SAN FRANCISCO (AP) — Schools across the United States are facing shortages and long delays in getting laptops and other equipment needed for online learning. They are this year’s most crucial back-to-school accessories. Part of the reason is high demand and disruptions of supply chains that have jammed production of laptops and Chromebooks made by Dell, HP, Lenovo and other brands. Schools say another critical reason is the Trump administration’s recent sanctions on Chinese companies that have exacerbated massive backlogs. Educators nationwide worry that computer shortfalls will compound inequities. They also warn of headaches for students, families and teachers. 679

SAN YSIDRO, Calif. (KGTV) - Hundreds gathered at a park in San Ysidro in support of the migrant caravan just hours before border officials closed the border.A group called the San Diego Migrant and Refugee Coalition organized the Sunday rally that eventually turned into a march. About 600 people joined the coalition which is made up of 20 migrant support and social justice groups. The organizers say they disagree with the militarization of the border and want the migrants to know they are loved and welcome. The march ended peacefully at the San Ysidro Port of Entry.  606

SAN YSIDRO, Calif. (KGTV) -- The new Mexican president is hoping a new deal with three Central American leaders will stop or slow the flow of migrants seeking asylum in the United States. Andres Manuel Lopez-Obrador signed the new deal within hours of taking office. The deal with Guatemala, El Salvador, and Honduras, promises to create a fund that would fight poverty, create jobs and make sure migrants feel safe in their home countries. It will also create a re-integration program for those traveling with the caravan who wish to go back.University of San Diego professor, Ev Meade, says this deal looks good on paper but no one will know for sure until more specifics are released. Professor Meade has been traveling to Tijuana to meet and speak with the migrants. He says most leave because of instability. "What I hear from a lot of people is indirect effects of violence, so it's someone that might say I can't afford to feed my family but when you start asking them questions about what they do, the business that they worked for, why they were laid off, the violence is always there. It might be one degree, two degrees, three degrees of separation but the violence is always there," says Meade. It is still unclear how much funding will go towards those Central American countries but Meade says it will be years before we see the effects of the deal. "This kind of progress, when you talk about big structural issues, doesn't happen in a month, or three months or a year, I mean, it takes time," says Meade. 1528

SAN YSIDRO, Calif. (KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete. In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing. The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. Homeland Security officials said this new policy excludes asylum seekers from Mexico. While the policy is effective immediately, the changes will be rolled out gradually across the border. 2753

SCOTTSALE, Ariz. (AP) — Police say a former professional baseball player sought in the shooting death of his ex-girlfriend in a Phoenix suburb was found dead Saturday of a self-inflicted gunshot wound at the Grand Canyon. Scottsdale police say the body of Charles Haeger, 37, was discovered about 4 p.m. on a trail along the South Rim of the Grand Canyon in northern Arizona. Sgt. Ben Hoster says police were seeking Haeger on suspicion of murder and aggravated assault in the fatal shooting Friday. The victim was identified by police Saturday night as Danielle Breed, 34. According to mlb.com, Haeger was a pitcher drafted by the Chicago White Sox in 2001, and he played 83 innings in the major leagues. 713
