SAN DIEGO (KGTV) - One of La Jolla's most scenic spots is also the scene of a 20 year battle that has left the community divided.The Coastal Commission voted unanimously Thursday night to approve a measure to renew a 10-year permit to close the Children's Pool to human access during Harbor Seal Pupping season.The Children's Pool was built in 1931 to give kids a safe place to enjoy the beach.In the late 1990's, harbor seals moved in on the area creating conflict.Surveillance cameras captured visitors getting dangerously close to the seals causing the city to take action.In 2014, they decided to close the Children's Pool from December 15th through May 15th. This is typically the time period when mother seals use the beach to birth their calves.The California Coastal Commission agreed to try out this plan for five years.Dr. Jane Reldan, President of the Seal Conservancy, said the beach closure was an "elegant compromise." Reldan added that the closure happens during a time of year when it's cold and people don't want to go swimming anyways.Opponents say there's plenty of coastline for the seals to use and that it's time the Children's pool was given back to the kids. 1190

SAN DIEGO (KGTV) — Northbound lanes of Interstate 5 through National City were shut down early Saturday following a deadly crash.The two-vehicle collision occurred just after the State Route 54 connector, according to California Highway Patrol. All traffic was being diverted off I-5 at the Mile of Cars. Traffic was also being diverted off WB SR-54 onto Highland Ave.Traffic gridlocked in the area, backing up onto the E St. on ramp in Chula Vista and westbound Sr-54 connector, according to CHP. Some motorists were seen turning around on the on ramp and driving the wrong direction.MAP: LIVE TRAFFIC CONDITIONSCHP reported that all NB I-5 lanes were reopened just before 11 a.m.The cause of the crash is being investigated. But CHP said it appeared a Toyota Tacoma was speeding in the emergency lane to get around traffic and caused a chain-reaction crash involving at least four vehicles.That suspected driver of that truck reportedly took off after causing the crash, CHP said. Officers were searching for that driver Saturday morning.One person died in the multi-vehicle crash. That person has not been identified. 1128

SAN DIEGO (KGTV) — Pacific Beach residents were seen running for their lives as a pickup truck slammed into several parked vehicles early Thursday.Witness video captured the incident, showing a pickup truck revving its engine, screeching its tires, and slamming into vehicles. Witnesses said at least nine vehicles were damaged. Another video showed neighbors holding the driver down on the ground until police arrived, one neighbor holding the man down in a headlock. Someone nearby could be heard yelling, "don't hurt him," at the group.Police arrive to detain the driver, but it's not clear what led to the dangerous incident.One neighbor who helped hold down the driver said his first reaction was to prevent anyone for getting hurt."My first reaction he needed to get out of the car and restrain him so he didn't hit anyone else," said James Scherr.The driver was taken to a nearby hospital by police for minor injuries. SAN DIEGO (KGTV) -- Public health experts are worried that with COVID-19 cases surging, family gatherings during the upcoming holiday season could make for an epidemiological disaster. While officials are urging people to follow stay-at-home orders and avoid indoor gatherings with those outside of the immediate household, they realize that many families will get together regardless of the risk.“There are a lot of reasons why don’t do the thing that your physician or your county board of supervisors would label compliant," said Dr. Rebecca Fielding-Miller, a social epidemiologist and associate professor at UC San Diego. "And so the best thing that we can do is say, OK. In the absence of perfection, here are the other things you can do to protect yourself.”Fielding-Miller recommends that a family that insists on getting together for Thanksgiving create, in effect, its own version of a bubble such as the one successfully used for the restart of the NBA season. To create the safest bubble possible requires invitees to the dinner to isolate beginning at least by Wednesday the week before Thanksgiving. Each person should then get a COVID test three days before the holiday so there is enough time to get the result back. Fielding-Miller said it's critical to have a conversation with guests to make sure they understand and agree to those safety measures. "When we talk about bubbles, your bubble is really only as safe as the person who is the least interested in maintaining the safety of the bubble," Fielding-Miller said.Once Thanksgiving Day arrives, eating outdoors is much safer than indoors. Fielding-Miller also suggests trying to keep members of different households spaced out as much as possible. It is also critical to wear masks as much as possible.She also said that safety efforts do not end on Thanksgiving Day. "You need a plan for, I would say, testing five to eight days after you spent time with your family, so you can immediately let people know if you are positive and they need to get tested,” Fielding-Miller said. She also recommends keeping your children home from school for at least the first two days after the holiday, to protect them from children who may have contracted the virus during Thanksgiving trips.Fielding-Miller said how San Diego behaves to control the spread of the virus over Thanksgiving will help determine the severity of the situation for the December holidays. But while she said this is likely to be a very difficult holiday season, there is reason for optimist. “A vaccine is coming and it really is darkest before the dawn.
