SAN DIEGO (KGTV) - The woman who was shot in the forehead by a police bean bag during Saturday's protest in La Mesa is slowly recovering but her attorney told 10News that the family is still desperate for details from police about what happened.10News has video of 59-year-old Leslie Furcron as she was recording a Facebook Live. She is heard yelling and then the phone drops and the screen goes black.“She was struck in the forehead with a ballistic bean bag projectile,” said attorney Dante Pride during Thursday’s interview with 10News.Pride said Furcron was among the thousands of people in front of the La Mesa Police Department. He said that she was peacefully protesting police violence and the killing of George Floyd when he said that it all turned to chaos and an officer fired at Furcron. On Wednesday, the department said that once officers deemed the gathering to be an unlawful assembly, they began to use measures to disperse protestors, including tear gas and bean bag rounds. Furcron was placed in a medically induced coma with a breathing tube, which was just removed. “On June 3rd, they took the tube out of Ms. Furcron’s mouth. She is still is unable to speak at this point and she did have a surgery I believe on the 2nd to repair the damage to her forehead,” added Pride. He said that doctors still don’t know if she’ll lose an eye.On Thursday afternoon, La Mesa Police reported that the investigation is ongoing and there are no new details to release.Pride said he believes that a third party should be investigating the incident and that the officer who fired the bean bag should face criminal charges if it's deemed appropriate. “There should never be a point in time where an officer should shoot a metal projectile bean bag from an elevated position down on a crowd. That is dangerous and it can kill people and it almost killed Ms. Furcron,” he added.Assemblywoman Lorena Gonzalez tweeted about the use of less lethal weapons on protestors. Her tweet reads, “In response to recent days filled with images of peaceful protestors maimed by rubber bullets, we will be introducing legislation to set clear standards on how law enforcement should (and shouldn’t) use these weapons. On Thursday, her office sent 10News the following statement:“No one who is simply exercising their right to protest should face possible injury or death because officers are indiscriminately firing rubber bullets into a crowd. Breaking a city-imposed curfew is not a sufficient basis for use of rubber bullets. Crowd control where there is no rioting is not proper grounds to use rubber bullets. SAN DIEGO (KGTV) -- The San Diego Unified School District approved a plan Tuesday night that outlines how the district plans to reopen in the fall. The school board voted unanimously to move forward with a plan that would allow parents to decide if their students return to campus in the fall of 2020 or continue distance learning at home. Students returning to in-person learning will go to school for the full day of class every day, not a staggered schedule. All in-person learning is subject to federal and local health guidelines like wearing a mask, 6 feet of social distancing, and frequent hand washing. If parents feel their child is not ready to go back to campus, they can continue online. The district called it "Distance Learning 2.0," an improvement to the current online learning in place. The board voted to move forward with the plan despite only having enough funding for only half of the school year. The second half is dependent on federal funding. This does not mean the district would run out of money for the year; it means all students would have to return to online learning for the second half of the year. School board members said this vote was just the beginning of a long process to restart school in the fall, adding that things could be updated as local and state guidelines change. 1323

SAN DIEGO (KGTV) -- Thousands of people spent their final day of the holiday weekend at San Diego beaches, just as the Beach Hazards Warning expired. Mother of two, Shannon Crais spent the day at Ocean Beach Sunday. "We live a couple of blocks away, so we come down here a couple of times a week."Her daughter Sam likes to play tag with the waves, as they ripple towards her older brother Alex. The Ocean Beach residents say they know the potential dangers of their favorite play area. "I talk to my son about it because he is a little bit bigger," Craig said. "But my daughter, she stays close. We talk about the ocean being dangerous."Sunday afternoon, the National Weather Service dropped the Beach Hazards Warning for all of San Diego County. But all weekend, beachgoers faced strong rip currents and high breaking waves. This was a point of concern for some, but great news for surfers like Jesus Rodriguez. "I think the hurricane is bringing the swell from down south and it has been awesome!" Rodriguez said. Rodriguez says the waves were much better this long holiday weekend thanks to the high surf advisory. They were so good that he had to share the waves with a lot more people than usual. That is why he was doing two-a-day sessions over the last few days. "You get a lot better waves and a lot better form on the wave, so you can start ripping them up," Rodriguez said. Craig also appreciates the beautiful, ridable waves. As a mother, wants her kids to be safe, but she is not totally against having her children learn about the water on their own."If you get wiped out a couple of times, you gain a little bit more respect for the ocean," Craig laughed. 1678

SAN DIEGO (KGTV) - The U.S. Navy’s surgeon General is back home in San Diego talking about military healthcare reform.10News caught up with Vice Admiral Forrest Faison at after he spoke at the San Diego Military Advisory Council Breakfast in Point Loma.“We are changing how we do healthcare in the Navy to be one of the providers of choice,” he said. “Despite all the changes going on in military medicine right now, what will not change ever is our commitment to those we are privileged to serve.”Faison said there’s no greater responsibility than providing medical forces that are ready, prepared and present to save the lives of the nation’s armed forces.He said Naval Medical Center San Diego plays a big role when it comes to providing that training.Congress recently directed the Defense Health Agency (DHA) to take over the Military Health System (MHS). Meaning, all military medical centers across the national will soon be managed by DHA.Faison says this will be a smooth and transparent transition, and military families won’t be getting a big surprise.The Naval Hospital in Jacksonville transitioned from MHS to DHA last October, hospitals on the east coast are going through it now, and the west coast, including San Diego, is next.Faison said when it comes to military families having to switch healthcare providers so often, or wait a long time for appointments and referrals, the DHA is actively working to minimize changes and alleviate wait times.“The defense health agency is responsible for managing the Tricare network to ensure there are sufficient providers to be able to meet the needs and monitor access and wait times, so we rely very heavily on them to do that,” said Faison. “I know they’re working very closely with the Tricare contractors to be able to do that in all the different locations where we have service members and their families and we ask them to be stationed to do our nation’s business.”The transition in San Diego is expected to happen no later than October 2020. 2016
