” Reuss says.Loneliness can have a big impact on their health. Research shows that lacking social connections can be as harmful to someone’s health as smoking 15 cigarettes a day.“It's a much bigger problem I think than people realize,” says Mary Lee Anderson, with Senior Services of Alexandria.Anderson’s nonprofit organization helps deliver food for Meals on Wheels. She’s helping with a new pilot project that lets volunteers delivering meals use a cell phone app to report any changes in behavior or concerns they notice while visiting with a senior.“It lets our volunteers, if they notice a problem, report it right on their phone,” she explains. “That information is sent back to us at the office and we can then contact the individual who is responsible, a family member or their city social worker if they don't have a close family member.”The pilot program is currently being tested in 10 cities across the country, and it’s expected to expand to another 50 cities early next year. 1619

Many of the thousands of migrants waiting to claim asylum are realizing their dream to live in America may be a tougher road than they imagined, especially following Sunday’s clash at the border, involving a group of migrants and U.S. officials.Conditions are horrid in one camp in the border city of Tijuana, Mexico, where people have been living in tents for weeks in a lot that once was a baseball complex. Many of them dream of starting a new live in the U.S., but those dreams are fading.Maria Elena Reyes waited in line for hours, hoping a volunteer may have a clean shirt. For her, these living conditions, and even the month-long journey from Honduras, all seemed worth it to get to the border. But that’s when she says she had hope of finding asylum in America.“To look for a better life, to help my grandchildren who are in Honduras and my daughters, and for myself,” Reyes says.But like others at the camp, her optimism seems to fade with each passing day in the tent city, especially after what happened Sunday, when U.S. border agents used tear gas on a group of migrants.“I would say after that incident, which was really bad, a lot of doors closed,” Reyes says.Already worn out from the long journey, many of these migrants are now fearful of the US, scared of what could happen at the border, even if they apply for asylum the legal way.Sarahi Nunes and her 3-year-old daughter, Genesis, thought getting into the US would be easier, but knowing there’s a months-long wait just for an official asylum appointment, makes her doubt whether she'll ever obtain her American dream.“Yes, at first, that was the plan,” Nunes says. “But now, I see how difficult it is for people asking for asylum.” She's already started the process of applying for a work visa to stay here, in Mexico. She says living in Mexico would still be a step up from her life in Honduras.Reyes is also hopeful she could find a job in Mexico, but she says if she doesn't in the next week, she will go back to Honduras.“It was a very hard battle to get here,” Reyes says. “I would not like to go back empty-handed.”  Reyes says she doesn’t want to give up, but knowing if she does return home, that’s what it will feel like. 2222

Migrants scared, not knowing what to expect as they reached their destination, the San Ysidro Port of Entry, requesting asylum. Hundreds of people chanted as they approached the border with their families, including young children. They traveled thousands of miles from Central America with hope for a better life in America.One young man told 10 News he was fleeing violence, saying police attacked him and stole from him. He hopes for more opportunities, like a job and education in the U.S.Alfonso Rosales saw the migrants as he came over the border, saying in Spanish, they were excited and happy, cheering that they've reached their goal.Several immigrants told 10 News in Mexico they were scared, afraid what the process would entail and of being turned away.One father, Pedro Ismael Varela, said he's worried about being separated from his young son.At the border agents stopped the caravan saying they were at capacity. Members of the group say there's about 20 people waiting at the door for their turn, and the rest of the group waiting in Mexico.The port of entry is a 24 hour operation, and will be open overnight to process people wanting to come through the border."A lot of them get detained, some of them not, that’s the next step, it’s case by case," Alor Calderon, Director of Employer Rights Center said. He added that his role at the border was an "observer" to ensure the migrants are being processed fairly and appropriately.He said those in the caravan understand they could end up in a detention facility, and they're okay with it, "Yes because they’re they’re escaping what they feel is death and escaping what they think is a life without possibilities." 1728

Many states allow local election clerks to verify mail-in ballots days or even weeks ahead of Election Day. That gives them a head start when tabulating the results on all ballots begins. But in some of the key presidential battleground states, clerks are prohibited from doing that or given very limited time to do so, slowing the count for what is expected to be a crush of mail-in ballots this year.
