CHULA VISTA (KGTV) - A former San Diego psychiatrist who reportedly had offices in Chula Vista, San Ysidro, Kearny Mesa and El Cajon pleaded guilty Monday to a felony charge of having sexual contact with seven female patients during office visits and a misdemeanor count of sexual battery for groping an eighth woman.Leon Fajerman, 75, will be ordered to serve 365 days in custody and be required to register as a sex offender at a sentencing hearing Jan. 18.Judge Francis Devaney will consider alternatives to actual jail time, according to Deputy District Attorney Carolyn Matzger, City News Service reported.REPORT: San Diego County psychiatrist charged with sexual battery, having sex with patientFajerman -- who has been a licensed physician in California since 1978 -- voluntarily surrendered his medical license in May, state records show.In September 2017, court records showed that Fajerman assaulted three female patients, including one who said he groped her breasts and buttocks, according to the Union-Tribune.The complaints were turned in to the Medical Board of California. Fajerman surrendered his medical license May 15, 2018.Fajerman received his medical degree from the University of Buenos Aires and had been in practice for more than 20 years, according to US News. 1309

CHULA VISTA, Calif. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

Managers organize data.It sounds like a lot. But a group of Chula Vista students has it down to a science.Rancho Del Rey Middle School's Royal Robotics team is a "well-oiled machine," as they like to put it. Each one of the team's talented students has a role and executes their jobs soundly.RELATED: STEM programs in San DiegoIt's how they qualified for the VEX Robotics World Championship in Kentucky on April 18."We're going to have to go up against other robots from around the world that have gone to worlds through different awards. And generally, some of them will be tournament champions so we do have to make our robot highly effective to combat them,"And the team has put in long hours to perfect their creation."They take the robot home with their parents' help and work on the weekends," teacher Kirk Braito said. "It's just an amazing amount of dedication."Thanks to the completeness of their design notebook, which houses all their data, the team hopes to grab the award for best design and have a championship banner to hang at Rancho Del Rey.But the team faces one last obstacle, getting to Kentucky."It is an enormous financial obligation that I'm trying desperately to make up because the funding is basically all us," Braito said.The team has set up a GoFundMe to help with expenses and has raised almost half of their goal. CHULA VISTA, Calif. (KGTV) -- A close family friend is speaking out after a 15-year-old boy was stabbed at a Chula Vista birthday party while defending his friend. Devin Griffiths was stabbed at a birthday party on the 900 block of Maria Way in Chula Vista on January 31. Reid Schneider, a friend of the family, says the party was first advertised on the social media platform Snapchat. Schneider says there was a doorman at the party as well as security guards. Witnesses say an argument between Devin’s friend and another teenager escalated into a fight outside. Devin, who was not involved in the original fight, intervened to help his friend when he was stabbed. "They started hurting Devin’s friend. Devin jumped in and he was beat down pretty bad and stabbed a few times," Schneider said. "He had some severe brain damage. I guess he was considered dead on scene and they kind of brought him back."RELATED: 15-year-old stabbed, killed protecting friend at Chula Vista birthday partyDevin underwent at least five surgeries within the first 12 hours, according to Schneider. He died on February 16 after being taken off life support. "There was a lot of times where we thought there was hope and and unfortunately there was too much damage," Schneider added. Police told 10News Tuesday that the teen “passed away with his family at his side.”A candlelight vigil was held for the teen Wednesday night on the Helix High campus, which is where Devin went to school. A GoFundMe has also been set up to help the family. "He was a kid that has gone through a lot more obstacles than a lot of other kids and adults as a 15-year-old. And he was striving. He was striving and he was going to make something of his life," Schneider said. All the suspects are still at-large. Investigators believe witnesses may have used their cell phones to record the stabbing and are asking anyone with information or video to come forward. CHULA VISTA, Calif. (KGTV) -- A developer wants to add 300 more units to the Otay Ranch project in Chula Vista, expanding the housing options on the 35 acre site.Baldwin and Sons, the developer behind the project, is asking for public input at a meeting Tuesday night. It's at 6:30 pm at the Residence Inn by Marriott at 2005 Centerpark Road in Chula Vista.Right now, the project, called Otay Ranch, calls for 600 multi-family units, a 2 acre park, 15,000 square feet of commercial retail and two hotels. One of the hotels opened in 2017 and construction on the 292 planned for-sale condos is underway.Now, they want to add 300 units to the plans."There's a real need for housing in this location," says Nick Lee, a spokesman for Baldwin and Sons.Under the original plans, 300 apartments would have been built, with most of them being two or three-bedroom units. The new plans call for 600 apartments, with 65% of them being either studio apartments or one-bedroom units.Lee says this will bring in more young professionals, instead of families with children. That will minmize the impact on nearby schools, which are all near capacity.People who live nearby are more concerned about the traffic problems that will come about with 1000 new homes in the area."It's unbearable," says Michelle Harrison. "I don't think anyone planned for the congestion we already see on a daily basis."Lee says the soon to open South Bay Rapid from MTS will alleviate some of the traffic problems. The apartments are a 5 minute walk to the Otay Ranch Station.He adds the developers have worked with the city and are keeping the project well within the bounds of the General Plan. Also, Lee says an updated Environmental Impact Review showed the additional housing will not create any greater impact on the area than the original plan.Lee says Tuesday's meeting will be important to find out what the people who live nearby want to see in the complex.The company hopes to have final plans approved by the City Council in the start of 2019, so construction can begin as soon as possible. 2079
