SAN DIEGO (KGTV) — More than 400,000 people in San Diego County have already cast their ballot for the November election."We are unprecedented, unchartered, in so many different ways in historic numbers of mail-in ballots that are coming back to our office," said Michael Vu with the San Diego Registrar of Voters. Saturday, Vu said the registrar had received 432,000 ballots have been cast. Vu said most of those ballots have been mail-in.When it comes to mail-in ballots, Vu added that the county had seen a 400% increase compared to mail-in ballots cast during the same time span in 2016.RELATED:Where to find an official ballot drop-off in San Diego CountyStep-by-step guide to voting by mail or in-person in San Diego CountyWhat to know about conditional voting as an option"Certainly the question for a presidential election under the cloud of a pandemic is was it resonating with voters and really, what this is a sign of is that voters have been ready to cast their ballots, they were waiting for us to get their ballot to them," Vu said.Vu added that the influx of mail-in ballots also demonstrated that the U.S. Postal Service is capable of handling the increase in processing ballots.Starting Oct. 31, 235 "super polling" locations will open across San Diego County for residents who want to vote in person and allow for social distancing."This is where the uncharted waters come in when it comes to our office," says Vu. "That way it avoids any long lines that we’re expecting and anticipating which has been historically the case for a presidential general election."The deadline to register to vote is Oct. 19, after which voters will have to cast a conditional ballot, which takes longer to be counted. 1725

SAN DIEGO (KGTV) - Monday places of worship in San Diego had a unified message, telling believers not to fear.The Pittsburgh shooting at Tree of Life killed 11, and the pain was felt across the country. On Sunday at Beth Israel parents brought their children for religious classes and spoke about the massacre, "their utter dismay, sadness, shock at the horrible terror in Pittsburgh," Rabbi Michael Berk of Beth Israel said.He says Jews have faced persecution for hundreds of years, that's why their synagogue is housed inside a tall fence, with a guard shack out front and security cameras dotting the campus."This is a house of worship, but we have to have security here, all the time that we're here, and Jewish organizations have to do that and look at Israel what it has to do to keep secure," Berk said.In Liberty Station, Safety Director for Rock Church Mike Diggs says they've had dozens of threats over the past decade, from bombings to an active shooter, "threats of people burning the church down, threats of people filling many body bags.""We should not let any threat take our joy away or our ability to worship away," Diggs said.Many sanctuaries spoke with their congregations over the weekend on their security procedures in place and what heightened security they have currently."Leaders of the congregation especially, all the staff that works here, the religious school people, personnel and faculty, we are all given training from time to time," Berk said."Even though they may not be able to see that we're doing some things, some things they may notice, some things they may not, but us as an organization are taking potential threats seriously and taking steps and actions to be proactive," Diggs said there are personnel with firearms during service to protect the congregation.Rock Church has an annual Safety and Security Conference that anyone can attend. Their security team also goes to other churches to educate them on what they can do."When bad things have happened we have never presumed that God is done with us... We cling to hope, we clean ourselves up and dust ourselves off, and we put one foot in front of the other, and we keep on going... The Jewish toast throughout history is L'chaim, to life," Diggs said.Places of worship do not readily detail their security plan to ensure the safety of their congregation. 2410

SAN DIEGO (KGTV) - New bathrooms are in place downtown as San Diego deals with a hepatitis A outbreak that's affecting the homeless.Four new portable restrooms are located at the intersection of First Ave. and C St. near City Hall.  Crews will clean them at least twice per day and they will be monitored with full-time security, according to a City spokesperson. A hand washing station is also in the area."The installation of more public restrooms is important to stop the spread of hepatitis A," said Jonathan Herrera, the City's Senior Advisor on Homeless Coordination. SAN DIEGO (KGTV) - Point Loma High School students welcomed gender-neutral homecoming royalty this week, eliminating the traditional roles of king and queen.At Friday night’s homecoming game, two senior boys were selected as kings. Most students at Point Loma High School said they support the change.Associated Student Body president Ila Komasa told 10News previous homecoming kings and queens were couples. This year, she wanted to make it more individualized. “We didn’t believe the couple aspect applied to what homecoming court meant to us and what it should represent for the students," Komasa said.Komasa was hopeful students would be given the opportunity to vote for anyone they wanted.“We made the decision to individually elect and nominate two students from each grade level as homecoming court and then for seniors, homecoming royalty.” It’s an effort to make homecoming more inclusive, no longer focusing on one’s high school relationship status, rather the impact made on peers. The students got the idea after two senior boys were voted to win the prom royalty titles. 1093

  

SAN DIEGO (KGTV) -- Neighbors are concerned after they say a registered sex offender moved into their Rancho Bernardo community, just feet away from an elementary school playground.Anthony James Morgan, 32, was convicted of possession of child pornography and lewd and lascivious acts with a child in Tennessee in 2013.Neighbors say they became concerned after Morgan moved into a townhouse in their neighborhood weeks ago. According to records on the Megan’s Law website, Morgan lives on the 17000 block of Caminito Baya, about 100 feet away from a playground at Westwood Elementary School.According to the Safe Task Force, which monitors local sex offenders, Morgan’s living situation is legal because of the California Supreme Court.In 2015, the court tossed out blanket restrictions on where sex offenders may live. The ruling came after sex offenders said the restrictions made finding housing impossible for them.  Authorities say while probation or parole agents can implement living restrictions, due to the fact that Morgan is no longer on parole or probation, he is now allowed to live wherever he wants.Neighbors say the rule doesn’t make sense. “I think the rules definitely need to be changed when it comes to sexual predators,” said Linda Vasquez.Vasquez added that she is relieved to hear that Morgan will be moving out of the area in April. “I’m very happy for that. We don’t need that in a neighborhood full of children.”The neighborhood is particularly sensitive to the sex offender issue. Neighbors say registered sex offender John Gardner was spotted at this mother's home - less than 500 feet from Westwood Elementary - in the years before he murdered two teens, including Chelsea King.Father Brett King helped lead a successful fight for tougher laws, including stricter punishments for sex offenders.  When he learned about Morgan's living situation, he told 10news: "As a society, we have lost our common sense ...
