A US advisory panel has released their recommendations on how a future COVID-19 vaccine should be distributed, and is now seeking public comments on their draft plan.The National Academies of Science, Engineering and Medicine published their discussion draft Tuesday afternoon on their website. It is meant to “assist policymakers in planning for equitable allocation of a vaccine against COVID-19.”The draft plan has a four-phased approach to handle the intense demand for and limited supply of the vaccine when it is first developed.“While major efforts are being made to have a significant supply of COVID-19 vaccine as soon as possible, the committee has been tasked with considering the tough choices that will need to be made for allocating the tightly constrained initial supplies,” said committee co-chair Helene Gayle, president and CEO of the Chicago Community TrustThe plan states in the first phase “would be ‘frontline’ health workers—health professionals who are involved in direct patient care, as well as those in transport, environmental services staff, or other health care facility services, who risk exposure to bodily fluids or aerosols. Under conditions of such scarcity, access should not be defined by professional title, but rather by the individual’s actual risk of exposure to COVID-19.”Their plan also gives higher priority to older Americans living in group settings. They cite data showing about 80 percent of all COVID-19 deaths in the US occurred in people over the age of 65, and a significant proportion of them were people living in long-term care facilities.“Recognizing the importance of education and child development,” tier 2 includes teachers and school staff, as well as those with pre-existing conditions that put them at a heightened risk of severe complications from COVID-19 and those living in group housing situations not included in tier 1.The group states that by the time there is enough of the vaccine to reach tier 4, “ideally, these individuals would be willing to participate in an egalitarian process (such as a lottery) if there are persistent local or regional shortages in this phase.”The group that developed this draft was formed in July at the request of the National Institutes of Health and the Centers for Disease Control and Prevention.“We are pleased to help inform the government’s decision-making process and provide our expert advice for priority-setting for the equitable allocation of potential COVID-19 vaccines,” said National Academy of Medicine President Victor J. Dzau. “Input from the public on this draft framework, especially from communities disproportionately affected by COVID-19, is essential to produce a final report that is objective, balanced, and inclusive.”The public comment period will be open until 11:59 p.m. on Friday, September 4. A middle school teacher and former Miss Kentucky pageant winner has been arrested and charged with sending nude photographs of herself to a 15-year-old boy, authorities said.Ramsey Bearse, a 28-year-old teacher at Andrew Jackson Middle School outside Charleston, West Virginia, allegedly sent the photos to a former student, according to the Kanawha County Sheriff's Office.The boy's parents found the photos on his phone and told police about them last week. They said their son was a student at Andrew Jackson from 6th to 8th grade and that Bearse was a teacher there during some of that time, according to a criminal complaint.In an interview with police, Bearse admitted to sending at least four photos of her topless via Snapchat from about August to October, the complaint states.She is charged with four counts of distributing obscene materials to a minor, a felony.The former beauty queen has been suspended from her teaching position and was released on a ,000 property bond after her arraignment, the sheriff's office said.Bearse, who competed in pageants under the name Ramsey Carpenter, was named Miss Kentucky in 2014.She won the preliminary talent competition at the national Miss America pageant in Atlantic City for her fiddle performance, CNN affiliate WTVQ reported at the time. A Russian woman who needed surgery to address ovarian cysts was given Fedyaeva formalin, a solution that contains formaldehyde, which is used to preserve bodies, Russian state media organization RT reported.Ekaterina Fedyaeva, 28, was told by doctors the procedure would be routine. Little did she know it know that the laparoscopic procedure to remove the cysts would kill her. Fedyaeva was supposed to be given saline solution, but instead was given the formaldehyde-type solution. Fedyaeva then complained to her mother, saying that she was "dying."It turns out she was right. Doctors tried to wash her abdominal cavity of the formaldehyde.Her organs began failing. In response, doctors tried to keep her alive, but she died last Thursday. Russia's minister of health, family and social well-being Rashid Abdullov said, "I express my sincere condolences to the relatives and relatives of Catherine Fedjaevoj. It's a big tragedy! We will provide all the necessary assistance to the family. All the guilty officials have already been held accountable, the investigating authorities continue to work."It is unclear how doctors mixed up the two solutions. Authorities in Russia have opened a criminal investigation into the surgery.   1341

A Michigan couple faced discrimination due to their sexual orientation, but because of the state's laws, it’s legal. They’re sharing their story because of a new national campaign called Beyond I Do.The campaign highlights states that are legally allowed to discriminate due to sexual orientation, for things like employment, housing and social services, doctors visits or dining at a restaurant.Jami and Krista Contreras are a couple from Oak Park, Michigan. Three years ago, they became new parents and brought their six-day-old newborn to a local pediatrician, but they were denied care. "Your doctor prayed on it and decided she won't see you all today,” Krista Contreras claims one employee at the doctor's office said.The couple was floored. They said they had personally experienced discrimination for their sexual orientation, but they never though it would directly carry over to their newborn in this way.“We spoke to other people and they would say well they can’t do that… that’s not legal and we looked into it and it was legal,” Jami Contreras said.According to the Beyond I Do campaign, 31 states including Michigan don’t have protections for this kind of discrimination. “It was horrifying and humiliating and we just kept thinking god she's 6 days old and she’s already experiencing discrimination,” said Krista.  1358

A New York couple who were reportedly on their honeymoon drowned after being caught in a rip current. The United States State Department confirmed to E.W. Scripps that the U.S. citizens died on Oct. 28 while in Turks and Caicos.USA Today reported that New York Attorney Mohammad Malik, 35, and his bride, Dr. Noor Shan, 29, were married just four days when they drowned after being pulled under a rip current near their resort.The groom's father, Maqbool Malik, told Long Island Newsday that the loss is "devastating."He told the newspaper that the couple was pulled out from the water by witnesses, who performed CPR, but they both died at the scene.According to the National Oceanic and Atmospheric Administration, riptides are "powerful, narrow channels of fast-moving water."Officials with the State Department offered their "sincerest condolences to their loved ones on their loss" and said it had "worked to provide all appropriate consular assistance to the families" and "out of respect to the families during this difficult time, we have no further comment." 1075
