SAN DIEGO (KGTV) -- San Diego County remained on the state’s COVID-19 monitoring list as of Monday, but Gov. Gavin Newsom said during a news conference that the county could be dropped from the list by Tuesday.Sunday, Aug. 16, was the fifth consecutive day San Diego County reported fewer than 100 positive coronavirus tests.State and county officials have said counties would be removed from the monitoring list if rates remain below 100 positive cases per 100,000 people for three straight days.Of the state's 58 counties, 42 remain on that list; five counties were added, with Santa Cruz County falling off Aug. 14."This is a dynamic list. People come on, people come off, the numbers shift every single week," Newsom said Monday. "I anticipate this week the numbers to shift again and it looks like, all things being equal and the latest reporting period -- 24-hour reporting period, which we will have later this evening -- it's very likely San Diego will join the list of those counties removed. So, likely tomorrow."County health officials were expected to announce the latest local statistics on Monday afternoon.For K-12 schools to potentially reopen for in-person instruction, San Diego County will have to reach 14 straight days with positive virus cases below 100 per 100,000 people.As many as 48 elementary schools in the county have filed waivers that in hopes of returning to in-person classes. 1417

SAN DIEGO (KGTV) - San Diego Gas and Electric said Tuesday night that the company has started work to restore power in certain areas. The company says wind in certain parts of the county has died down and employees are beginning to inspect power lines before turning power back on. To see when SDG&E expects to turn power back on in your area, click here. The company shut off power to nearly 30,000 customers Tuesday morning due to a public safety shut-off or unplanned outages due to high winds, the utility company reported.  By Tuesday night, that number dropped to about 18,600 customers."Before nightfall (Tuesday), we worked to expedite the process to begin restoring power to some customers impacted by today’s strong weather event. SDG&E crews and contract firefighters helped patrol power lines to ensure they were safe and free of debris, so we could begin safely restoring power. This same process will begin at daylight (Wednesday), starting with areas of the county that are not expected to see high wind speeds (on Wednesday)," an SDG&E spokesperson told 10News in an email.“We recognize how inconvenient it is to be without power. SAN DIEGO (KGTV) -- San Diego Police Chief David Nisleit has ordered an internal investigation into a controversial arrest that is making the rounds on social media. The video shows a protester being taken away in an unmarked van as one officer warns her family around her not to follow them or he will shoot. Thursday at around 9:30 pm, a young woman is handcuffed on Park Avenue. Moments later, she is snatched off the street and taken away in the unmarked police vehicle. "She said somebody took Shayla; like somebody came and took her," the woman's mother, Breann Piccini, told ABC 10News exclusively. (WATCH VIDEO IN PLAYER ABOVE STORY)The woman detained in the video is a 20-year-old biracial San Diego State University student, Shayla Piccini. Piccini's mother said Shayla and her cousins spent the day at a massive protest in Downtown San Diego. After several hours, the group was walking back to their car when Shayla saw several police motorcycles driving past them. At that moment, Shayla held up her cardboard sign, according to her mother. 1060

SAN DIEGO (KGTV) -- San Diego Police need help finding a man accused of burglarizing a boat and leaving behind a meth pipe and his own feces. The owner of the boat, Donnie Vachon, is still trying to pick up the pieces since it happened. He's out thousands of dollars due to damage and stolen property."Put it in perspective, it's just a boat, but it's our boat, it's our family's boat, it's my grand-babies boat," said Vachon.The theft happened in September and since then Vachon has heard of two more boat burglaries.He says the same off-brand soda can was left on both his boat and one of the others burglarized."It's kind of a heartbreaker, you wake up and go to work every day and here it sits," said Vachon, looking at the boat parked in the driveway.Detectives have not yet confirmed whether the burglaries are connected but are looking into it.If you have any information, contact Crime Stoppers. SAN DIEGO (KGTV) — Residents in Ocean Beach are taking their concerns over what they say is a dangerous intersection to the OB Planning Board.Isaac Darby, Vice President of the OB Neighborhood Watch, says the intersection in question is Saratoga Ave. and Ebers St., situated near a children’s park and blocks away from Ocean Beach Elementary.The OB Neighborhood Watch group wants to see a four-way stop sign at the intersection. “People kind of pick up momentum seeing that the stop sign on Santa Monica is the last one all the way before the stoplight at Voltaire, so it’s kind of the last stop before you just can bonsai out of town,” said Darby.In addition to speeding, he says large trucks are often parked on the street causing blind spots. Darby says the intersection is most dangerous during the morning and evening commutes, for both drivers and pedestrians.Darby’s initial application to the city for a four-way stop sign was denied; he was told it didn’t meet city requirements. Now he and other residents are taking their concerns to the OB Planning Board in hopes of building a stronger case.The OB Planning Board Chair says the board can request a traffic study. Once it's complete, the city will review it and make a recommendation. “My plea is do something proactive before we have to be reactive and someone gets hurt or worse,” said Darby. “A lot of the little accidents and fender benders aren’t reported.”Darby says the community is only growing and that they hope to get ahead of problems. 1518
