(KGTV) - The U.S. Attorney’s office for the Southern District of California released details about how it claims San Diego Congressman Duncan D. Hunter misused campaign funds for relationships with five women. The information about the spending was released in a motion filed in court ahead of Hunter’s September trial, to “establish his motive to embezzle from his campaign,” prosecutors said. (KGTV) -- The controversial immigrant caravan is inching it's way closer to the San Diego border, with at least 132 people already in Tijuana. Many of the migrants plan to walk across the pedestrian bridge in San Ysidro and turn themselves in to the customs officers. The group of more than 600 has ridden trains and walked for miles to get to the United States - Mexico border.  Enrique Morones and his team - known as Border Angels - are sending supplies to Tijuana. "The Border Angels have been very supportive, we've had people on the caravan, we have been collecting items for the caravan," he said. "These people that are coming on a caravan are escaping a situation in their country that they're seeking refuge from. Let's welcome that stranger. Give me your poor, your tired your huddled masses."Jorge Nieto, a journalist following the immigrants' journey, says they have been arriving in Tijuana in small groups - 50 to 100 at a time.Nieto was told that once the whole group is together, they'll cross all at once. The caravan hasn't been without controversy.President Trump tweeted this week, saying he instructed the secretary of homeland security to keep the large caravan out of the U.S., and asked Mexico to keep the immigrants from going through the Country. RELATED: Migrant caravan heads to US-Mexico border "They're trying to escape something. Either hunger or violence or some sort of a war that's going on," Nieto said. "One of the reasons that they go in caravans is there's a power in groups. (KGTV) --There is another effort to tackle our housing problems in California in the form of Proposition 21.Prop. 21, also known as the Rental Affordability Act, would allow local governments to have more authority over rent control on residential properties over 15 years old.It would exempt individuals who own two homes or less from new rent-control policies.Kimberly Ellis has been renting her current Santee apartment for three years. With rent—plus bills and food—she said everything “is just so expensive.”With her husband facing medical issues and her rent increasing every year, she said rent control is needed. “I live on a budget. It’s hard when the rent goes up,” Ellis said.A television ad for Yes on 21 is sponsored by the AIDS Healthcare Foundation. The organization has committed major funding to the cause.Pt. Loma Nazarene University’s Chief Economist Lynn Reaser said the advertisement “doesn’t even tell us what Proposition 21 even does.”She clarified it for voters.“It allows local governments to set their own rent control measures that would be different from what the state now has, which basically caps rent increases at 5 percent plus rate of inflation,” Reaser said. She said the ad got two facts right—homelessness is increasing and unemployment is high.According to the California Employment Development Department, unemployment is more than 13 percent. While it is lower than the record from the start of this pandemic, it is still above the mark set in 2010 during the great recession.The AIDS Healthcare Foundation launched a similar rent control ballot measure a couple years ago, which failed.According to the Legislative Analyst’s Office, it is likely state and local entities will lose money if Prop. 21 passes. For comparison, tickets for ages 10 and up can cost as much as 5 for a one-day, one-park ticket and 5 for a one-day, Park Hopper ticket on peak days.
