SAN DIEGO (KGTV) — Demonstrators gathered Friday outside San Diego Police Department's headquarters and marched through the streets downtown in protest of the Wisconsin shooting of Jacob Blake.Sky10 was live overhead as protesters marched through the streets, some carrying flags, to demonstrate. The gathering occurred on the same day as the March on Washington in the nation's capital, where thousands rallied on the 57th anniversary of Martin Luther King Jr.’s “I Have a Dream” speech.SDPD shut down Broadway and E Street between 14th and 15th streets, on the north and south sides of downtown SDPD headquarters in preparation for the protest. A flyer for the demonstration advertised the event as being in solidarity with protesters in Kenosha, Wisc., where Blake, a 29-year-old unarmed Black man, was shot seven times in the back by a police officer on Aug. 23.Officers have not said what led up to the shooting, but video shot by a neighbor shows Blake walking to an SUV and attempting to enter it moments before an officer grabs him by the shirt and shoots him.Blake is reportedly paralyzed from his wounds and recovering in a hospital.Sky10 video showed one individual being detained by police during the gathering. Police say they stopped a vehicle following the crowd after it ran at least one red light. During the stop, SDPD said the crowd also stopped and a suspect from the crowd "sprayed a chemical irritant spray at a line of officers."Four people were arrested, according to police: one for battery on an officer and resisting arrest with violence, and the remaining three for resisting/obstructing officers. SDPD later added that two people were arrested for shining a laser at officers and a police helicopter. Three more people were arrested later in the night, according to police. They said someone punched an officer and when police were in the process of arresting that person, two other people tried to interfere. All were arrested. 1967

SAN DIEGO (KGTV) — During California's stay at home order, city leaders say they will not be enforcing most parking citations.Parking enforcement in the City of San Diego was placed on a holiday or Sunday schedule, unless otherwise stated on the meter. The city will still be enforcing red, white, blue and time enforcement areas due to public safety concerns.RELATED: San Diego beach parking lots closed to discourage crowds during COVID-19 order"Just make sure you read the time limit signs or the signs on the meter. If the sign says 'Except Sundays and Holidays' (which I believe most do say that) then you do not need to pay. If the sign on the meter says 'Everyday' then you do need to pay," said Anna Hill, with the city, said.No timeline was placed on the parking enforcement changes.More information on the city's parking enforcement can be found online. While the current parking rules may entice residents to go outside, city leaders are urging locals to remain inside except for essential trips during the coronavirus stay at home order.RELATED COVERAGE:What's the difference? SAN DIEGO (KGTV) - Hours spent in after-school programs can play an important role in a child's development.Advocates say they're essential to closing the achievement and opportunity gap, providing underserved students with additional academic hours, enrichment activities, and a safe environment. While California fares better than many states when it comes to availability and affordability, some programs still end up filling to capacity.RELATED: Summer literacy program turning the page on povertyFor K-8 programming, before and after school programs are funded through the state of California's After School Education and Safety Program (ASES) or the federally-funded 21st Century Community Learning Centers (21st?CCLC). California's ASES program is funded through a 2002 voter-approved initiative and current funding is 0 million for programming throughout the state. School sites receive funding based on their Free and Reduced Priced Meals (FRPM) rate through a competitive grant process. While the costs, demands, and expectations of ASES programs have consistently increased, advocates say the funding has not kept pace for over a decade. The 2017-18 budget raised the daily funding formula from .50 to .19 per student, only about half the funding needed to keep pace with the minimum wage. Some schools offer fee-based options in addition to their free programming.BY THE NUMBERSAccording to San Diego County Office of Education:K-8 students are also served at 21 independent charters throughout San Diego County. Some K-8 school sites are at full enrollment, while some school sites do not have full enrollmentSchools serving 9-12 students are able to through 21st CCLC (ASSETs) funding. All students have access to programs being offered at their school sites and there are no wait lists.Since funding is tied to free or reduced-priced meals rates (FRPM), it is important that parents submit this documentation as requested by school sites each fall. IF YOUR EXPANDED LEARNING PROGRAM IS FULL: 2111
