SAN DIEGO (KGTV) -- A Navy SEAL was sentenced Tuesday after pleading guilty to molesting his relative in California.Gregory Kyle Seerden pled guilty to seven counts of molestation following a preliminary hearing in which the victim testified. According to the court, the abuse happened while Seerden was a Navy SEAL stationed in San Diego. "We can start healing today by making him answer for his crimes every day for the rest of his pathetic existence," Alicia Reppert said, reading a prepared testimony.Reppert is Seerden's ex-wife. She said on the stand, that her daughter endured abuse from her father, starting from when she was five years old. The Deputy District Attorney said the girl mustered up the courage to report her father's crimes in 2015. At the pretrial hearing in May, the now 12-year-old testified in front of a judge. The testimony was so powerful, Seerden pleaded guilty to seven of the nine counts of molestation, without going to trial. He was sentenced to 60 years in prison. Seerden is already serving a 27-year federal sentence for manufacturing child pornography. In 2017, Seerden was accused of of raping a woman while serving in the Navy in Virginia. When authorities searched his cell phone, they found child pornography, including a video of him abusing another 5 year-old relative, while she slept. "In California, you can use that evidence to corroborate molestation in this case," Deputy DA Amy Colby said. Seerden was arrested on April 3, 2017, for the case involving child pornography. SAN DIEGO (KGTV) - A North Park woman is wondering what went wrong after she quickly paid off a fine for a parking ticket, and then got hit with a big late fee.On the second Tuesday in November, Stacy parked her car on Meade Avenue near her home in the morning. When she got off work later that day, she found something unexpected on her windshield."I didn't read the sign correctly. Parked in a spot that said 'No Parking' and got a ticket," said Stacy, who asked 10news not to use her last name.For parking in a street sweeping zone, she received a ticket for .50."Wrote the check the next day and sent it in the mail the following day," said Stacy.Stacy says she included the ticket in her payment and put the citation number on the check."At that point, I thought everything was fine," said Stacy.A few weeks later, she got a notice from the city saying the citation hasn't been paid, and she had a few weeks to pay it. Stacy wrote another check for .50 and sent it in the mail. She stopped payment on her initial check. Fast forward to late December, when she got another notice. Her payment had been received, but she now owed a late fee of ."How I felt was frustration. I felt a lot of frustration, because I felt like I had done what I was supposed to do," said Stacy.Stacy ended up paying the late fee online. She's not alone. After posting details of her ordeal on the Nextdoor app, another driver responded with a similar story. He reported that his check wasn't processed until after the late deadline."My concern is other people aren't able to afford late fee," said Stacy.Stacy won't be mailing any more checks when dealing with the city. "If checks aren't the way to do things, and they can't get to the volume ... we just need to know about it," said Stacy.Stacy says her initial payment didn't get lost in the mail, because the city tried to cash it - weeks after the late deadline.A city spokesperson released the following statement:"Check payments are processed by a third party vendor located in Inglewood, Calif. The average processing time in calendar year 2019 was six days for payments mailed to the vendor. Recently, the vendor encountered delays due to the installation of new remittance processing equipment. The new equipment had connectivity issues which created a backlog of payments. Customers who reached out to the Office of the City Treasurer during the backlog were advised not to stop payment on their checks, the postmark date was considered the legal payment date. When the payments were processed, the postmark date would automatically roll back any late fees if assessed. The Office of the City Treasurer generally advises customers to use the online option as the payments are posted in real-time ... (Stacy) put a stop payment on her original check payment. When stop payments are initiated on checks, it triggers an automatic process that rolls back the original payment. When this occurs, the bank will assess a stop payment fee that is added to the balance due. Late fees were automatically assessed. Her original payment was timely. SAN DIEGO (KGTV) - A Mira Mesa mom she says her special needs son was bullied and robbed at his middle school during lunch.Diagnosed at birth with cerebral palsy, Justin Juanengo has surpassed many of the expected physical limitations, but remains unable to use his legs or his left arm. Michelle Juanengo and her husband adopted him at age 2."We've always been worried there would be other kids who would find him an easy target," she said.Last week her fears became a reality. At lunchtime on Wednesday at Wangenheim Middle School, she says a 7th grade classmate and several other students came up to Justin, 13, and started spinning his wheelchair and calling him names."He was nervous, scared. Didn't know where it was going to go from there. There are a lot of things that can go wrong if you're spinning a wheelchair. Were they going to roll him off somewhere?" said Michelle.Justin says it went on for minutes before his friend got the boys to stop. One of the boys then grabbed Justin's backpack and took off. According to his mother, Justin and a friend went to a classroom and found the ringleader, demanding and getting back the backpack. Inside, his wallet containing dollars was gone."Sad, feel terrible for Justin. I feel like he's had to tolerate enough with all his health limitations ... the ways he sees himself as different from other students. Why should he not have the right to go to school and feel safe?" said Michelle.Michelle says her son didn't have an aide with him, which is mandated by the state. She says she has recently learned the aide suffered a back injury last year and the substitute aide is sometimes not available."That's not good enough. He needs to have the aide. That could have prevented this," said Michelle.Another source of frustration? Justin says his bully is known for bullying and stealing from other kids, something Michelle believes should have been addressed earlier. Vice principal Miko Uhuru declined to talk about Justin's case citing privacy. He told 10News one of Justin's parents could sign a waiver, which Michelle says she didn't know about but now plans to sign."What I can says is we don't tolerate bullying. We investigate it and take is seriously," said Uhuru.Michelle says she was told the boy will be punished by the school, but wasn't given specifics.
