SAN DIEGO (KGTV) - San Diego city leaders are set to discuss an audit of the city's gang registry and a new plan to curb gang progress.It's not necessarily that there are now fewer gang members, but how they are counted that is facing scrutiny. One former member of the city's commission on gang violence said these measures are not enough.Bishop Cornelius Bowser was on San Diego's Commission on Gang Prevention and Intervention, but left earlier this year, claiming it was ineffective.The commission lacks vision," Bowser said. SAN DIEGO (KGTV) -- Restaurant owners across San Diego County are preparing to once again take their indoor operations outside, but some say this latest move will put them out of business for good.On Tuesday, state health officials announced updated data that places the county in the restrictive purple tier under California's COVID-19 reopening plan.For Ike Gazaryan and other local business owners, this will be the third time since March that they will be forced to shut down.Gazaryan, who owns Pushkin Russian Restaurant and Bar on Sixth Avenue in the Gaslamp Quarter, said, "Every time you shut down and open, it costs ,000, ,000 because you have to buy all the produce, you have to bring all the employees back, you have to clean everything.”Gazaryan told ABC 10News that outdoor dining isn't an option at his location, and he said weather isn't the only issue."Before you had a lot of people and they were able to somewhat control the homelessness. Now, there are a lot of people losing everything they had, you have more homeless people, you have less people walking around because nobody is working in the offices, so percentage-wise it looks like it's a homeless town at this point," said Gazaryan.Gazaryan owns the restaurant and two other related businesses. He doesn't want to have to fire his 20 employees, but he doesn't think he's going to make it."I'm really afraid I'm going to lose my restaurant before the end of this year. I really think I'm going to lose pretty much all of them," said Gazaryan.He understands the need for precautions, though."COVID is real, masks are needed, all of these things are needed, but at the same time, if we lose all our small businesses, I don't even know what I would do," said Gazaryan.The new restrictions take effect at midnight on Saturday. 1812

SAN DIEGO (KGTV) -- San Diego City leaders are deciding where to spend money in the next fiscal year. Wednesday’s meeting was the first step in the budget for the year. 10News spoke with Barbara Bry just before the meeting. “All nine of us have submitted our budget priorities. What’s interesting is there’s a lot of consensus among all of us as to how much the city should be allocating its funding," Bry said.The latest 10News-Union-Tribune polls shows the top issue as homelessness. It’s one of the issues Bry says will receive major support in next yea’s budget. Wednesday, the budget committee reviewed and adopted a set of funding priorities for what will be a priority for funding in the next fiscal year. The committee’s list is alphabetical at this point, so the issues aren’t ranked by importance. The list does, however, reflect what our poll uncovered: climate action, homelessness, parks and recreation facilities, public safety and sidewalk and street repairs are all important issues. As for our poll, homelessness and affordable housing came out on top at 21 and 20 percent respectively. Close behind is road repairs and further down the line, climate change, the Convention Center and mass transit. 10News asked Bry how the process will proceed. “The council will then discuss the priorities as a whole, then Mayor in April, then budget hearings in May.” 1380

SAN DIEGO (KGTV) - San Diego County is expected to consider a plan to open up county parks for worship and workouts.Supervisor Dianne Jacob is proposing the idea which is expected to be discussed by the board on Aug. 5. The proposal would make it easier for houses of worship and fitness centers, impacted by the pandemic, to utilize county parks. The proposal aims to speed up the permit process and waive fees.Public health orders have hindered the operations of many houses of worship and fitness centers after they were forced to close their indoor areas. SAN DIEGO (KGTV) -- San Diego Police are asking for the public’s help locating a suspect wanted for shooting and killing a 27-year-old woman.Police say Robert Reed reportedly shot Sylvianita Widman during an apparent road-rage incident on the 100 block of Meadowbrook Drive at 5:30 p.m. Monday.According to police, two cars were traveling north down Meadowbrook when they both stopped and the passengers got into an argument.RELATED: Woman dies after being shot in a Skyline intersectionWidman then reportedly approached Reed while he was in his car.
