UNITED NATIONS, Jan. 19 (Xinhua) -- China's Permanent Representative to the UN Li Baodong said here Thursday that caution should be called for in metering out sanctions in international affairs.Li made the remarks when addressing a Security Council open debate on the question of justice and rule of law."We are in favor of improving the UN sanction regime on the basis of extensive consultations so as to improve its credibility, procedures and establishing effective monitoring mechanisms and to establish strict criteria, define timelines, " Li said."Sanctions should be only carried out on basis of facts and evidence. Double standards must be avoided. Impacts against civilian lives and social economic development must be minimized," the ambassador said.Stressing that the UN chart and the fundamental principles of international law as established in it should be upheld, Li said rule of law in international relations should be strengthened.The Charter as well as principles of international law established in it constitute the call of rule of law in international relations and represents the bedrock for developing rule of law in international relations, he said."In the conduct of international relations and international affairs, adherence to the Charter and other fundamental principles of international law, such as respect for national sovereignty, non-interference in internal affairs, fulfillment in international obligation in real earnest is the essence of promotion of international rule of law," said Li.According to the Charter, UN Security Council resolutions constitute the integral part of international rule of law. Promotion of international rule of law requires strict implementation of the Security Council resolutions by member states, he added.

BEIJING, Dec. 4 (Xinhua) -- Acclaimed orthopaedic surgeons and experts attending a major conference in Beijing have agreed to build up a platform for international cooperation aiming at jointly coping with medical and social challenges.At the Sixth International Congress of the Chinese Orthopaedic Association (COA) that concluded on Sunday, presidents of more than 80 national and international orthopaedic societies signed a declaration which seeks a model for both developing and developed countries to help reduce medical costs in the aftermath of the global financial crisis.With an aging global population, rapidly rising medical costs have become a heavy financial burden for governments worldwide. Medical insurance cost control has become a hot topic around the world.Bone and joint diseases, infections due to traffic accident traumas and other diseases causing high disability rates have affected millions of people worldwide."One of the objectives of the COA international conference is to provide a platform for medical experts around the world to discuss not only clinical techniques but also medical and social problems," said Professor Wang Yan, chairman of the COA.To fully leverage existing professional knowledge and resources, presidents of orthopaedic organizations attending the conference adopted and released the Beijing Declaration which calls for a platform to enhance global and national collaboration and partnerships among the professions, industries and related patient organizations and disciplines.The declaration also stresses maximizing Internet-based learning and encouraging international exchanges."Worldwide, I have one lament, that we've spent so much money on medical research, but very little on orthopaedics. JIUQUAN, Oct. 26 (Xinhua) -- China will launch the spacecraft Shenzhou-8 in early November at the Jiuquan Satellite Launch Center in northwest deseart area.The unmanned spacecraft is expected to perform China's first space docking with Tiangong-1, or Heavenly Palace-1, a space lab module that was launched in September from the same launch center.The spacecraft and its carrier rocket, an upgraded Long March-2F, were transferred on Wednesday morning on a 20-meter-wide railway to the launch pad.The launch pad is 1,500 meters away from the assembling and testing center. It took nearly two hours to complete the transfer.Technicians completed testing on the assembling of Shenzhou-8 and the rocket after they were delivered to the launch center at the end of August, said Lu Jinrong, the launch center's chief engineer.In the next few days, the launch center will continue testing the spacecraft and the rocket, and inject propellent before the final launch in early November, Lu said.The assembling, testing and transferring of the spacecraft and rocket were all conducted while they were vertical.Shenzhou-8 is capable of docking with the spacecraft Tiangong-1 in both manual and automatic modes.The Tiangong-1 space lab module is functioning smoothly in the orbit, and all equipment and experiments are going well, according to Lu. The module is ready for the docking task, Lu said.

WASHINGTON, Nov. 29 (Xinhua) -- China and the United States on Tuesday held high-level talks on enhancing cooperation on anti- monopoly and anti-trust enforcement, with an aim to strengthen the bilateral economic and trade relations.This was the first time that the two sides held such meeting since they signed in last July a memorandum of understanding (MOU) on anti-monopoly and anti-trust enforcement cooperation by related enforcement agencies from the two countries.Gao Hucheng, China's International Trade Representative and Vice Minister of the Ministry of Commerce, led the Chinese delegation to the talks with the U.S. delegation headed by Jon Leibowitz, chairman of the U.S. Federal Trade Commission, and Sharis Pozen, acting Assistant Attorney General of the Department of Justice in charge of anti-trust affairs.The two sides briefed each other on the latest developments on the anti-monopoly and anti-trust policies and their enforcement in own country, while discussing ways to further strengthen anti- monopoly and anti-trust enforcement in related industries, during a time of economic downturn.They also reached an agreement on the guidelines of cooperation on pursuing anti-monopoly and anti-trust enforcement in individual cases, such as mergers of corporations, after reviewing the bilateral exchanges and cooperation in this field.It was agreed that the China-U.S. economic and trade relations are the cornerstone of the overall bilateral relationship, and the enforcement of anti-monopoly and anti-trust laws can help secure the smooth development of their economies, to the benefits of both countries and peoples.Such talks are conducive to enhancing mutual understanding of each other's practices in formulating and enforcing anti-monopoly and anti-trust policies, through sharing experiences and increased cooperation, the two sides agreed.In July, three Chinese anti-monopoly law enforcement agencies, the National Development and Reform Commission, Ministry of Commerce and State Administration for Industry and Commerce, signed the MOU on cooperation in anti-monopoly and anti-trust enforcement, with the U.S. Department of Justice and Federal Trade Commission.The document is a long-term framework between China's anti- monopoly enforcement agencies and their U.S. counterparts, designed to promote better enforcement of competition laws and regulations of the two countries. Under the MOU, the two sides will hold high-level consultations, exchange of information on law enforcement and policies, as well as cooperation on specific cases, mainly for mergers.
