(KGTV) — Palomar College announced Friday that the school's police academy will no longer train cadets on how to perform a carotid restraint hold.The restraint will not be taught or used in the academy setting, according to Palomar's Director of Public Safety Programs Michael Andrews.“Effective last week, the tactic is no longer being employed or used in the academy setting, period,” Andrews said. “We won’t even use it as an example. It will just simply be erased from training.”RELATED: San Diego County law enforcement agencies that have stopped using carotid restraintPalomar's decision comes after several agencies through San Diego County ended the use of the restraint technique amid demonstrations against police violence.On June 18, the California Commission on Peace Officer Standards and Training approved changes to its "Arrest and Control" learning unit to remove the training and use of the hold.Andrews adds that the school is in the process of changing its academy curriculum to align with the learning unit's changes.“Palomar took a stance, and we were successful,” Andrews said. “There are many other policing tactics which, when employed properly, can be productive. SAN FRANCISCO (KGTV/AP) — California’s education chief has applauded the state’s two largest school districts, Los Angeles and San Diego, for this week’s decision not to reopen classrooms this fall amid rising coronavirus cases. But Tony Thurmond says the same rules need not apply in counties with low rates of infection. In a media briefing, Thurmond says that in counties where the number of cases is low, schools could reopen for in-person classes as long as they follow the state's guidance on physical distancing and wearing face coverings. “Everyone shares the desire to reopen schools and agrees that the best place for children to learn and thrive is in the classroom connected with caring teachers and staff. We also understand that schools are more than a place of learning: They provide critical necessities like meals, relationships with caring adults, and support for working parents,” said Thurmond. “But we can only open schools if it is safe to do so. As the largest educational agency in the country, our stance has been consistent during this pandemic: Science, data, and safety must guide any decision about reopening a school. SAN YSIDRO, Calif. (KGTV) -- Authorities are warning Americans traveling to Tijuana about people posing as police officers reportedly getting aggressive with drivers waiting to cross the San Ysidro Port of Entry. Photos from Tijuana Police show officers near the port putting a man in handcuffs. Authorities in Mexico say he’s one of 35 people arrested Sunday for being aggressive to drivers waiting to get back into the United States. The concern was raised this week as travelers are expected to head south for the holiday weekend. Marco Sotomayor, the Secretary of Public Safety in Tijuana told the San Diego Union Tribune that the city is seeing cases that are more violent and more consistent. Sotomayor goes on to say that criminals sometimes mask themselves as police officers wearing fake badges on hats and jackets, demanding money from drivers stuck in lines. "I think you very much stick out if you've never been to Mexico, and you don't know where you're going and you don't know what roads to take, I think that does make you a very easy target,” said Amanda Matti with Daytripper Tours. She says the company has been safely traveling into Mexico for 30 years. Because they travel in large groups via buses and have contacts across the border, Matti says their tour service never runs into these type of issues. "Our driver is usually local, experienced in Mexico, our tour managers are experienced, so I think they know not to target us."Matti says if you plan on going this weekend and don’t have experience, don’t go alone. SAN YSIDRO, Calif. (KGTV) - Customs and Border Protection officials tweeted thermal camera video Friday of men climbing the U.S.-Mexico border fence and damaging the concertina wire.The video was recorded by U.S. Border Patrol cameras placed near Border Field State Park in Imperial Beach, opposite from where migrants have been gathering as more members of the Central American caravan arrive in Tijuana.There was no word on whether the incident captured on video led to an arrest.The Department of Defense confirmed with 10News that military troops are at Ream Field in Imperial Beach to assist in Border enforcement. The Special Purpose Marine Air Ground Task Force members here, consist of 400 Marines out of Camp Pendelton, as well as an Army Military Police Battalion. The Marines will be unarmed, focusing primarily on logistical support. The Army Police will help with security.“All seeking to enter the U.S. are urged to do so at one of more than 320 official U.S. Ports of Entry,” Customs and Border Protection officials wrote in the tweet.  1069
