SAN DIEGO (KGTV) - Serious crashes and traffic-related deaths have increased in San Diego, a trend the police department is hoping to reverse.One strategy to tackle the problem is education through enforcement operations.On Saturday officers focused on the Hillcrest and Linda Vista neighborhoods, citing drivers for speeding, making illegal turns, failing to stop for signs/signals and failing to yield to pedestrians in crosswalks. They also cited pedestrians crossing the street illegally or failing to yield to drivers who have the right of way. "For me personally I really want to see the number of our serious collisions reduced because when I am on my normal shift I do go to the serious injury collisions since I work traffic division, and it's just really disheartening and sad to see people involved in preventable collisions getting seriously injured," said traffic Sgt. Robert McDonald. McDonald says the city saw 56 fatalities in 2018, a roughly 51% increase in deaths from 2017. He says 34 of the fatalities were pedestrians. Officers were also targeting people on scooters breaking the rules. "I have seen more and more people riding the scooters on the street, like they're supposed to, instead of the sidewalk, but we still have a continuing problem with people riding on the sidewalk, going too fast, drinking, colliding, injuring themselves," said Sgt. McDonald.Funding for the program is provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration. 1541

SAN DIEGO (KGTV) -- Seven patients from Rady Children’s Hospital took a break from their treatment and got in the water with Bottlenose dolphins.SeaWorld trainer Jorge Villa hosted the children for the experience. Villa holds a special place in his heart for Rady Children’s because he was treated there when he was diagnosed with Diabetes at the age of 12.For many of the children, it’s therapeutic and offers them a chance to forget about whatever health challenges they face and focus on being a kid.“It just brings you into the playful childishness that you have in your heart and in your mind,” said Juliana Abraham, 14. She’s been fighting a rare form of brain cancer.  Her mom says faith, prayer, and a positive attitude have helped Juliana persevere.Rady has been offering the dolphin interaction program to patients since 2008. It was first inspired by SeaWorld dolphin trainer and cancer survivor Joy Clausen-Soto.For more information on the program, contact Rady Children’s Hospital at 858-576-1700. 1038

SAN DIEGO (KGTV) -- Saturday marks the first day of the electric scooter and motorized device ban on San Diego's beach boardwalks. They include La Jolla Shores, Pacific Beach, Mission Beach, and the bayside walk area of Mission Bay.The ban comes after multiple reports of wipeouts, severe injuries, and even deaths. It was finalized by a 5-4 city council vote in December. For the first 30 days, San Diego Police will be issuing warnings. After that, they will be giving out citations. Despite being illegal, the scooters will be geo-fenced to 3 miles-per-hour on the boardwalks. This is slower than the average walking speed and the safest way to enforce the ban.10News met Felicia Minton and her mommy group, walking along the boardwalk in Mission Bay. She said she feels much safer since the ban went into effect. "Is it a good thing. I think people are naturally starting to understand that it's not the safest way of transportation," Minton said. Some people said it is not fair to be lumped in with e-scooter renters who are not good at what they do.We also met Will Brockett, who owns and rides a device called the "One-Wheel." It resembles a skateboard with one giant motorized wheel in the center of the board. "I just hit 1,300 miles on it," Brockett said. He is in a Facebook group of enthusiasts who go on group rides, mostly in Mission Bay, including the boardwalk. Before the council vote, his group submitted a petition to stop the ban, arguing that as responsible owners, they take care of their rides and prioritize safety. "You don't ride completely hammered after a Saturday night, on a dark street with no safety gear," Brockett said. California law defines a motorized scooter as a vehicle that has two wheels, handlebars, a floor-board that can be stood up while riding, and a motor. But the local prohibition includes ALL electric devices, including e-scooters, e-bikes, Segways, and one-wheels. "If somebody is acting with no regard for safety or pedestrians, that falls on the individual. Not on a whole group of individuals," Brockett said. SAN DIEGO (KGTV) -- San Diego’s City Council voted 8-1 Monday evening to ease parking requirements for certain housing projects, which they say will make it easier for developers to build new homes. Mayor Kevin Faulconer said Monday that the current parking rules are outdated, but opponents say San Diego isn’t ready for the changes and that the city should focus on improving transportation. The plan gets rid of parking requirements for multi-family units in neighborhoods within half a mile of mass transit. “While it took way too long to get this ordinance approved, I praise my colleagues for finally getting it across the finish line,” said Councilmember Scott Sherman. “This is good news, but our work to fix San Diego’s housing crisis is nowhere near complete. We must continue pushing innovative strategies to improve housing affordability and we can’t wait two years for approval.”Before Monday’s vote, at least one parking spot per unit was required. The new policy gives residents who don’t have a car the option of paying less for housing. Supporters say the move makes it easier for developers to build and help the city reach it’s climate action goals. Those opposed say San Diego doesn’t have the public transportation to support the change. Critics also say roughly 94 percent of San Diego residents own a car. SAN DIEGO (KGTV) - Since the deadly shooting in Parkland, Florida last month, the San Diego County District Attorney's office has seen 19 cases of local school threats.Nine juveniles so far have been charged criminally, according to District Attorney Summer Stephan."We can't assume that the threat is a joke," Stephan said.Stephan said that even though there is not an intent to carry out a school shooting, the person behind a social media threat could face a felony charge if they determine there is an intent to cause fear.Students could receive consequences ranging from custody time, community service, additional mental health services, restorative justice, or access to social media taken away ordered by a judge.San Diego County school threat timeline:"When they hear the judge mention taking their social media away, you can see their faces change over that," Stephan said. "It's important that parents and [the] community really talk to their kids."Stephan said investigators look at a number of factors when determining which cases rise to the level of charges."We have to look at do they have access to weapons? Have they acquired weapons recently? Have they visited websites that indicate a fascination with school shootings and violence?" Stephan said.Of the 19 cases, Stephan said eight cases "did not rise to the level" of criminal charges. However, she said they will work with the minor and the family to prevent a similar situation in the future. A couple of the other cases are still under investigation. 1533
