ESCONDIDO (KGTV) - In one of the closest races this election cycle in San Diego County, Escondido Mayor Sam Abed added nine votes to his narrow lead Tuesday. He now holds a 29-vote advantage over challenger Paul McNamara.Abed is seeking a third term as mayor, first winning in 2010. He was previously a councilman from 2004-2010.Political analyst John Dadian told 10News he did not anticipate the race being so close. "I did not see it coming, so I am suprised. Going into the last week of the campaign, all the people I talked to that really know that area well, they did not see this coming."Dadian feels several factors are playing a role in tightening the race. He cites changing demographics in Escondido, pulling away from the city's long-time conservative majority. Another conservative incumbent, Ed Gallo, appears to be losing his seat, as well.In addition, Democrats in the region had a large turnout, based largely on the unsuccessful effort to oust Congressman Duncan Hunter. That large turnout may have had a down-ballot effect on the mayoral race.Dadian also sites Abed's controversial stance on immigration, leading Escondido's bid to support efforts against California's sanctuary laws and visiting the White House for a highly-publicized meeting with President Trump. Dadian believes that may have helped enthuse opposition against Abed.As of Tuesday night, Registrar of Voters Michael Vu says there are still 299,000 ballots to count county-wide. It is not known how many of those belong to Escondido voters, meaning it will likely be several days until the winner is known. 1630

ENCINITAS, Calif. (KGTV) -- The city of Encinitas has voted to move forward with a plan to create a safe parking lot for people living out of their cars. The city council voted 4-1 to start negotiating with Jewish Family Service, with the goal of opening the safe parking lot by the end of the year. Both supporters and opponents spoke during Wednesday's city council meeting, 30 in favor and 15 opposed. Those opposed to the lot said they were worried about their safety and property values. Those in favor said this would help people get back on their feet and keep them from becoming chronically homeless. The lot will be operated by Jewish Family Service on the Leichtag Foundation's property. Once the plan is finalized it will operate 365 days a year, seven days a week from 6 p.m. to 7 a.m. It will have overnight security, bathrooms, hand-washing stations, food and resources to help people get back into permanent housing. Everyone is vetted to make sure candidates don't have any violent criminal conviction and are not on the registered sex offender list. The city says the plan won't cost taxpayers a dime. The shelter is funded privately by Jewish Family Service and also relies on state funding. The city council agreed to review the progress of the safe parking lot in six months to find out if it is successful or needs modifications. 1477

FALLBROOK (CNS) - A 28-year-old man was busted in Fallbrook for agreeing to purchase alcohol for a minor, authorities said Saturday.The man was arrested Friday night in a so-called "Shoulder Tap" operation and was the only one out of 20 adults asked by a minor decoy working with deputies who agreed to purchase alcohol for the teenager, according to Sgt. Nancy Blanco of the San Diego County Sheriff's Department.The suspect was arrested on suspicion of furnishing alcohol to a minor, which is a misdemeanor, she said.Two men, ages 24 and 25, who were with the suspect were also taken into custody for parole and probation violations, Blanco said.The minors also tried to purchase alcohol from retailers at five separate locations, but none of the locations sold alcohol to the decoy, she said. 803

  

ESCONDIDO, Calif. (KGTV) - California's nearly 3-year-old ban on single-use plastic bags may be having an unintended impact: a spike in shoplifting.In late June at Major Market in Escondido - just before closing time - two women are recorded sauntering down the liquor aisle, before they begin stuffing their bags. "They're putting in our high-end champagne. About a bottle," said night manager John Kuper.By the time they're done, they collect seven bottles of champagne and one bottle of vodka."They didn't establish eye contact when I said goodbye to them. Their purses looked awfully full," said Kuper.Kuper says when he later looked at the video, he saw them walk out without paying. "Makes me sick to my stomach. That's your profit coming out of the registers there ... We believe the same women may have come in a month before and stolen champagne," says Kuper.Kuper's market is not the only one feeling the pain, as these scenes become more and more common. The Neighborhood Market Association estimates shoplifting losses at local groceries has climbed from 25% to 30% since the ban became law in 2016. Kuper says with so many customers now bringing in their own bags, spotting shoplifters is a big challenge."If they walk out with their own bags, we can't check every bag," said Kuper.Hiring extra security at the door is pricey and risks alienating customers. And so, the thefts keep coming, along with profit losses. Store owners tell 10news those losses ultimately mean higher prices. 1509
