SAN DIEGO (KGTV) - What looks like a fire zone on a busy Ocean Beach street is a fraud, the City of San Diego confirmed to 10News Wednesday. The red curb at Abbott Street and Santa Monica Avenue got the attention of neighbors. Diana Webster has lived in the community for 66 years and said people have been getting active with spray paint. “On Friday, five scooters were parked in there and on Saturday, somebody had painted black where all the scooters should be parked. Sounds like there is some suspicious activity with spray cans, I guess so,” Webster said. “I think it’s pretty crazy someone got away with it,” said a neighbor identified as Rodrigo. The city said illegal red curbing happens regularly in parking-dense areas and the best way to take care of it is to report it through their Get It Done app. If the paint looks different than a typical red curb, it’s likely illegal, the city said. 910

San Diego (KGTV) - Thousands of kids across California approved for in-home nursing care are struggling to get the help they desperately need.On Thursday two children filed a class-action lawsuit against the California Department of Health Care Services and its director claiming the state has failed to fulfill its commitment to provide them with sufficient Medi-Cal in-home nursing services.It says, “this class action lawsuit asks the Court to order Defendants to take all steps necessary to arrange for previously-approved, medically necessary in-home shift nursing services for Plaintiffs and Class members.”According to the lawsuit plaintiff, Ivory N. is a seven-year-old and a Medi-Cal beneficiary. It says the child needs 63 hours per week of skilled nursing at home but only receives about 56 hours per week.The non-profit group, Disability Rights California, says more than 4,000 Medi-Cal eligible children have been approved by the state to receive Medi-Cal in-home nursing care, but the state lacks an effective system for arranging for needed nursing."It’s too bad that a lawsuit had to be filed, but they are right to file it because right now that need is not being met,” said California State Assemblyman Brian Maienschein.In 2017 Maienschein tried to get the problem fixed through legislation. He believes the state is not following through on its promises to the kids.“It was a significant victory last year that we were able to get money in the budget, but they are still not following through on the promises they made,” he said.According to a news release from Disability Rights California, “29 percent of authorized Medi-Cal nursing hours go unstaffed.” 1693

SAN DIEGO (KGTV) - US Coast Guard officers will be out in full force over the holiday weekend. They've launched Operation Dry Water to help cut down on the number of arrests for people boating under the influence of drugs or alcohol."We want everybody to have a great time and do it in a safe manner," says Lt. Commander Ellen Motoi, the Chief of Enforcement for the San Diego Sector of the Coast Guard."We're going to have a lot more boats out there from the local side, as well as Harbor Police. They'll be promoting safety and looking for boaters under the influence," says Motoi.Alcohol is the leading cause of boating accidents, according to the Coast Guard. They look for erratic speed, dangerous course headings and boats coming too close to other vessels as warning signs that someone may be drunk while operating a boat.Operation Dry Water is a nationwide program. In 2018, they made 494 BUI arrests and issued 7,305 other citations.Like driving, the legal limit for alcohol while operating a boat is .08. Anyone arrested for BUI could face jail time, a loss of their license/credentials and a hefty fine.Aside from BUI, Motoi says the emphasis of Operation Dry Water focuses on safety."It's not worth it," says Motoi. "We encourage everyone to think twice before you get on a boat."Motoi says the most common mistake people make is not to wear a life jacket. The Coast Guard says 80% of all drownings happen because people aren't wearing one.The Coast Guard also wants boaters to know they shouldn't shoot off flares or fireworks from their boats. However, with the average rent for an apartment around ,000 and the cost to purchase a home around 0,000, America’s finest city loses some of its appeal.“Everybody said you’re set with your life,” Chris Allen explains.Allen is a former Navy rescue diver, swim coach, a husband, and a dog dad who fell on hard times because of a bad motorcycle accident.“I had like a 9 percent chance to live,” Allen said.This accident forced him out of work for six months, so he started living in his van. He ended up converting his van to include a fridge, a fold out bed, lighting and uses a bucket with kitty litter for the restroom. Now a year later, he’s embraced van life and says it provides a chance to travel and save money.“It’s more freedom, but at the same time it’s more responsibility,” Allen said.Allen isn’t alone. During a weekend meet-up, around 300 vans and van-lifers packed Fiesta Island to explore each other's vans, and discuss life on the road.Liz Bryant, who works as a social media influencer, is living in a converted Mercedes sprinter van. She said she started living in her van for the freedom. “We don’t want to be tied down to an apartment. We don’t want to be tied down to a monthly payment,” Bryant said. Sky Montrell is moving into her van because she is tired of throwing away ,000 a month on rent. “The cost of living in LA is crazy,” Montrell said. Breanne Acio runs SD Camper Vans and converts vans for people looking for life on wheels. She says she’s seen an increase in customers recently. “A lot of people are downsizing, and they are putting their lives first and doing things they thought they could only do when they’re 65 and retired,” Acio said.The Van Life Movement has made a mark on social media. The hashtag "van life" has been used more than four million times. Even though the movement is growing in popularity, sleeping in your vehicle on city streets isn’t allowed. SAN DIEGO (KGTV) -- A woman was arrested Monday afternoon after police say she stole a vehicle with two children inside in the San Diego area. Police say a father left his 3-year-old son and 8-year-old daughter in his car with the engine and air conditioner running around noon.After he went into a business, a witness reported seeing a woman get into the car and drive away with the children inside.Police say the 8-year-old was able to call police and tell dispatchers that she and her brother had been kidnapped.Roughly 30 minutes later, Border Patrol detained the suspect trying to cross the border into Mexico.Police have since taken the woman into custody. 680
