Millions of small businesses that received Paycheck Protection Program loans have been waiting for answers on how and when their loans would be forgiven. Now, the Small Business Administration has announced a plan that would forgive almost 70% of all the loans it gave out.“The new guidance that has come out from treasury department and the SBA aim to ease the process for applying for forgiveness of loans under ,000,” said Molly Day with the National Small Business Association.The new guidance forgives PPP loans that were ,000 or less, but also comes with a new rule. The rule allows businesses with no employees or businesses where the owner is the only employee, can now have most or all of their loan forgiven.Initially, most of the forgivable portion of a PPP loan was that which was used toward paying employees. The new rule also relaxes the scrutiny requirements on lenders to review documentation from small businesses proving how the money was spent.“A lot of small businesses don’t have employees, or they have one employee and that is themselves, adjusting that really makes it a lot more workable for the sole proprietors that are small businesses [and] are doing great work and deserve some assistance as well,” said Day.The forgiveness process laid out by the Small Business Administration does not have the usual red tape that comes with most government forgiveness processes. Business owners who received loans of ,000 or less have to fill out a one-page document, just released by the SBA, and have their lender process it.“I do think making the forgiveness process easier and more streamlined could help many small businesses,” added Day.With the loan debt hanging over their heads, many small businesses have been reluctant to take on additional debt or put more of their saving into their businesses. Relieving them of the loan burden could now allow them to do so and may result in saving some businesses that were on the brink.However, the SBA points out there’s no guarantee and is still pushing for continued support from Congress in the next stimulus bill. National lab companies are offering antibody tests as part of their return to work offerings, but doctors are warning these tests shouldn't be used yet to determine whether it's safe for you to be back in an office.“There is not a perfect antibody test out there right now to determine an individual’s immunity to COVID-19,” said Dr. Susan Bailey, President of the American Medical Association. “The tests are getting better. We've come a long way in the last few months, but we're certainly not ready to do anything like give someone an immunity certificate or anything like that.Quest Diagnostics and LabCorp are two companies offering the testing to employers.LabCorp does say that antibody testing should not be used as the sole basis to diagnose or exclude COVID-19 infection.Quest Diagnostics also emphasizes it is unknown how long antibodies persist following infection, and if the presence of antibodies gives you immunity.That's something the American Medical Association agrees with.“Everything needs to be taken in context. Have you been exposed to COVID-19? How careful have you been? Have you been in any settings where you might have been inadvertently exposed?” asked Bailey. “The lab values themselves may not mean a whole lot. We still have a lot to learn when it comes to what defines immunity to COVID-19.”Bailey also points to early studies on antibodies that indicate they may not last very long. She says she's not sure antibody testing is ever going to be the way to go to determine when someone is safe to go back to work.If you do get an antibody test, it's important to go over it with your doctor so they can help you understand the significance of it.The American Medical Association says antibody tests can be helpful to try to see how many people in an area have been exposed to COVID-19, and also for determining if someone who had COVID-19 is eligible to donate plasma. 1909

NATIONAL CITY (CNS) - Authorities are offering a ,000 reward for information that could help solve the murder of an 18-year-old man killed in National City three years ago Thursday. Juan Carlos Munoz Jr. was fatally shot on Oct. 11, 2015 after a gunman walked up to his vehicle, asked Munoz Jr. and his friend where they were from and fired five shots from a handgun into the vehicle. The attack, which killed Munoz Jr. and injured the 17-year-old passenger in the car, occurred around 7:50 p.m. near 16th Street and Prospect Avenue in National City.The shooter has been described as a Hispanic man in his 20s, with a heavy build and a shaved head. He was last seen driving east on 16th Street in a four-door Nissan Altima.The ,000 reward will go to anyone with information that leads to an arrest in the case. Nearly 20,000 are without power, and up to an additional 192,000 customers could lose power due to wildfires in Southern California.Parts of Southern California have been under red flag warnings as gusty winds have fueled the spread of wildfires. The area has also had low humidity, which also has helped fuel fires.The National Weather Service said on Monday that “if fire ignition occurs, conditions will be favorable for rapid fire spread, long range spotting, and extreme fire behavior which would threaten life and property.”A handful of fires have burned in recent days, the largest is the Bond Fire, which originated in Orange County last week. The fire has claimed over 7,300 acres of land, but firefighters have been able to contain 60% of the fire. 766
