SAN DIEGO (KGTV) - Starting Monday, San Diego County residents will be able to cast their ballots early for the Nov. 3 election.The San Diego County Registrar of Voters office in Kearny Mesa, located at 5600 Overland Ave., will be open from 8 a.m.-5 p.m. to allow San Diegans to vote early.Due to coronavirus-related health and safety restrictions, voters must wear a mask and practice social distancing. There’s going to be a lot of changes in the next year or two,” Milburn told ABC 10News.Sisco added, “I had to come and vote. To be honest, I felt bad I didn’t start voting until Obama came into office. I should have been voting even back then.”Both decided to come early concerned about having to wait in long lines which election officials want people to be mindful of. Officials believe this election will bring out the county’s highest voter turnout to date.The San Diego County Democratic Party came to the Registrar of Voters to promote early voting, saying it will speed up the results.Will Rodriguez-Kennedy, the Chair of the San Diego Democratic Party, said, “If you want to have the count and not be waiting election night … The more people that vote early the better for everyone, the results will come in sooner.”In a statement sent to ABC 10News, the county’s Republican Party said they are “encouraging Republicans to vote early.”Meanwhile, officials said ballots are being mailed out on Monday to the 1.9 million registered voters in San Diego County.This summer, citing restrictions brought on by the COVID-19 pandemic, state officials said all registered California voters would receive mail-in ballots. SAN DIEGO (KGTV) - San Diego State University is launching two task forces after a 19-year-old died earlier this month after attending a fraternity event.Dylan Hernandez died Nov. 8 after falling out of the top bunk in his dorm.In the wake of the tragedy, SDSU suspended all 14 of its fraternities. On Wednesday, it announced the creation of two task forces to address student life and attack issues that may have led to Hernandez's death. About half of the 28 members are university employees and administrators, while about five are current students. Erik Johannesen, a chapter advisor for the Delta Sigma Phi, will participate in the task force on activities and safety. "Fraternities, when they're operating well, they're the great finishing school for every young man that joins one," said Johannesen, who graduated SDSU in 1981. SAN DIEGO (KGTV) -- Students and staff at Morse High School may have been exposed to tuberculosis, according to the San Diego County Health and Human Services Agency. According to the agency, the periods of exposure were from June 17 to July 26 during summer school, then again from August 26 to September 10. Health officials and the San Diego Unified School District are working to notify those who may have been exposed. Testing will be provided on September 24 from 8 a.m. to 2:30 p.m. at Morse High School for students identified as potentially exposed. The district is providing testing to staff who may have been exposed. Tuberculosis is transmitted from person to person through indoor air during prolonged contact with someone who is infected. “It is important that we identify those who have had prolonged close contact in an enclosed space with the TB case and test them since the initial infection usually has no symptoms,” said Wilma Wooten, M.D., M.P.H., County public health officer. “Early diagnosis and prompt treatment can prevent the infectious form of the disease.”Symptoms of TB include persistent cough, fever, night sweats and unexplained weight loss. SAN DIEGO (KGTV) - San Diego Police say a Chula Vista woman killed her mother in a Mission Valley office building, then shot herself days later with the same gun.Homicide detectives investigated the 911 call from an office building on Camino Del Rio South in Mission Valley on July 22.Officers found Maria Kelly, 66, dead inside her office.RELATED: SDPD: Mother murdered, daughter deadKelly's 34-year-old daughter, Crystal Vasquez, drove to the location hours later.Vasquez went into the restroom of a nearby business and was discovered dead of a gunshot wound.San Diego Police said Vasquez shot and killed her mother the afternoon of July 20. The next day, Vasquez cashed a ,000 check written from her mother's bank account.Police told 10News the Vasquez likely shot her mother after being confronted about stealing money from the family business. Vasquez embezzled money from her mother's Mission Valley accounting business for about a year, according to police. Police believe Vasquez shot herself after learning about the possibility of cameras at the building's entry and exit.A forensic examination confirmed the handgun Vasquez used to commit suicide was the same gun used to kill Kelly.  Video surveillance also showed Vasquez was in the office with Kelly at the time of the murder. 1330
