SAN DIEGO (KGTV) -- A developer is proposing to build 1,200 housing units over the now-shuttered Carmel Mountain Ranch Country Club golf course.New Urban West is planning what's called "The Trails at Carmel Mountain Ranch." The plans, submitted to the city, call for 1,200 multifamily homes - a mix of for sale, and for rent - plus 111-acres of open space, including six miles of trails. The 164-acre project would make 10 percent of its rental units available for low-income households at 65 percent of the median income. "The plan features affordable and market rate housing for young families, working professionals, and seniors in very close proximity to thousands of jobs and a major transit center," said a statement from Jonathan Frankel, a vice president at New Urban West.Carmel Mountain Ranch golf course closed in 2018, amid a series of golf courses shutting down due to skyrocketing water rates. The course has since been fenced off, and is dominated by weeds and overgrowth. Now, a group of residents called Carmel Mountain United is raising concerns over the development in the golf-centric neighborhood. The neighborhood has several golf-cart crossing warning signs and its streets are named after famous courses.Troy Daum, who heads the group, says many people bought in the neighborhood because of the golf course. Now, his group is raising concerns that the development could increase traffic and make it more difficult to evacuate quickly in the event of a wildfire. Daum said New Urban West has ignored those calls and should instead focus on redeveloping area retail centers into mixed-use housing. "I don't think there's compromise with 1,200 homes," Daum said. "There's just not room in the community to handle that."Frankel says the project comes after neighborhood workshops and online surveys. A release from New Urban West notes upwards of 1,600 units could have been built on the property. SAN DIEGO (KGTV) -- A father is speaking out after being stuck on a SeaWorld ride for several hours in the cold Monday night. In video from the incident, 15-year-old Jordan Sherr can be heard shivering in the cold as temperatures plummeted into the low 40s. Jordan and his dad Jonathan were in a gondola on the Bayside Skyride when, two minutes into the ride, a huge gust of wind blew into the bay. “40-50 miles per-hour, blowing us around, looked up and saw the cables going spastic. Wondering what was going when it snapped shut, shaking us at a 45-degree angle back and forth,” said Jonathan Sherr. We said a few prayer, told each other we loved each other, then we decided to come up with a game plan, assessed height of water and decided it was a no go,” Sherr said. Their fears weren’t realized and, eventually, the gondola stabilized and they began to record cellphone video. “We're like a hundred feet up, over shallow water yea,” Sherr said. Over the next five hours, Sherr says they heard messages from staff at SeaWorld over a loudspeaker before firefighters came to the rescue. Jonathan, who has suffered a stroke, says he stiffens up in the cold. He was able to cover up with a blanket located in the gondola. After five hours, it was their turn to be rescued. SAN DIEGO (KGTV) -- A 12-year-old girl riding a skateboard down a City Heights hill was seriously injured Wednesday when she crashed into the back of a minivan, San Diego police said.According to police, the crash happened just before 5:30 pm. at the intersection of Estrella and Polk avenues.Police said a Toyota Sienna was traveling northbound in the 4000 block of Estrella Avenue when it entered the intersection. The skateboarder going downhill on eastbound Polk Avenue “failed to stop” at the intersection and collided with the minivan’s left rear bumper cover.The girl sustained major injuries, including a fractured skull and brain bleed, according to police. She was rushed to Rady Children’s Hospital for treatment; her condition is unknown. 758

  

SAN DIEGO (KGTV and CNS) -- The San Diego Zoo and Safari Park are taking extra precautions after Virulent Newcastle Disease was found in San Diego County over the weekend. SAN DIEGO (KGTV) - A former Yuma Police officer testified Tuesday in his trial for the rape of a woman in Kensington.Jared Elkins, 34, raped his wife’s cousin after a family gathering at her home on Marlborough Drive last year, prosecutors said. The group had been out to dinner, then watched a movie while drinking beer and wine at home.She testified last week, saying she didn’t yell during the alleged attack because Elkins threatened to kill her. His wife was asleep across the hall at the time.After the encounter, the woman said she ran into her mother’s room for help, and they both escaped out a window.At a hospital, the alleged victim's blood-alcohol level was determined to be .09 percent, according to witness testimony.Police said Elkins told them that the sex was consensual and the rape charges were made out of guilt.Elkins told the jury the alleged victim started flirting with him after everyone else went to sleep.“There was mutual flirtations between the two of us and we were being adults,” said Elkins, who testified the woman was “cuddling, almost snuggling” with him.“She said yeah, it was surprising to me; I was excited a younger attractive woman, you know, it kind of confirmed everything on the couch,” Elkins said.Elkins resigned from the Yuma Police Department in 2017. He is facing nine felony counts including forcible rape and could serve 14 years in prison if convicted.City News Service contributed to this report. 1462
