BEIJING, Nov. 21 (Xinhua) -- The State Council, China's cabinet, announced Sunday a slew of measures to rein in rising commodity prices to ease the economic pressures on the people.Local governments and departments are required to boost agricultural production and stabilize supply of agricultural products and fertilizer while reducing the cost of agricultural products and ensuring coal, power, oil and gas supplies, the State Council said in a seven-page circular.The cabinet urged local departments to step up vegetable-planting efforts while stabilizing winter vegetable production and strengthening grain and edible-oil production field management to ward off supply shortages.To reduce delivery costs, road tolls for vehicles transporting fresh- and live-farm produce will be forbidden from Dec. 1, the circular said.The cabinet also ordered local authorities to continue to reduce the prices of power, gas and rail-transport for chemical-fertilizer producers while ensuring coal supplies for power generation companies and increasing production of oil -- especially diesel -- to guarantee sufficient supply.Local governments must temporarily disburse subsidies to needy people and increase allowances for poor students and student canteens, the circular added.Local authorities were ordered to establish coordinated social-security mechanisms that promise a gradual rise in basic pensions, unemployment insurance and minimum wages.Local departments were also ordered to adjust prices promptly and to impose temporary price controls on important daily necessities and production materials where necessary.Market monitoring will be intensified to clamp down on hoarding and speculation in major agricultural products, the circular added.Chinese decision makers have made price controls a top priority, as the consumer price index (CPI), the main gauge of inflation, rose to a 25-month high of 4.4 percent in the 12 months to the end of October. The hike was mainly due to a 10.1-percent surge in food prices. Food prices have a one-third weighting in China's CPI calculation.China has been moving to mop up excessive liquidity to combat inflation, with the latest move to target over-liquidity in the banking system.The People's Bank of China, or the central bank, said Friday it would raise capital reserve requirements by 50 basis points for all the banks of the country for the fifth time this year to control credit and liquidity.

BEIJING, Dec. 29 (Xinhua) -- A senior official from China's Ministry of Commerce called for enhanced trade and economic cooperation between China and the European Union (EU), prior to Chinese Vice Premier Li Keqiang's upcoming visit to three EU nations.In a recent interview with the People's Daily, Ministry of Commerce International Trade Representative Gao Hucheng reviewed the current trade and economic relationship between China and the EU, pinpointing the areas where more efforts could be made on both sides to further cooperation.In an article published in Wednesday's People's Daily, Gao said that in the past 35 years since China and the EU forged diplomatic ties, the relations between the two sides went from "constructive partnership" to "comprehensive partnership" and the now "comprehensive strategic partnership."The article was published about a week before Vice Premier Li sets out to visit Spain, Germany and Britain on Jan. 4-12.Trade between China and the European Union has become one of the most active and influential bilateral relations in the world, said Gao.Leaders of China and the European Union have been exchanging official visits frequently, said he. This year alone, seven of top Chinese leaders, including President Hu Jintao and Premier Wen Jiabao, paid official visits to over a dozen EU countries.Meanwhile, some 65 high-level delegations from the EU and its member states visited China in 2010.Trade cooperation between China and the EU has been speeding up, Gao said. When China established diplomatic relations with the EU in 1975, annual trade was at 2.4 billion U.S. dollars, the volume of about two days between two sides this year. In the past 35 years, trade volume has grown over 150 times.According to China's statistics, China-EU trade amounted to 433.9 billion U.S. dollars in the first 11 months of this year, up 33.1 percent from last year, a growth rate higher than that of China-Japan and China-U.S. trade.According to statistics released by the EU, its exports to China rose 4 percent in 2009 despite the economic recession and decreased export to the rest of the world. EU's total investment in China has exceeded 70 billion U.S. dollars so far, making the EU China's third largest source of foreign investment.Communication between people on two sides has grown substantially over the years. Nowadays nearly 200,000 Chinese students are studying in the EU countries and some 150,000 EU nationals are working in China. LANZHOU, Dec. 6 (Xinhua) -- Nitric acid that spilled from a crashed truck in a northwest Chinese city Monday has caused no contamination of the Yellow River -- China's second longest river, local officials said.Workers had cleaned up tons of acid that entered a roadside drain in a four-hour operation after the accident in Lanzhou, Gansu Province, said a spokesman of a work crew tasked to clean up the chemical.Tests show the spill did not pollute the environment near the Yellow River, he said.Officials with the city environmental protection bureau said they would keep monitoring the water quality of the Yellow River.A truck carrying 14 tonnes of nitric acid overturned and caught fire on Liuzhong Highway near Lanzhou at noon on Monday. One driver was killed while the other was seriously injured.
