CHENGDU, Jan. 26 (Xinhua) -- Premier Wen Jiabao extended Lunar New Year greetings on behalf of the government and joined holiday festivities in quake-hit Sichuan Province in southwest China over the weekend.     Wen visited villagers, students, medical workers and police in Beichuan, Deyang and Wenchuan, which were among the worst-hit areas in the 8.0-magnitude quake that struck on May 12.     It was Wen's seventh visit to the province since the quake, which was centered in Wenchuan County. The earthquake left more than 69,000 people dead, 374,000 injured, 18,000 missing and millions homeless.     Wen started with a visit to Wang Chengyi's home on Saturday afternoon. Wang, a middle-aged villager of Qiang nationality, lives in a newly-built Qiang village in Beichuan County. More than 1,000 of the school's 2,900 students and teachers died in the earthquake.     On Sunday morning, Wen visited new homes in Deyang City's Xinyu Village. He watched a lion dance and played table tennis with villagers.     Wen also visited medical workers at the Deyang City People's Hospital and extended televised greetings to police and firefighters in Sichuan.     At Dongfang Steam Turbine Works, a large state-owned enterprise, he urged employees to have confidence in Dongfang's development in spite of the quake destruction and global financial crisis.     Wen then visited Yingxiu Town in Wenchuan County, the epicenter of the quake. In a community of makeshift houses, Wen went into a kitchen shared by the Wu's and two other families and joined them in preparing dinner for the Spring Festival's Eve. He even cooked a dish of Hui Guo Rou (Sauteed sliced pork with pepper) for them. BEIJING, Nov. 10 (Xinhua) -- The Chinese government will inject more funds for investment and improve investment structures to better cope with adverse global economic conditions, the State Council (Cabinet) decided at an executive meeting presided over by Premier Wen Jiabao on Monday.     To achieve "steady and relative fast" economic growth and prevent "economic ups and downs" amid global and domestic economic challenges was on top of the country's agenda, said Wen.     The government on Sunday announced it would launch a stimulus package estimated at 4 trillion yuan (570 billion U.S. dollars) to be spent over the next two years to finance programs in 10 major areas, such as low-income housing, rural infrastructure, water, electricity, transport, the environment and technological innovation.     "The country should strengthen management of large-scale investment projects, conduct feasibility studies in an earnest manner and increase investment efficiencies and profits," said a statement from the meeting, in which provincial leaders and Cabinet ministers participated.     Wen said the stimulus package was crucial to tiding over the difficulties and maintaining long-term economic growth momentum.     He urged local governments to be "quick" and "effective" in carrying out these measures with "large-scale" investment programs launched to boost domestic demand.     The meeting participants called for more efforts to increase incomes and consumption capabilities, raising low-income earnings, promoting the "stable and healthy" development of the property sector and maintaining steady export growth.     The country should endeavor to enhance competitiveness, improve financial macro-management and facilitate the steady and healthy development of the stock market.     China announced on Sunday that it would adopt "active" fiscal and "moderately active" monetary policies to expand domestic demand and speed up construction of public facilities.     The meeting also decided to push forward a series of key reforms, including restructuring the value-added tax regime, which could cut the tax burden on enterprises by 120 billion yuan next year.

BEIJING, Jan. 23 (Xinhua) -- The Political Bureau of the Communist Party of China (CPC) Central Committee held a meeting Friday to study the application of the scientific outlook on development.     The meeting was chaired by the General Secretary of the CPC Central Committee Hu Jintao who is also Chinese President.     In a statement issued after the meeting, the Political Bureau urged all Party members to deepen study and application of the scientific outlook on development to promote economic growth, social stability, and the governance capacity of the CPC.     The top priority of the application of the scientific outlook on development had always been to maintain fast and steady economic development, to adjust the country's industrial structure and to safeguard and improve the livelihood of the Chinese people, the statement said.     However, it noted that China still faced a number of challenges and problems during its social and economic development.     Currently, the spreading global financial crisis and the slowdown of world economic growth had exerted great pressure on business operations of Chinese companies and the country's employment situation, the statement said.     Moreover, the environmental cost for China's economic development was too high, the statement said, adding that the country's industrial structure remained problematic and lacked independent innovation capacity.     It also said China had witnessed increasing difficulty in maintaining steady development of its agricultural sector and in increasing income of its rural residents.     Work safety, food and drug safety, and other issues of vital interest to the Chinese public must also be addressed with stepped-up efforts, it said.     The statement urged all Party members to apply the scientific outlook on development to their work to deal with the global financial crisis and maintain steady economic growth.     Party members should be fully confident while implementing government policies aimed at stimulating domestic demands and promoting economic growth, it said.

VICTORIA, Nov.13 (Xinhua) -- The current international financial crisis will not affect China's cooperation with Seychelles, visiting Chinese top legislator Wu Bangguo said here on Thursday.     Wu, chairman of the Standing Committee of China's National People's Congress (NPC), made the remarks in his meeting with Seychellois President James Alix Michel. Wu said that China's economy will maintain its momentum of growth.     "The crisis will not affect the contracted projects between the two sides as well as prospect of their future cooperation due to the strong growth of China's economy," Wu said. BEIJING, Dec. 6 (Xinhua) -- China on Saturday gave further explanation on the proposed reform of fuel tax and pricing in a bid to dispel misunderstanding that a higher consumption tax will mean higher pump prices.     The authorities on Friday released a draft reform plan to solicit public opinions till Dec. 12. It had been long advocated by experts as key for energy saving and economic structure transform.     The plan, scheduled to take effect on Jan. 1, will abolish six fees now charged for road or waterway maintenance and management.     But drivers will pay higher fuel consumption taxes. Gasoline taxes will be raised from 0.2 yuan (about 3 U.S. cents) per liter to 1 yuan and diesel taxes from 0.1 yuan per liter to 0.8 yuan.     The government reiterated its Friday's statement that the pump prices, which include the higher tax, won't be raised and the reform won't increase costs for fuel consumers.     The tax is reflected in the pump prices and isn't an additional increase to the retail prices, said a joint statement by the National Development and Reform Commission (NDRC), Ministry of Finance, Ministry of Transport and State Administration of Taxation.     The proposed tax is lower than the level in the European Union and also in the neighboring countries and regions, it said.     The draft said China's domestic crude oil prices should be set directly in line with world prices, but the link should be controlled and indirect for refined petroleum prices.     There will be a ceiling on pump prices as part of the plan. The government said it will continue to properly regulate domestic pump prices to prevent the negative impacts of huge fluctuations in the international oil prices on the domestic market.     The reform helps to promote a healthy development of the oil sector and energy saving, and to ensure domestic fuel supply and a stable economic growth, said the statement.     But it said the government will increase subsidies to farmers, taxi drivers, and sectors of fishing, forestry, and public transport.     The reform will be a significant step towards liberalizing retail fuel prices, said researcher Zhou Dadi from the Energy Research Institute of the NDRC.     China has been pushing for fuel tax reform for many years, and the idea of a fuel tax was raised as early as 1994. Both officials and economists said the plunge in global oil price presents a window of opportunity for this reform.     The world crude oil price has plunged almost 70 percent from a peak of 147 U.S. dollars per barrel in mid-July.     Even with oil prices tumbling so much, Chinese drivers are paying much more than those in many other countries because domestic fuel prices have been unchanged since June. Government-set prices are changed only infrequently.     The pump prices are higher than the levels in the United States, but lower than that in some European and Asian nations, said the statement. But it noted this is because of oil resource shortages in the European and Asian countries and their intention to use higher prices to encourage energy saving.
