An Atlanta police officer has been fired following the fatal shooting of a black man and a second officer was placed on administrative duty. The move announced by police early Sunday comes on the heels of the resignation of Atlanta's police chief following the killing of 27-year-old Rayshard Brooks. Police identified the fired officer as Garrett Rolfe. Atlanta Mayor Keisha Lance Bottoms said she doesn’t believe the shooting was justified. "It has become abundantly clear that over the last couple weeks in Atlanta is that while we have a police force full of men and women who work alongside our communities with honor respect and dignity," Bottoms said, "there has been a disconnect with what our expectations are, and should be as it relates to interactions with our officers and the communities in which they are entrusted to protect."The Georgia Bureau of Investigation say Brooks resisted arrest after he failed a field sobriety test and a struggle ensued over a Taser. Police say 36 people were arrested at Saturday night protests. A Wendy's restaurant, which was the site of Brooks' death, was destroyed amid the unrest on Saturday.Police have released body camera and dash camera footage.The Georgia Bureau of Investigations said that officers responded to a call of a man who fell asleep behind the wheel in a drive thru. The police accused Brooks of failing a field sobriety test.Police then claimed Brooks struggled with officers during the arrest. The Georgia Bureau of Investigations said that officers then fired a Taser at Brooks.Eyewitnesses told investigators that Brooks then struggled with officers over the Taser, and that’s when Rolfe officer shot Brooks.Brooks was transported to the hospital, and he died during surgery.Atlanta has been the site of a number of large protests in recent weeks in the wake of the death of George Floyd. Floyd died on Memorial Day in police custody after a Minneapolis police officer held a knee against his neck for nearly nine minutes.The NAACP reacted to Saturday's shooting via Twitter."Stop urging the black community to be patient as our people are being gunned down by those sworn to 'protect and serve.' Amid the political gridlock in Washington, it’s one of the rare instances of a bill getting marshaled forward in a bipartisan fashion.It’s called “The Crisis Stabilization and Community Reentry Act of 2020,” which recently passed the U.S. Senate. At its core, it would help provide mental health services for people in the criminal justice system who don’t usually get it.“It tries to deal with a fundamental problem we have in this country, that too many people with mental illness end up in jails and prisons,” said Chuck Ingoglia, CEO of the National Council for Behavioral Health. “I've had the opportunity to go around the country and to talk to local sheriffs and they understand that people with mental illness don't belong in their facilities, don’t do well in their facilities.”In fact, from 2006 to 2016, in jails around the country, suicide was the leading single cause of death. Yet, the problem goes beyond prison walls.It can be a lonely road for inmates after they have served their time and are released back into the community. Part of what the bill hopes to address is what happens with their mental health since many of them report they don’t have health insurance to get their needed medication.About 80 percent of inmates released lack health insurance, and those that do have it, often wait an average of 48 days to get an appointment at a behavioral clinic.To fill in that gap, among other things, the bill would allocate million a year for five years towards programs that strengthen the link between law enforcement and community mental health providers.“Unfortunately, in many places, there is no alternative,” Ingoglia said. “This bill, these new grant programs that it's seeking to create, would try to give more options to communities.”It’s a bill whose future now lies in the hands of the U.S. House of Representatives. 1861

The 5-year-old mare was euthanized on the advice of the attending veterinarian.Trained by two-time Kentucky Derby winner Doug O'Neill, G Q Covergirl had six wins in 16 career starts and earnings of 0,730. She had won her last two starts and finished in the money in all of her six races this year. O'Neill also owned the mare in a partnership.The training track has caused the fewest number of breakdowns. However, there have been three deaths on it since the fall meet began on Sept. 27, including one that was believed to be a heart attack.
