SAN DIEGO (KGTV) - Police are searching for a mystery shooter that appears to using moving vehicles for target practice on a road in La Jolla.On Thursday just past 10 p.m. on La Jolla Parkway, Judy Chance was in her minivan running errands. It happened about a quarter mile from the fire station."Bang, bang, bang, bang. Basically all at once," said Chance.Her minivan was under attack."Enough to caused me to jerk back. When I looked, I saw circles in my windshield, like target practice," said Chance.On the windshield were at least six circles. Whatever caused them cracked but didn't puncture the glass."I was shocked. I was scared but had to regain composure as I was driving," said Chance.Chance pulled over and called police, feeling frightened, but grateful."Luckily I was going slow. I could have gone off the road. Glad my side window was closed," said Chance.Chance was not the only victim. Just minutes prior, in the same location, a couple driving a Mercedes says they heard a loud blast and saw a flash, before their windshield was pelted with shots. Some eight circles were found on their windshield. Was it a BB or pellet gun? One gun expert told 10news the flash and grouping may point to a shotgun, possibly loaded with birdshot. Chance says there were no vehicles around them, so the shooter may have been standing on the side of the road.Detectives say they don't have any suspect description. SAN DIEGO (KGTV) - Police have confirmed that the 19-year-old woman shot near Sunset Cliffs Thursday morning was targeted. Police told 10News they received a call at about 7:10 a.m. from a person who spotted a bleeding woman lying on a staircase next to the beach off Ladera Street, near Sunset Cliffs Boulevard.Responding officers arrived and found the woman with multiple gunshot wounds.The 19-year-old was taken to UC San Diego Medical Center. Police said Thursday afternoon that the woman is in stable condition and was able to tell police she had no idea what happened.Police said they do not have any information on a suspected shooter at this time.Police told 10News they have not been able to find anyone who heard gunshots or saw what might have happened. 792

SAN DIEGO (KGTV) -- On Thursday, January 3, the newest members of Congress will head to Washington D.C. to be sworn in. Among them is Mike Levin, who will represent California's 49th Congressional District. Levin, an environmental attorney, ran a campaign focused on younger voters. During the campaign, he cast his opponent, Diane Harkey as a “rubber stamp" for President Donald Trump. The district was previously represented by Darrell Issa. Juan Varges of the 51st Congressional District will also head to Washington. Varges made headlines recently after pointing the finger at the Trump administration for the situation at the border after hundreds of migrants rushed the San Ysidro Port of Entry. The 51st Congressional District consists of south San Diego County, Imperial County and California’s entire U.S./Mexico border. Also in Washington for the swearing in is Congressman Scott Peters of California’s 52nd District. The district includes the cities of Coronado and Poway as well as most of northern San Diego. Peters was first elected in 2012. In 2018, Peters introduced legislation to provide a tax credit who paid more than 30 percent of their gross income on rent and utilities. Rep. Susan Davis was re-elected in 2018 and represents California’s 53rd Congressional District. The district stretches from I-5 and Balboa Park through Mission Valley to East County and includes much of the heart of San Diego.Davis has been serving the district since 2001 and in 2018, won against her opponent, Morgan Murtaugh. Heading to Washington also is Congressman Duncan Hunter of California’s 50th Congressional District. SAN DIEGO (KGTV) — Pacific Beach mother Sandy Algra says her number one job is keeping her child safe, something she wasn’t able to do a few months ago.Algra and her 3-year-old son were at Liberty Station Park when he was scratched by a dirty needle, sending him to the emergency room. Algra says he underwent an infectious disease consultation and will require HIV and Hepatitis C tests every six months.“Right now I’m trying to channel and redirect the anger that I feel about what happened to him, that I wasn’t able to keep him safe," said Algra.She's created a petition to designate San Diego’s playgrounds for children only; adults are only allowed if they’re accompanied by a child.Similar ordinances already exist in New York and Florida, people who violate them can face fines. "I think that most people can use common sense and understand that an adult is not meant to be living under a slide, or sitting on a swing doing drugs or otherwise, that's not what these playgrounds are designed for," said Algra. The petition has over 1,000 signatures and has garnered support from the Pacific Beach Planning Group and Pacific Beach Town Council.Algra plans to eventually bring the petition to San Diego City Council.
