SAN DIEGO (KGTV) - An El Centro teacher was arraigned Tuesday after she was accused of providing marijuana and alcohol to students on a school camping trip.Monique Garcia, 50, faces two felony charges and three misdemeanor charges garnering a maximum sentence of 8 years and 4 months in state prison, according to the District Attorney's Office.Deputy District Attorney Stephen Marquardt said a 17-year-old student on the trip gave Garcia a ride to a grocery store where she bought alcohol and then drove to a dispensary where she bought cannabis, including edibles.Marquardt said students were intoxicated and became sick after consuming the alcohol and/or cannabis.According to the Southwest High School website, Garcia was head of the math department. The Central Union High School District sent a statement to 10News reading in full: "In order to protect the integrity of the judicial process, Central Union High School District does not comment on ongoing or pending proceedings. Monique Garcia is no longer employed by the District. Due to the sensitive nature of the allegations the District will continue to respect the privacy of all those involved."Southwest High School's Outdoor Adventure Club went on a three-day camping trip in February of 2019, according to the Imperial Valley Press.IVP named Garcia as the head adviser of the club and stated she was on that trip with 29 students.The trip took place, according to IVP, at the Laguna Campground from Feb. 15-18.This is the first criminal case resulting from the newly formed Student Safety in School Systems Task Force, under the San Diego County District Attorney.Garcia will be in court for a preliminary hearing June 18.A restraining order was filed, to keep Garcia from contacting 18 individuals, whom Marquardt said she texted before and after the trip.A LinkedIn profile with the same name lists Garcia as a teacher at Southwest High School from August 2008 - present and at Gompers Charter Middle School from August of 2006 - June of 2007.The San Diego Unified School District confirmed Garcia worked at Crawford High School from Sept. 28, 2007 to June 30, 2008. 2143

SAN DIEGO (KGTV) -- A South Bay auto parts store owner is trying to weather the economic storm during the Coronavirus pandemic.Rafael Cotero is the proud owner of two Napa Auto Parts stores, one in Otay Mesa and the other in San Ysidro. Auto parts stores and repair shops are considered essential business during this shut down.Cotero worked his way up to become a small business owner.“I started delivering auto parts out of the Napa in National City. [I was] a driver at 19,” Cotero said.He opened the first store in 2018. Several months ago, he opened the San Ysidro location. He was supposed to have his grand opening celebration on March 21st, but then everything changed as the COVID-19 pandemic started to become a reality in San Diego County. The family made the decision to postpone the celebration—a decision that was made before the official stay at home order was issued.“It was tough because you order in this product in preparation. We were going to do hamburgers, hot dogs, [have a] radio station. And all that just halts. It’s not cheap,” Cotero said.On top of that, they have had to cut hours at the stores to make up for lost income. Cotero estimates business to be down at least 50 percent. “I think a lot of people probably don’t know there are Napa franchises… we’re not some big corporation,” he said. His daughter Bianca has seen her parents struggle over the years, but they never gave up.“I saw them still get stronger in their faith and work harder. A bunch of doors closed, but that didn’t stop them,” Bianca Cotero said. The Cotero family is hoping to keep customers and attract new ones. They’re offering free home delivery if you are near the San Ysidro store, as well as a discount.“I know that we’ll get through this.” Jeanette Cotero said. SAN DIEGO (KGTV) - A San Diego veteran and father is defending his son's right to sit during the national anthem.Ray Everett is responding to a letter sent to Lincoln High School's principal, complaining that students on the basketball team were sitting and talking during the national anthem.The man who wrote the letter is a U.S. Air Force veteran and grandfather to a player on the opposing team. Another parent who was offended used her phone to film the students sitting."At the end of the day our students do not have to stand," said Everett. "But you will not make them feel like they did something wrong. They did not harm anyone and they did not break the law."Everett was in the U.S. Army for 15 years. He says he served his country in order to protect the rights of Americans, including the right to sit during the national anthem.Everett's brother-in-law, Antoine Jarvis, says while he was offended by the letter he respects everyone's right to their own opinion. "I think that the biggest challenge in voicing your opinion is when you're close-minded to other's opinions," said Jarvis. "When you're close-minded to their beliefs."Jarvis says he no longer stands during the national anthem after learning more about its history. He only asks that others respect his right to do so.The principal of Lincoln High School, a veteran himself, has been responsive to complaints and plans to sit down with the veteran who wrote the letter about the student's actions.On Thursday the San Diego Unified School District sent a statement to 10News:Public school districts do not have the authority to require students to observe patriotic or religious rituals in the classroom or at school functions. We believe in our students right to free-speech, but also encourage students to be respectful in the way they choose to exercise their rights.School Administration is reaching out to the students involved and taking the opportunity to use this as a teachable moment. 1986

SAN DIEGO (KGTV) - A Spirit Airlines flight leaving San Diego's airport was stopped on the runway Thursday when the plane had a hydraulic fluid leak at Lindbergh Field.The incident happened just after 9 a.m., according to the San Diego Fire Department. No smoke made its way into the cabin and no fire was reported. Crews towed the aircraft back to its terminal.No injuries were reported. Spirit Airlines spokesman Stephen Schuler issued a statement just after noon which reads, "Spirit Airlines flight 359 from San Diego to Las Vegas returned to the gate following a reported mechanical issue. The captain of another aircraft in line for takeoff reported smoke from the rear landing gear and fire officials responded accordingly. The aircraft was towed to the gate, where our mechanics and FAA inspectors discovered it was nothing more than condensation. The plane is scheduled to take off shortly.  We apologize for any inconvenience to our guests."  995

SAN DIEGO (KGTV) -- A second lawsuit has been filed by family members of a mother and daughter killed by a YouTube star in a deadly wrong-way crash last year.18-year-old Trevor Heitmann, known as McSkillet on YouTube, drove his McLaren the wrong way on I-805 in August 2018. The crash killed Aileen Pizarro and her 12-year-old daughter Aryana. This latest lawsuit was filed August 22nd by Angelo Pizarro and Arcelio Garcia. Pizarro is one of the sons of Aileen Pizarro. Garcia is the father of Aryana. A lawsuit earlier this summer was filed by Aileen Pizarro's other son, Dominic, and her father. The lawsuit claims wrongful death and negligence by the City of San Diego and the County of San Diego. The family is also suing Heitmann’s estate. It states that San Diego police received a “mental case” call that Heitmann was “screaming, paranoid and delusional and threatening to harm his mom.”Police were advised by a licensed psychiatrist that Heitmann needed to be “possibly placed on a 5150 mental hold,” according to court records. However, officers did not speak to or evaluate Heitmann to determine if he was a danger to himself or others. The lawsuit also states that “one or more of the Police Officers represented or implied that they were part of a San Diego County Psychiatric Emergency Team.”Team 10 reached out to both county and city officials. As of Wednesday afternoon, there was no comment regarding the lawsuit from the city. A county spokesperson said they have not seen the lawsuit yet. Cynthia Chihak, the attorney for Pizarro and Garcia, sent Team 10 a statement which reads in part:"I am privileged to represent Angelo Pizarro, the son of Aileen Pizarro, and Arcelio Garcia, the father and sole heir of twelve year old Aryana Pizarro, who were killed on August 23, 2018 when their car was struck head-on by a McLaren automobile driven by Trevor Heitmann... This family is not excusing Mr. Heitmann’ s reckless behavior, but believe this tragic loss of three lives could have been prevented if the City of San Diego has taken seriously earlier reports of his violent and dangerous behavior. The loss suffered by this young man Angelo, of his mother and sister and the loss to Mr. Garcia of his daughter can never be rectified.
